SAN DIEGO (KGTV) — San Diego County officials warn we may officially drop into the dreaded, most restrictive, purple tier next week due to the rising COVID-19 case rate.“This is not a rollback, this is a devastation,” said Jon Weber, co-owner of Cowboy Star Restaurant and Butcher Shop in the East Village. “The same metrics that work in smaller counties don’t necessarily work in larger counties.”Under the state’s purple tier, restaurants would have to close indoor dining and move outside. Right now, in the red tier, they’re allowed to operate inside at 25% capacity.“We’re on 10th Avenue, we don’t have any space to put any outdoor seating, we’re on a busy street,” said Weber, who got through the first shutdown with PPP money, which is now gone.“If we close, we may never open again,” he said. “The idea of laying off 50 employees right before the holidays is pretty hard.”Other restaurants able to operate outside worry rain and cold weather will keep customers from dining outdoors.“There’s going to be challenges with cold weather, some of this stuff is just out of our control,” said Cesar Vallin, the managing partner at Cloak & Petal. “If you stay open, now you’re opened illegally, now you open yourself up to lawsuits from staff, ABC can come in and take your liquor license.”Like Weber, Vallin also worries about layoffs when moving from the red to the purple tier.“It’s not a light switch, I have to lay everybody off properly and then bring people back on, and not everybody comes back,” said Vallin. “There’s no support from the government, they’re still asking us for employment taxes, they’re still asking us for sales taxes; It’s a major letdown.”Under the red tier, gyms and fitness centers can operate inside at 10% capacity.Scott Lutwak, the founder and CEO of FIT Athletic Club, said that capacity is already a difficulty at his five locations across the county.“We’re mortified at the concept of moving into that purple tier, which represents us at zero capacity, being closed 100 percent,” said Lutwak.“We’ve been conducting classes outside regardless of weather, but now it gets dark earlier,” he said. “In our facilities, we have millions of dollars’ worth of really extensive equipment that can’t be brought outside because as soon as you bring it outside with saltwater air, you can’t bring it back inside.”He said right now he does not plan on shutting down inside or moving equipment outside.“As long as I feel like I can provide a safe environment for my employees and safe environment for my members, which we have proven we’re able to do so, I think we have every intention on keeping our doors open until we’re forced to do otherwise.”Lutwak said he believes his centers are essential, and therefore should be able to remain open.“We’re providing rehabilitation services, we consider our facilities as essential, and we have sent some letters out to each of the mayors in the cities where we’re conducting business,” he said he has yet to hear back.Besides restaurants and fitness centers, houses of worship, movie theaters, museums, zoos, and aquariums would also have to end indoor operations.San Diego County will find out next week if we have officially moved back into the purple tier. 3240

SAN DIEGO (KGTV) - San Diego County residents grabbed umbrellas and raincoats Wednesday as a cold storm system brought showers, flooding, winds, lightning, and snow to Southern California. Wednesday will be cooler and windier, with the heaviest rain and threat of flooding between 11 a.m. and 3 p.m., according to 10News meteorologist Megan Parry. A Flash Flood Watch was in effect Wednesday until Thursday at 1 a.m. for the coast and mountain areas. Anyone in need of sandbags to prevent flooding can get them for free through the County of San Diego or City of San Diego. The largest outages were in Chula Vista and Bonita, with some 4,300 customers out of power, and Oceanside, with 555 customers out of power. SAN DIEGO (KGTV) — San Diego County's recovering job market will take a hit from the new wave of coronavirus-related restrictions that went into effect this week, SANDAG's chief economist said Thursday. The region's jobless rate had been falling from a peak of 25% in early May to 14.3% in late June, the San Diego Association of Governments reported Thursday. However, on July 6, new restrictions went into effect to slow the spread of COVID 19. Restaurants and several other public-facing businesses were forced to end indoor service, while bars that don't serve food were required to close. That sent people who had returned to work back to seeking unemployment."Until there's a vaccine in place, it's going to be a very bumpy ride," said Ray Major, SANDAG's chief economist. "It's going to be up and down. There will be times probably where they say OK we can start opening up again, and then for some reason the health numbers start to become worse, and so the economy is going to be impacted again."At Little Italy's Cloak and Petal restaurant, managing partner Cesar Vallin said only about half of the restaurant's 40 workers have been brought back. He said the restaurant changed its menu and moved service outside, but the lower capacity is hitting revenue. "Let's just face it, this could happen two or three more times by end of the year," Vallin said. SAN DIEGO (KGTV) — San Diego health officials reported three unrelated cases of Tuberculosis, one at a South Bay high school and two others at U.S. Navy ships docked in San Diego.One case was reported at San Ysidro High School, according to the county. Health and Human Services Agency and Sweetwater Union High School District officials are warning individuals who were potentially exposed from Jan. 16 to May 31. County staff is providing free testing for students who may have potentially been exposed. The school district will provided staff potentially exposed with free testing as well.The Navy and HHSSA officials are working to alert potentially exposed contractors who worked on two Navy ships between Jan. 10 and July 18:Huntington Ingalls Industries employees who worked on the USS Bonhomme Richard (LHD-6), docked at Naval Base San Diego, from January 10 to June 8.General Dynamics NASSCO employees working on the USS Makin Island (LHD-8), docked at NASSCO from March 23 to July 18.The two ships were not accessible to the public and exposure to Navy personnel was extremely limited, according to the county. Contractors are working with occupational health providers to offer free testing.“Testing is recommended for all those exposed to assure they are not infected, since initial infection usually has no symptoms,” said Wilma Wooten, County public health officer. “For any infected individuals, early diagnosis and prompt treatment can prevent the infectious form of the disease.”Tuberculosis is transmitted from person-to-person through indoor air during prolonged contact with an infected individual. The county says most people who are exposed don't become infected.Symptoms include persistent cough, fever, night sweats, and unexplained weight loss. SAN DIEGO (KGTV) - San Diego County is expected to consider a plan to open up county parks for worship and workouts.Supervisor Dianne Jacob is proposing the idea which is expected to be discussed by the board on Aug. 5. The proposal would make it easier for houses of worship and fitness centers, impacted by the pandemic, to utilize county parks. The proposal aims to speed up the permit process and waive fees.Public health orders have hindered the operations of many houses of worship and fitness centers after they were forced to close their indoor areas.
