MEXICO CITY (AP) — Mexico has reached a deal with the United States to pay the shortfall in its annual contribution of water from border-area rivers, by transferring rights to water held in border dams that normally supply cities and towns downstream. The agreement announced Thursday allows Mexico to meet the Oct. 24 deadline which, if missed, could have endangered a cross-border water-sharing treaty that greatly benefits Mexico. LOS ANGELES, Calif. – The mayor of Los Angeles is authorizing the city to shut off the utilities at homes and businesses that host large parties during the COVID-19 pandemic.Mayor Eric Garcetti made the announcement Wednesday, arguing that such large gatherings put the entire community at risk of contracting the deadly coronavirus.Garcetti says he will allow the city to shut off Los Angeles Department of Water and Power service in “egregious” cases, in which houses, businesses and other venues are hosting unpermitted large gatherings.“While we have already closed all nightclubs and bars, these large house parties have essentially become nightclubs in the hills,” said Garcetti. “Many times, the homes are vacant or used for short term rentals. And beyond the noise, traffic and nuisance, these large parties are unsafe and can cost Angelinos their lives.”Starting on Friday night, Garcetti says if the Los Angeles Police Department responds and verifies that a large gathering is occurring at a reoffending property, officers will provide notice and initiate the process to request that DWP shut off service within the next 48 hours.The mayor’s announcement came hours after a city councilman introduced a motion to increase penalties for property owners who hold large parties in violation of public health orders. MCMINNVILLE, Tenn. -- Tennessee Air National Guard officials said they are shocked and saddened by the loss of Lt. Col. Shelli Huether, Capt. Jessica Wright and Senior Master Sgt. Scott Bumpus.The three national guardsmen died in a plane crash Tuesday afternoon in McMinnville. They were members of the Tennessee Air National Guard’s 118th Wing.They were all members of the 118th Intelligence, Survelliance, and Reconnassiance Group. Lt. Col. Shelli Huether was the director of operations for the 118th Intelligence Support Squadron. Capt. Jessica Wright was the assistant director of operations for the 118th ISS and Senior Master Sgt. Scott Bumpus was chief of current operations for the 236th Intelligence Squadron.On Wednesday Col. Todd Wiles, commander of the 118th Wing, said in a press release, "Words can not begin to explain the shock, grief, pain and dismay we feel having lost three remarkable members of our Guard family. All three were dedicated to the service of our nation. Their families are in our hearts and our prayers.”Col. Wiles says all three participated in missions that saved lives in Tennessee. Their squadron took aerial photos during the Gatlinburg Wildfires and the March 2020 Middle Tennessee tornadoes to help with rescues and intelligence long before boots could be on the ground.Two of the 118th Wing fatalities had spouses who also serve in the unit.
