(KGTV) - Whale watchers enjoyed a rare encounter off the Southern California coast Monday: four orcas teaming up to prey on dolphins. “It’s very, very rare,” said Oceanside Whale Watching manager Carla Mitroff. The company had a boat full of whale watchers off San Clemente when the orcas appeared. Boat Captain Shane and staff biologist Lauren Turley captured the moment. “They were thrilled beyond thrilled,” Mitroff said of the passengers. “It’s the holy grail of whale watching.” The Eastern Tropical Pacific orcas pass through Southern California after a stop in Mexico, Mitroff said. Now more than ever, the impact of not having enough minority schoolteachers is part of the conversation, with efforts focused on undoing systemic disparities.“For so long, I think people have been uncomfortable having discussions about race and how that influences not only students but teachers in a school setting, where you are learning about what society is supposed to look like,” said Eric Duncan, Senior Data and Policy Analyst at The Education Trust.Duncan is part of The Education Trust’s Education Diversity Team, a group that advocates for higher achievement of all students, particularly those of color or living in poverty.Research in Sage Journals found minority students have more favorable perceptions of minority teachers, which can translate to better academic outcomes. Yet, teachers of color make up just 20% of the workforce. Close to 40% of all schools don't have a single teacher of color.Meanwhile, racial and ethnic minority students now make up a majority of the public-school population.Schools have made gains recently hiring more teachers of color, but retention is an issue because they leave the workforce at a higher rate than white teachers. OCEANSIDE, Calif. (KGTV) - The San Diego Humane Society is asking for the public's help in solving an animal cruelty investigation. Around 5:30 p.m. on April 29 Humane Officers received a call about a loose goat running in and out of traffic at the busy Oceanside intersection of College Boulevard and Marvin Street.Oceanside resident Scott Palmer made the call when he noticed the goat on his commute home. “I literally told him to sit and stay, don’t know what I was thinking but I tried to distract him, and then he followed me to my car," said Palmer.Palmer described him as being as friendly as a dog.A Humane Law Officer picked up the goat and then received surveillance video of the incident. The footage shows two people abandoning the goat and driving away in a 4-door, white pickup truck.“It’s ok for you to come to us, please don’t abandon your animals when you can bring them to San Diego Humane Society and we'll take care of it for you," said Dariel Walker, with the Humane Society. She says if you cannot afford the fee, the Humane Society can still help. OCEANSIDE, Calif. - A U.S. Border Patrol agent was arrested in North San Diego County on suspicion of possessing heroin and a short-barrel rifle, Oceanside Police reported Tuesday.Officers were patrolling an apartment complex on Los Arbolitos Blvd. where a suspicious person had been reported last week. That's when they reportedly found Brandon Herrera. He was passed out in the driver’s seat of a Ford pickup truck parked on a nearby street, police said.Oceanside Police said they found more than five grams of heroin and a weapon at the scene.The U.S. Border Patrol confirmed with Scripps station KGTV in San Diego it is gathering information about the report.Herrera is due in court April 17. 719
