SAN DIEGO (KGTV) -- San Diegans are feeling the effects of a winter storm moving through the county Thanksgiving weekend. The storm is expected to dump heavy rain along the coast and snow in the mountains.Heavy rain expected throughout San Diego CountyA flash flood watch was issued from late Tuesday night through Thursday evening. According to the National Weather Service, rainfall totals of two to three inches are possible, especially on coastal mountain slopes. Some areas could also see rainfall rates of half an inch per hour. "The threat for flash flooding is greatest in the mountains below 5,500 feet through Wednesday, below 4,500 to 5,000 feet for Wednesday night through Thursday, and on the lowest elevations of the mountains for Thursday evening," the agency said. Snow expected to impact travelA winter storm warning is in effect for the San Diego County mountains from 4 a.m. Wednesday through 10 p.m. Friday. The National Weather Service says snowfall accumulations of 3 to 6 inches are expected between 4,000 and 4,500 feet, 6 to 18 inches from 4,500 to 5,500 feet, and from 1 to 3 feet above 5,500 feet. Snowfall for lower elevations below 4,000 feet of 1 to 3 inches is also expected, mostly for late Thursday through Friday.Strong southwest winds of 50 to 70 miles per hour are also expected along ridges and desert slopes. SAN DIEGO (KGTV) -- San Diego Police are investigating after someone was found dead in Old Town early Sunday morning.According to police, the individual was found around 3 a.m. near Juan Street and Wallace Street.At this time, the circumstances surrounding the death are unclear. 287

SAN DIEGO (KGTV) - San Diego Police identified Friday the teenager shot and killed in Chollas Creek. Damien Anthony Feliz, 16, was found lying in the north alley of 5200 Ogden Street about 10:30 Wednesday night. A witness called 911 to report the scene. Police said Feliz had at least one gunshot wound. He was taken to the hospital, where he died. SAN DIEGO (KGTV) - Rising temperatures are increasing the wildfire danger in San Diego County. Monday morning's fires near Webster are the third group of fires sparked by homeless people in a matter of months. Neighbors in the area say they are getting nervous. Edna Wallis has been living in her home for three years. As the weather heats up, she says the brush behind her home becomes a safety hazard. "I start rinsing the patio when the days are extremely hot and dry," says Wallis. "We rinse it, but it's not much."Less than five minutes from her home, a fire sparked off Home Avenue early Monday morning. Among brush and a lot of trash, crews worked to put out the flames that started inside of a homeless encampment. "I'm nervous. I'm very nervous because I'm very close to this area," says Wallis. "All of the neighborhood is dry."There have been other fires in the area as well. A homeless camp caught fire near I-805 and I-15 last week. A blaze also sparked in the same area in March. This fire slightly backed up traffic as crews work to put the flames out that started inside of a tent. SAN DIEGO (KGTV) - San Diego is facing an Excessive Heat Warning Friday through Monday night, affecting businesses working outdoors and families working and teaching from home.The state issued a Flex Alert for Friday from 3 p.m. to 10 p.m. to relieve the power grid. Californians are encouraged to use major appliances before 3 p.m., turn off lights, and set the air conditioning to 78 degrees or higher.Many San Diegans escaped the heat by heading to the bay where temperatures were much cooler.RELATED: Stretch of scorching heat begins in San Diego County"I'm getting ready to get in the water with my kayak," Diane Valdez said. He said Friday afternoon was better thanks to a light breeze.He said they're one of the only barbershops open in Clairemont because of the pandemic, many can't work outside.
