SAN DIEGO (KGTV) - What looks like a fire zone on a busy Ocean Beach street is a fraud, the City of San Diego confirmed to 10News Wednesday. The red curb at Abbott Street and Santa Monica Avenue got the attention of neighbors. Diana Webster has lived in the community for 66 years and said people have been getting active with spray paint. “On Friday, five scooters were parked in there and on Saturday, somebody had painted black where all the scooters should be parked. Sounds like there is some suspicious activity with spray cans, I guess so,” Webster said. “I think it’s pretty crazy someone got away with it,” said a neighbor identified as Rodrigo. The city said illegal red curbing happens regularly in parking-dense areas and the best way to take care of it is to report it through their Get It Done app. If the paint looks different than a typical red curb, it’s likely illegal, the city said. 910

SAN DIEGO (KGTV)- A plan to permanently remove the traffic along Normal Street in Hillcrest and replace it with a promenade will be voted on Tuesday. If approved, the westside traffic lanes would become a pedestrian walkway with dedicated bike lanes. It would also make room for the weekly Hillcrest farmers market and other events. “They call it a promenade but where are people promenading to,” says Linda Hanna, owner of Salon Antoine. Hanna has owned the business near the corner of Normal Street and University Avenue for almost 20 years. “We are in favor of something like this, but we need to think it through.”Other business owners are worried because the project would eliminate a driveway to a nearby shopping center.“If you don’t close that driveway, you have a driveway going right to the park, and that’s a real problem,” says Benjamin Nicholls, Executive Director of the Hillcrest Business Association. To add space to the east side lanes, some parking spaces will be moved. The Hillcrest Business Association says there are plans to add dozens of parking spaces near Lincoln Avenue. SAN DIEGO (KGTV)- A new interactive facility is teaching students the importance of water in our environment. Doors to the "Hydro Station" opened Thursday morning in Chula Vista.School leaders say this is a new way to get kids excited about learning about jobs in the water industry. The Hydro Station will host learning exhibits and hands-on activities to introduce students to the ecological cycle of water, water conservation, water quality, and more. "Human beings need water," says Matt Tessier with the Chula Vista Elementary School District. "We need water to survive. That's one of the things that kids really understand."Four thousand five hundred kids will get the chance to experience the Hydro Station annually. Its located at the Sweetwater Authority's Groundwater Desalination Facility. The Hydro Station is made possible through a partnership between the Sweetwater Authority, Chula Vista Elementary School District and Otay Mesa Water District. There will be an official ribbon-cutting for the learning space this evening at 5 p.m. 1070

SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215
