ESCONDIDO, Calif. (KGTV) -- As San Diego County inches closer to finally being removed from the state’s watch list, it remains unknown what exactly that will mean for businesses that have been waiting to reopen indoor operations.“We have asked the state for guidance for what they think the policy will be, the process will be, for potentially reopening some of the entities that faced additional closures,” said County Supervisor Nathan Fletcher.In the meantime, some cities across the county have been working with businesses to ensure they can still operate outside during the challenging time. Some of those businesses appear to be thriving.“More people are coming out to eat, and as you can see, we’re already almost full here,” said Mia Davis, the owner of Mikko Sushi in downtown Escondido.Davis and her sister-in-law, Minky Jeon, opened Mikko Sushi in February, but just one month later they were forced to shut down indoor dining due to the rising COVID-19 cases across the county.They moved to take out orders only, a struggle for the new business owners.“We were devastated actually because we were just finally starting to build our clientele,” said Davis.Then the City of Escondido stepped in to help businesses move outdoors quickly and easily, making all the difference for business owners like Davis.“The City of Escondido went out of their way to help us,” she said. “They really helped expedite the permit process, and I didn’t have to pay any fees.”Davis told ABC 10News, she was not only able to keep her original staff employed, but Mikko Sushi became so busy with outdoor dining, that she had to hire more employees.“Every Friday night we have a big waiting list,” she said. “I’m thankful that local customers really been supporting us, and I can’t complain.”A walk down Grand Avenue in Escondido reveals how locals have embraced the opportunity to dine outside. The sight is something that brings Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido, much joy.“We’re really happy and proud to be able to support our businesses in that way,” said Tarrac. “The city really took strong, swift action and worked with very closely with our Chamber of Commerce and Downtown Business Association to allow for and facilitate the permit process to allow for our businesses to operate outside. We expanded that to salons, to restaurants and other retail as well.”During a time where there are many uncertainties for small business owners, Davis said the opportunity to try something new and succeed is rewarding.“I’m thankful that our business is doing well during this pandemic, and I’m thankful for what the city did,” said Davis.The City of Escondido recently launched a grant program to help small businesses. (KGTV) – Police in Escondido have identified the suspect shot and killed by an officer at Valley View Casino Saturday night as Osbaldo Ramirez Jimenez, 50.The incident began after police received a domestic disturbance call on the 1400 block of Timber Glen Road in Escondido.When they arrived, police say the suspect got into a vehicle and led them on a chase that ended at the casino’s valet entrance.RELATED: Officer-involved shooting reported at Valley View Casino in North San Diego County?When Jimenez got out of the vehicle, police say they noticed he was holding a handgun when the officer-involved shooting took place. Jimenez was taken to the hospital where he later died. Authorities also identified the officer involved in the shooting as Officer Terrence Pizzuti, who they say has been with the department since 2013.The incident reportedly caused chaos inside the casino. One woman inside at the time of the shooting was trampled. She was taken to the hospital where she is expected to survive.The San Diego Sheriff’s Department is leading the investigation. FAIRBORN, Ohio — A 911 call during a regularly-scheduled installation exercise prompted a lockdown at Wright-Patterson Air Force Base on Thursday.According to the base's Twitter account, officials were executing an active shooter training exercise in Area A of the base on Thursday when an "unknown individual" called 911, fearing the training was real. The call prompted a security sweep of the base and a lockdown call.Later, Wright-Patterson Air Force Base later clarified that there was never a "real world" active shooter on the base.  558

  

ESCONDIDO, Calif. (KGTV) - The recuperative care facility run by Interfaith Community Services in Escondido is bright and clean. On the surface, it’s hard to tell the residents inside are just starting their recovery from a low point in their lives.“I don’t know how I would have made it this far,” said Dough Yorba about his chance encounter with Interfaith.He lost his job around Christmas last year and soon after wound up in the hospital for extreme back pain. That’s when he got another diagnosis: cancer.“Oh, I freaked out. Both my parents died from cancer,” he said.Without any income, it got worse when he lost his apartment and transportation.“I literally had no place to go.”But as he was about to start chemotherapy, a social worker at the hospital mentioned the recuperative care facility in Escondido and he jumped at the opportunity.“Every aspect of life is covered here. Your meals are wonderful. The staff goes out of the way to help you with so many things,” he described.As helpful as the facility is, it only has 32 beds.“We project there is a need for another 50-100 beds,” said Greg Anglea, CEO of Interfaith Community Services. “Maybe even more than that.”California hospitals have seen an increase in homeless patients. According to Kaiser Health News, hospitals across the state discharged 28% more homeless patients in 2017 than they did in 2015.In January of this year, California implemented a new law aiming to reduce the practice of “homeless dumping.” It requires hospitals to provide homeless patients vaccinations, a meal and clothing before discharging them. Hospitals must also show that they tried to connect the patients with housing services, though patients can refuse or choose their own destination, even if it’s back to the streets.“That’s a needed improvement,” said Anglea of the new law, but noted it still doesn’t solve the main problem of giving continued medical care to discharged homeless patients. 1955

  

ENCINITAS, Calif. (KGTV) -- One week after a training accident that ended in the death of racehorse Bobby Abu Dhabi, Victor Espinoza is opening up about his recovery.Espinoza, a Hall of Fame jockey, suffered a fractured vertebra when he was thrown from the horse after it went into apparent cardiac arrest in Del Mar. The four-year-old horse died.RELATED: Injured jockey Victor Espinoza to miss rest of Del Mar meet"I was just working my normal routine and then just...something just happens," Espinoza said. "So it was a bit of a different accident than what (I've had) over the years." The 46-year-old jockey remembers thinking that he might be paralyzed after the July 22 fall. He said his body was numb, and he could only move his right arm. "The first time I ever cry, (was) when I first started moving my right leg, when I got on the ambulance and then by the time I got to the hospital, I started moving my left leg." Scans showed that Espinoza fractured his C3 vertebrae in the accident and had damage to his cerebral artery. Doctors told him that he got lucky.  Espinoza will be in a neck brace for six weeks. He told 10News his goal is to make a full recovery - but right now there is no guarantee that will happen."I can't move my neck at all, and I wear (the brace) and it's hard for me to balance because I can't see down," he said, noting that he still has numbness in his left arm. Right now, it is too soon to know if he will be able to return to racing - a sport in which he earned a Triple Crown on American Pharoah in 2015.  He's also a three time Kentucky Derby winner.When asked if he would be scared to race again he said, " I can't predict the future, how I'm going to feel at that moment."  1807
