Gavin Newsom Tuesday offered a grim reminder that the disease remains deadly, saying the state has ordered 5,000 more body bags for distribution to morgues in three counties, including San Diego."This is a deadly disease, a deadly pandemic, and we're in the middle of it right now," Newsom said. SAN DIEGO (CNS) - The aircraft carrier USS Theodore Roosevelt will change its home port from San Diego to Bremerton, Washington, ahead of scheduled maintenance slated for next summer, the Navy announced Wednesday.The ship, which is currently deployed in the Western Pacific, will enter Puget Sound Naval Shipyard for scheduled maintenance known as docking planned incremental availability, or DPIA.Lt. Travis Callaghan said the maintenance required to maintain the Nimitz-class carrier's service life is more involved than what can be done pier- side in San Diego. DPIA involves putting the ship in drydock and will require facilities, equipment and personnel available in Bremerton, Callaghan said.The carrier recently resumed its scheduled deployment in the Indo- Pacific after spending months docked in Guam due to the widespread COVID-19 outbreak aboard the ship.The ship originally departed San Diego on Jan. 17 for a deployment, but was diverted to Guam on March 27 when the outbreak took hold, ultimately infecting more than 1,100 sailors, and killing one, Chief Aviation Ordnanceman Charles Thacker, 41.Navy officials said the carrier now operates with a new COVID-19 standard operating procedure, which modifies how crew members move through the ship, expands meal hours and establishes new social distancing procedures. 1337

SAN DIEGO (CNS) - The city of San Diego has reached an agreement with two local nonprofit organizations to improve its stormwater infrastructure and local water quality, it was announced today.Under the agreement, the city pledged to improve its stormwater management sites at the Miramar Landfill, Metro Biosolids Center, North City Reclamation Plant, Point Loma Wastewater Treatment Plant and South Bay Water Reclamation Plant. San Diego Coastkeeper and the Coastal Environmental Rights Foundation will concurrently contribute ,000 to the San Diego Audubon Society to be used for water quality improvement and habitat conservation in Mission Bay.The city's Transportation and Storm Water Department, which oversees the Storm Water Division, declined to comment on the agreement, which was approved by a federal judge last Tuesday. City officials expect to finish the upgrades by the end of 2023, according to the two nonprofits involved in the agreement."We have a longstanding working relationship with the city's stormwater and public utilities departments, so we were confident they would take our concerns seriously and allow us to achieve environmental benefits without having to engage in expensive litigation," said CERF Executive Director Marco Gonzalez.The nonprofits began working with the city on upgrading stormwater treatment infrastructure in early 2017, when Coastkeeper and CERF noted that city-owned water treatment sites were disposing stormwater with toxic pollutants, bacteria from human waste, dissolved metals and other hazardous materials into local bodies of water.The two organizations specified that Rose Creek, San Clemente Creek, Mission Bay, Tijuana River and the Pacific Ocean were likely affected.A report released by the city auditor's office in June found that the city's Storm Water Division had a large backlog of planned infrastructure projects and failed to properly keep up with the backlog due to, among other things, a lack of funding. 1988

SAN DIEGO (CNS) - The San Diego City Council received a handful of presentations Tuesday intended to help the city address homelessness as well as the lack of transitional and permanent affordable housing.Entities presenting to the council included the Regional Task Force on the Homeless, San Diego County, Mayor Kevin Faulconer's office, the San Diego Housing Commission, San Diego State University's Institute for Public Health and the council's Select Committee on Homelessness.Representatives from each office discussed challenges and successes fighting homelessness in San Diego last year. SAN DIEGO (CNS) - San Diego County students' performance on standardized tests in English and math mostly held steady from the previous year, according to scores released Wednesday by the California Department of Education.The performance of San Diego County students on the California Assessment of Student Performance and Progress tests generally surpassed that of students statewide, according to the department. The CAASPP tests were administered in the spring to more than 3 million students across the state in grades 3-8 and 11. In San Diego County, 26.45% of the more than 250,000 students who took the tests exceeded the state standard in English, up slightly from 25.79 percent the previous year. According to the state, 30.1% met the standard, down slightly from 30.46% last year; 20.89% ``nearly'' met the standard, down slightly from 20.93% last year; and 22.55% failed to meet it, down from 22.82% the previous year. In math, 23.45% exceeded the standard, 21.6% met it, 24.84% nearly met it and 30.12% failed to meet it. The percentages from the previous year were 22.52%, 21.76%, 25.37% and 30.36%, respectively. Statewide, 22.23% exceeded the standard in English, while 28.64% met it, 22.4% nearly met it and 26.73% failed to meet it. In math, 19.69% exceeded the standard, 20.04% met it, 25.41% nearly met it and 34.86% failed to meet it. The statewide scores were all also moderately improved from the previous year. State Superintendent of Public Instruction Tony Thurmond acknowledged the overall improvement, but said he was concerned that gains were less consistent in later grades of 7, 8 and 11, while performance continues to lag among some students of color. ``Disparities between students of color and their white and Asian peers continue from year to year and demonstrate the importance of our priority initiative of closing the achievement gap,'' Thurmond said in a statement. ``Education equity should mean equity for all students and right now, we are not there.
