SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746

SAN DIEGO (KGTV) -- San Diego District Attorney Summer Stephan made a push Monday to remind residents that there are still resources for domestic violence victims during the stay-at-home order.Stephan did not have any data to show whether domestic violence cases have started to rise yet. However, she pointed to a case on Sunday where police say a husband killed his wife while their three children were home as an ominous example."The Chula Vista case is a tragic example. SAN DIEGO (KGTV) — San Diegans could soon be using just their faces to board a plane, a cruise ship or get into a rock concert.It's because more companies are testing, or rolling out, the controversial facial recognition technology. "Facial recognition is great if it works. If it doesn't, it produces problems," said Stephen Cobb, senior security researcher at ESET. A Ticketmaster-owned company will soon test facial recognition to get people into events faster. In other words, a person could theoretically upload an image of their face onto an app, and then go right into the event without stopping for a ticket scan or, potentially, a security check.Jet Blue rolled out the facial recognition technology last year, and Royal Caribbean cruises is starting to do the same. "It sounds alright but it also sounds kind of weird to have your face in there," said Kathy Nagy, who used a mobile ticket to get into Wednesday's Padres game. "I think that having a ticket on your phone is just as fast as showing your face."Cobb said there are many concerns over how companies will maintain and protect people's data, including even whether they have the capabilities to avoid breaches."I don't see any commercial roll out of facial recognition which is purely around efficiency," he said. "Frankly, I have doubts around efficiency of the technology at this point."U.S. Customs and Border Protection is already using facial recognition technology at Lindbergh Field to scan international arrivals. The San Diego Police Department uses a mobile facial recognition device to confirm identities during certain arrests, such as when suspects won't provide their identity, or provide a false one. SAN DIEGO (KGTV) — San Diego County started the rainfall season in October bone dry, but now the region is getting ready for another storm in time for Thanksgiving.San Diego's weekend will be great, cooling down on Monday before the storm arrives. Winds will pick up on Tuesday. Then, the surf will increase along the coast before the Thanksgiving storm arrives.The atmospheric river will potentially set up the stage for heavy rain, flash flooding, and thunderstorms during the major winter storm. Rainfall totals could average from 3-5 inches for the coast and valleys and 4-8 inches in the mountains. Snow levels will start out high around 8,000 feet. SDG&E suggests customers turn off air conditioners and significantly reduce or avoid using other appliances and electric equipment. Refrigerator and freezer doors should also be kept closed and all unnecessary lighting should be turned off, health and safety permitting.The company suggested customers also reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said. 8939
