SAN DIEGO (CNS) - Authorities Wednesday publicly identified a Chula Vista city employee found slain in his home near Mount Helix.Chula Vista police personnel conducting a welfare check at the request of a co-worker found the body of 38-year-old Kevin Powell in his residence in the 4400 block of Carmen Drive in Casa De Oro shortly after 1 p.m. Tuesday.Because the neighborhood is in an unincorporated area, the San Diego County Sheriff's Department was called in to take charge of the case, said sheriff's Lt. Thomas Seiver.Powell's death has been ruled a homicide, said Seiver, who declined to specify how the victim is believed to have died."The preliminary cause-of-death (finding) is being withheld for investigative reasons," Seiver said.Powell's work supervisor asked police to check on him after he missed several meetings, according to the sheriff's department. 878

SAN DIEGO (CNS) - As part of its reopening plan amid the coronavirus pandemic, the San Diego Unified School District allowed some students facing severe challenges to return to in-person learning today, but a timeline for the district to reopen fully remains unclear.Phase 1 of the district's plan to reopen is to allow elementary school students ``who have been uniquely identified by their teachers as experiencing learning loss'' to have limited in-person appointments.Participation is voluntary and students who participate in the sessions will continue to receive online learning.On Tuesday, Lafayette Elementary School in the Clairemont Mesa neighborhood invited back 25 of the 27 students who were asked to return to in- person instruction -- many of whom are part of a deaf and hard-of-hearing program at the school.The district's Phase 1 includes a mandate for less than 20% capacity for rooms and for schools, half days to avoid groups eating at schools and a six-foot distancing everywhere on school grounds -- barriers or no barriers.This summer, San Diego Unified adopted standards developed in consultation with experts from UC San Diego. As a result, conditions for the district's reopening local schools are considerably stricter than state standards, and much stricter than various other school districts in the region that have opened for in-person learning.According to the district, all California Department of Public Health criteria has been met to a level where limited in-person classes are possible.The next stage will be when both state and county data fit the district's stricter metrics. That date is anyone's guess, leading to some frustration from parents.Parents and guardians in the ``Reopen SDUSD'' group said the district's current reopening plan was ``riddled with vague language that is a far cry from a comprehensive plan that families have been asking for.''With the criteria SDUSD has in place, it could be weeks or months until in-person school becomes more widely used. Even then, it's not a guarantee school will head back as soon as the numbers fit.In the Chula Vista Elementary School District, a push from Superintendent Francisco Escobedo to reopen the state's largest elementary school district for in person instruction on Oct. 26 was met with significant backlash from the Chula Vista Educators union.Susan Skala, the union representative, said collective action and possibly even a strike was on the table unless Escobedo and the administration backed down. Chula Vista is seeing higher-than-average numbers of COVID-19 cases and hospitalizations, and after parents, guardians and educators spoke at a town hall last week, the district relented, moving the new start date to sometime ``near the end of the year.''That example leaves San Diego Unified with a difficult path to walk during the continuing pandemic with public safety, education, unions and families all playing a part.The district has made efforts to make schools and sites safe, purchasing million in personal protective equipment and other safety equipment. It has also received some 200,000 masks in child and adult sizes from the state, along with 14,000 bottles of hand sanitizer. 3211

SAN DIEGO (CNS) - Councilwoman Barbara Bry Wednesday increased her lead for second place for the third straight day over Councilman Scott Sherman in the San Diego mayoral primary election.The two candidates with the most votes will head to the general election in November, so depending on the final vote count, San Diego voters look likely to be choosing between Assemblyman Todd Gloria and Bry.Should Gloria and Bry face off, it would guarantee San Diego its first Democrat mayor since Bob Filner resigned in 2013 and just the second Democrat elected to the nonpartisan position -- several Democrats served as interim mayors in 2005 and 2013 -- since Maureen O'Connor stepped down in 1992.Gloria, a former San Diego city councilman and interim mayor, has a more than 64,000-vote lead over both Bry and Sherman and is virtually assured to make it onto the November general election ballot.Bry currently has a 444-vote lead over Sherman, a Republican.With a projected 25,000 ballots left to be counted, and with Sherman's election-night lead of more than 3,000 votes in the rear-view, November is looking all but assured to be a showdown between the two Democrats. 1172

  

SAN DIEGO (CNS) - Gov. Gavin Newsom reversed a parole board's decision to release a 59-year-old man who was a teenage gang member when he killed a San Diego police officer in 1978, the San Diego County District Attorney's Office announced Tuesday.Jesus Cecena was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena, then 17, fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range.Cecena, who is serving a life sentence, was granted parole in June, a decision that was heavily criticized by the San Diego County District Attorney's Office.Newsom reversed the parole board's decision on Monday, marking the second time he has reversed a parole grant for Cecena. Former Gov. Jerry Brown also reversed parole grants for Cecena in 2014, 2016 and 2017.Newsom cited Cecena's gang motivations as a major factor in his decision."Mr. Cecena still is unwilling to acknowledge the underlying or causative factors that are in evidence, specifically that he belonged to a gang where killing a peace officer was seen as an ultimate goal, that a more senior and respected gang member handed him a firearm so he could kill Officer Buggs, and that killing Officer Buggs was a way for Mr. Cecena to gain more respect and power within his gang," Newsom wrote. "Mr. Cecena has additional work to do in this area before he can be safely released."Cecena's next parole hearing is in December 2021.In 1979, he was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting."This defendant killed an on-duty police officer in cold blood and in spite of his claims to the contrary, he once again lacks honest insight and remorse into this heinous crime," District Attorney Summer Stephan said. "We appreciate the governor's thoughtful analysis and ultimate decision to reverse parole and safeguard the public. Officer Buggs was one of the first African- American police officers in San Diego and he was a hero to his family, his law enforcement colleagues and to the entire San Diego community. SAN DIEGO (CNS) - A motorist who allegedly struck and gravely injured a bicyclist near Lindbergh Field last month, then fled San Diego and was arrested in Kern County, pleaded not guilty Monday to a felony hit and run charge.Mauricio Flores, 29, is accused in the Aug. 21 crash at India and West Washington streets that seriously injured a 66-year-old man.The victim was hospitalized with what police at the time said was a life-threatening head injury. His current condition is unknown.Police said Flores was driving a 2005 Dodge Caravan that struck the victim.Video footage shot by a witness shows the driver of a van, which had Georgia license plates, pulling to a stop following the collision and getting out along with a female passenger, identified by police as 50-year-old Jessica Bailey.In the video, the pair walked over to the where the injured man was lying on the side of the road. After looking at him for few moments, the driver pulled the bent bicycle out from under the front of the van and set it aside, then got back into the vehicle along with his companion and drove off. A second, male passenger also was seen getting out of the van in the video, but he was not identified by police.About one week after the crash, San Diego police posted Flores and Bailey's names and pictures online and asked for the public's assistance in locating the suspects.According to the California Highway Patrol, an off-duty Kern County CHP officer who had seen a flyer about the hit-and-run case came across the Caravan while riding his motorcycle in Lake Isabella, an unincorporated community about 35 miles northeast of Bakersfield.The officer reported the van, which had California government-agency license plates.Three days later, another CHP officer spotted the van -- now bearing Vermont plates -- in a parking lot outside a Vons store in the area and called in sheriff's deputies, who found Flores and Bailey and arrested them, CHP spokesman Robert Rodriguez said.Flores was booked Sept. 3 into a San Diego County jail and remains held on 0,000 bail following his Monday morning arraignment. His next court date is a Oct. 6 readiness conference.Jail records do not indicate Bailey is in custody, and it is unclear what charges, if any, she may face. 2269
