SAN DIEGO (KGTV) - A big rig blew a tire and veered across all lanes of southbound Interstate 15 at Carmel Mountain Road Thursday afternoon, leading to a Sig Alert on the freeway. The flatbed truck lost its front left tire about 2:20 p.m., the California Highway Patrol reported. The driver lost control and hit two cars before crashing into the center divider. One of the cars hit an SUV, and was knocked over the freeway rail into the HOV lanes.The CHP reported debris on the freeway from the crash, including fuel leaking from the truck. One injured person was taken to Palomar Medical Center, City of San Diego officials reported. SAN DIEGO (KGTV) — A Descanso woman whose power was cut during last week's Red Flag warning was surprised to receive a utility estimate showing an increase in power use.Cheryl Erpelding's power was taken away for parts of both Oct. 30 and Oct. 31, when SDG&E was trying to prevent a wildfire from igniting and spreading. Still, she got an estimate from SDG&E showing that she used the most power during the parts of those two days when the power was on. "If you're going to email me how much I'm using, why don't you email me a better guess," Erpelding said. On other days of the week, her usage ranged from 16 to 24 kilowatt hours.SDG&E says the reason for this is Erpelding is a solar customer. The estimate she received reflects her net usage, which usually reflects credit for her putting power back into the grid. That reduces her net usage significantly. During the public safety power shutoffs, she did not put power back into the grid, but still used power during parts of the day it was on. SAN DIEGO (KGTV) - A choir group from Carlsbad High School got the chance of a lifetime Tuesday night when they took the stage with a legendary rock band.Students from the choir gave themselves an opportunity to perform with award-winning band Foreigner by entering a contest from local radio station KGB-FM in May.“We just sent in a video to KGB, and they gave us a call and said, ‘Hey, you guys won,’” said Carlsbad High choir director Jessie Bullock.“Our teacher told us one day in class and we were like, ‘Oh my gosh. There’s no way! That’s amazing!’” said student Garret Avilez.To the members of Foreigner, public school music education is important.Bassist Jeff Pilson said with tight budgets, public music programs are often the first to get cut. Those programs personally inspired his career.“I started playing the cello when I was in 5th grade and happened to end up with an amazing music teacher,” said Pilson.None of the students were born until decades after Foreigner made a name for itself worldwide. SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles.The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates.On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply.In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties. SAN DIEGO (KGTV) - A 21-year-old man was hospitalized Monday after he was stabbed in the back and arm by a home intruder in the Oak Park neighborhood, police said.It happened around 11:55 p.m. Sunday at a home on Fauna Drive, located off College Grove Drive just northwest of state Route 94, San Diego police Officer John Buttle said.The victim went downstairs to get some milk for his daughter and found a man standing in his kitchen, Buttle said.A struggle ensued and the victim was stabbed in the back and the right arm before his assailant fled, the officer said.The victim's wife drove him to a hospital for treatment of his injuries, which were not believed to be life-threatening, Buttle said.No detailed suspect descriptions were immediately available.Detectives with the San Diego Police Department's southeastern division were investigating the stabbing. 872
