However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. In 2017, there were 97 reported to the DOJ.Each department reports to the state both substantiated and unsubstantiated complaints. 1156

SAN DIEGO (KGTV) — With schools temporarily closed because of the coronavirus, a Carlsbad librarian is providing the comfort of a library to students one driveway at a time.Calavera Hills Elementary librarian Lindsay Rudy started drive-by storytimes Wednesday, but has already found her schedule filing up with requests."I'm definitely surprised," Rudy said. Rudy says the interactions also help spark conversations around life, especially at a time when kids are dealing with a lot of emotions."It really just made me happy we were able to continue that connection," Rudy said. Arian Tabatabaei's family runs Huapangos in Hillcrest. His parents, Viri and JT, have owned it for more than a decade. Arian and his twin work there to help their parents. "It's been good until now," he said. Like many, their future is up in the air. "It's completely dead in Hillcrest right now," he said. "We're not making any profit to help anybody... all these bills that are coming in, they're just piling right now." They've had to lay off most of their employees. Tabatabaei said they dropped their prices, simplified their menu, and are offering take out or delivery. There's been an ongoing effort on social media to promote businesses that are still open.Laura posted on Twitter that she got pizza for her birthday from Tribute Pizza in North Park. She wrote that "they put your food on your car hood to be totally contact-free." The San Diego Emerald Society posted that they pick up wings from Dirty Birds in Pacific Beach. "They are donating food to healthcare workers and other first responders," the post said. Tabatabaei has a message for San Diegans. "Just stay strong throughout this. SAN DIEGO (KGTV) — Tourists and locals alike can enjoy one of San Diego's most famous landmarks Saturday for free in honor of National Public Lands Day.The National Park Service is offering free entry at Cabrillo National Monument, and other U.S. landmarks, as part of its "fee-free" days throughout the year. The last free admission day of the year is Nov. 11 in honor of Veterans Day.Not only that, but Saturday also marks the day when Cabrillo first sailed into San Diego Bay in 1542.RELATED: Six great San Diego spots where you can unwindOn Saturday, guests can also learn about how 16th century explorers navigated with such accurate results, or go inside the Fort Rosecrans bunkers at the site that date back to World War II. Living history re-enactors will be in attendance to walk guests through the Age of Exploration.Films are also shown daily at the monument covering Cabrillo, the lighthouse, and nearby aquatic life.
