SAN DIEGO (KGTV) — Sandy Sim came all the way from Fallbrook just to find out that she was locked out of 101 Ash Street. She was one of multiple people who came to the downtown building thinking the skyscraper was open for city business. Instead, it was shuttered Wednesday after the county found traces of asbestos on one the 17th floor. "I think the building should be removed, should be brought down, and just put up another building. It will probably be cheaper too," said Ignacio Alcaraz, a Spring Valley resident who had just left City Hall. The city inked the deal for the former Sempra Headquarters in 2017 with the plan of moving 1,100 employees into it to save on rent. But the building has remained vacant for all but about a month since then, after the city discovered numerous problems and needed repairs. City workers finally moved in about a month ago, but vacated last weekend after the county served the city with a violation for the asbestos."I think it's taken a horrible toll," said Councilwoman Barbara Bry, who took office after the deal was signed. "I was downtown over the weekend and noticed workers literally wheeling boxes and files and chairs out of 101 Ash."The city insists the building is safe, conducting 235 air quality tests in the last few months, and that it closed the building in an abundance of caution. Bry is now calling for an audit into how the city could do a deal like this. She said she cannot understand why the city would take possession of a property that old "as is.""That is stupid to do when you are doing a long-term lease purchase on a building that was built in the 1960s," Bry said. Bry has forwarded her request to the city's auditor. Meanwhile, the Mayor's office has authorized the city to hire an outside consultant to determine how this deal came to be. 2005

SAN DIEGO (KGTV) — Several business sectors will be cleared to reopen indoor activities with modifications next week in San Diego County under the state's new guidance, according to local health officials.Under California's new blueprint for reopening amid the coronavirus pandemic, starting Monday, Aug. 31, San Diego County can reopen indoor operations at the following businesses with modifications:Restaurants for dine-in, places of worship, museums, and movie theaters at a maximum of 25% capacity or 100 people, whichever is less;Gyms, yoga studios, and fitness centers at a maximum of 10% capacity;Hair salons, barbershops, nail salons, and body waxing studios;Libraries and bookstores at a maximum of 50% capacity;Shopping malls at a maximum of 50% capacity, with closed common areas, and reduced food court capacity;Aquariums and zoos at a maximum of 25% capacityBusinesses that have been reopened under their safe reopening plans may have to be modified to meet the state's new percentages on capacity, according to Gary Johnston, the county's Chief Resiliency Officer on Reopening."The safe reopening plans, you need to modify those and express on those plans how you're going to adhere to the requirements that came out with the state," Johnston said.California's new rules for reopening are based on a four-tier, color-coded system that counties will move through based on their number of cases (case rate) and the percentage of positive tests. The system replaces the state's monitoring list.Based on the state’s new tool, San Diego County is in the red "Substantial" tier. The red tier covers counties with a case rate of four to seven daily new cases per 100,000 people and 5% to 8% positive tests. So by decreasing the capacity this will help with increased risk and increased exposure," Wooten said. "We are following what's on the website ... as it relates to what's being recommended for tier two."Bars, breweries, and distilleries that do not serve food are still not cleared to reopen for indoor operations, according to the state. Theme parks are also not permitted to reopen.Wooten cautioned that the success of reopening any indoor operations this time around depends on compliance with the guidance and locals being safe."This time what we hope will happen, but it relies on people's behavior, is that as we are opening up 25% or 50% of capacity, not full 100%," Wooten said. "As we see issues people should also be clear that we will shut down entities if they are not following the guidelines and if there are particularly outbreaks occurring as a result of not following those non-pharmaceutical strategies."In order for San Diego County to move up a tier, it must stay in tier two for at least three weeks. Then to move up, it must meet the next tier's criteria for two consecutive weeks. SAN DIEGO (KGTV) -- San Diego’s City Council Monday approved a key step in turning Horton Plaza into The Campus at Horton. At Monday night’s meeting, the council approved reducing the current retail deed restriction on the property, creating the opportunity to build the office space. The campus would combine employment, entertainment and retail. According to a news release, the office space would be large enough for 3,000 to 4,000 jobs. SAN DIEGO (KGTV) -- Several men tried to scale the border fence at Border Field State Park Thursday evening.Video shows the men sitting on top of the wall attempting to get over. Border Patrol responded and agents were able to break up the crowd on the Mexico side of the border. Following the incident, the agency said it is willing to add agents in the area as needed. According to Border Patrol officials, about 167 arrests are made per day at the San Diego sector of the border. VIDEO: Migrants climb over border fence at Border Field State ParkEarlier in the week, dozens of migrants were caught on video climbing over the same section of the border fence. During that incident, several people successfully made it over the fence and onto the beach on the U.S. side of the border before being apprehended by agents. A total of 24 people, 18 men and six women, were taken into custody. According to Border Patrol, 23 of the people who crossed the border illegally were from Honduras while the 24th person was from Guatemala. 1036
