A San Diego student's death initially prompted the construction of the bridge that collapsed Thursday at Florida International University.Alexis Dale, an 18-year-old FIU freshman from San Diego, died in August 2017 when she was hit by a vehicle at the intersection of Southwest 8th Street and 109th Avenue near the school, according to the Miami Herald.Dale had just started studying information technology in June, the Herald reported.The bridge that collapsed Thursday was being built at the intersection where Dale died as a way for people to cross the busy street safely.At least nine people were trapped and at least six people died due to the bridge collapse in Miami."I am heartbroken at the news of the collapse of the pedestrian bridge on 8th Street and the resulting devastation. People around the U.S. experienced some internet downtime on Monday. The outage was brief and service has been restored.The culprit was a configuration issue from Level 3, a telecommunications and internet service provider owned by CenturyLink. In a statement to CNN Tech, CenturyLink said a "configuration error" disrupted service and technicians restored service in 90 minutes.CenturyLink declined to provide further details.Though Level 3 was responsible for the issue, it affected other internet providers like Comcast. That's because Level 3's infrastructure delivers content for other internet services.Comcast said the service disruption to its Xfinity internet service has been resolved.According to reports from Down Detector, a website that monitors internet outages, Comcast and Level 3 connectivity was impacted nationwide beginning around 10 a.m. Pacific.Other internet service providers including Spectrum, Verizon, and AT&T showed a spike in connectivity issues, too, though they were not as widespread. (AT&T has agreed to acquire CNN's parent company Time Warner, and the deal is pending regulatory approval.) It's unclear if the spikes were related to the Level 3 outage.The website does not provide numbers of people affected.Following public complaints of widespread outages, rumors temporarily circulated online that the outage was a coordinated hack of some sort. (CNN) -- Air miles programs should be banned and a levy on frequent flyers implemented in order to reduce carbon emissions from aviation, according to new research.The measure is one of a number of recommendations from Richard Carmichael at Imperial College London, who published a report Thursday on how the UK can meet its target of net-zero carbon emissions by 2050.Carmichael carried out his report for the Committee on Climate Change (CCC), an independent body that advises the UK government, which has previously said the country needed to become carbon-neutral by 2050 in order to fulfill its obligations under the Paris Agreement on climate change.The UK later became the first major economy to legally commit to the target. This report does not represent CCC's recommendations."Flying is a uniquely high-impact activity and is the quickest and cheapest way for a consumer to increase their carbon footprint," the report says.Air miles programs encourage people to take extra flights to keep up their "privileged traveler status" and should be banned, according to the report.So-called "mileage runs" are a common way for travelers to top up their points in order to maintain access to perks such as priority boarding.An air miles levy would be based on the number of miles flown by each passenger, penalizing those who fly the most while leaving the majority of people unaffected.Research shows that 15% of the UK population take 70% of flights, and these travelers -- who tend to be wealthier and less price-sensitive -- would shoulder most of the burden. By way of comparison, 50% of Britons don't fly at all in any one year.The levy would also encourage short-haul flights rather than more damaging long-haul flights, shift demand from planes to trains, and raise money that could be used to fund research into low-carbon aviation technology, the report said."Given the scope for frequent flyers to have carbon footprints many times that of the average UK household, a lack of policy in this area is likely to be increasingly seen as inconsistent and unjust and risks damaging public engagement with climate action," the report reads.While the report pushes for government policies to tackle emissions, private initiatives have already sprung up.Last week, International Airlines Group (IAG) -- which includes British Airways, Aer Lingus and Iberia -- promised to remove or offset all carbon emissions from its fleet of more than 570 aircraft by 2050.IAG said it would replace older aircraft, invest in sustainable jet fuel and develop technology that removes CO2 from the atmosphere.And some employers have signed up to a program that grants extra paid leave for staff who travel by train rather than plane.Climate Perks is an organization that works to encourage people to cut their carbon footprint by traveling by train without sacrificing their vacation time.This story has been updated to clarify the authorship of the report. The knock at the door came just past 6:30 p.m. Friday. Two men, their masks pulled below their mouths, were standing outside Anna's home near Southwestern College."Can I help you?" she is heard asking in her Ring doorbell video.Anna's question gets an odd reply."We're looking for the queen of the castle," said the man at the door.Moments later, the man at the door makes his pitch."We're going door to door doing COVID testing. Have you been tested?" he asks.Anna, an ICU social worker, sensed something shady."I work at a hospital. No, no, no. Goodbye!" she exclaimed in the video.Just 10 minutes prior, the man who was standing back in the video, was at the home of neighbor Alice Segobia with a different offer."He asked about new metering that was coming. Asked if I was the homeowner. I lied to get him out of the house, said I didn't own my home," said Segobia.Segobia also abruptly said goodbye, so she never found out what he was after. But minutes later, the other man's COVID-19 test offer is one James Lee of the Identity Theft Resource Center is familiar with. He points to reports of door-to-door COVID testing scams a month ago, especially in the Midwest.
