BEIJING, July 22 (Xinhua) -- China's top three telecommunication operators, China Telecom, China Mobile and China Unicom, invested 80 billion yuan to boost the third-generation (3G) network so far this year, the Ministry of Industry and Information Technology said Wednesday.     China Mobile, the leading mobile network operator, has opened 3G service in 38 companies based on the domestically-developed TD-SCDMA 3G standard, and is expected to expand the service to 238cities by the end of this year.     China Telecom has also offered 3G service using the U.S.-developed CDMA2000 standard in 342 cities, while China Unicom has expanded its network based on Europe's WCDMA standards to 100 cities.     The top three operators have started trial 3G operation, which allows mobile phone users to download data faster, make video calls and watch TV shows.     The ministry expected the three operators would invest 170 billion yuan (24.87 billion U.S dollars) in 3G network construction this year.     China's top three telecommunication operators are expected to invest 280 billion yuan in 3G products and network construction from 2009 to 2010, said Lu Xiangdong, Vice President of China Mobile Communications Corporation here Wednesday.     It is estimated that the growth of China's multimedia industry, e-commerce and cultural creative industries stimulated by the 3G technology will generate at least 2 to 3 trillion yuan of social investment, Lu said in addressing 2009 China-UK Internet Roundtable Conference Wednesday.     According to China Internet Network Information Center, the country's Internet users reached 338 million by the first half of this year. Mobile Internet users rose 32.1 percent in the first half of this year to 155 million, boosted by the launch of 3G service.

BEIJING, Aug.3-- China's steel industry association said on Friday that it plans this year to unify the spot and long-contract prices for the country's iron ore imports.    It will also set a ceiling for charges levied by import trading firms, as part of an effort to regulate the market.     The proposal was the top item of discussion at the steel industry body's two-day semiannual meeting, said Luo Bingsheng, deputy chairman of the China Iron and Steel Association (CISA), at a press conference.     The term prices negotiated with global miners should become a benchmark unified price, and the import agencies could charge 3-5 percent in commission on top of the term prices, Luo said.     The move aims to regulate excess iron ore import by steel makers and trading firms, which distorted the supply and demand balance and disrupted the annual contract talks, Luo said.     The price talks, which are continuing, appeared to be snagged on China's insistence upon bigger reductions than the 33 percent cut agreed to earlier with Japanese and Korean steel mills. News reports and industry analysts say China wants a 40 percent price cut.     Luo said foreign iron ore suppliers promoted massive sales on the spot market, leading to huge stockpiles.     Spot iron ore accounted for 82.7 percent of imports this year, leading to excessive imports that far exceed actual needs, the CISA said.     Luo made the remark as the spot price of iron ore in China surged above the contract prices offered by three large miners - Rio, BHP and Vale.     Benchmark spot prices of iron ore in China rose above 0 a ton on Thursday, as compared with a ton in April, according to industry consultant Mysteel.     Iron ore imports rose 29.3 percent year on year, to 297 million tons, in the first half of this year, while traders imported 131 million tons, up 90.4 percent from last year.     There are 152 iron ore importers in China this year, exceeding the 112 licenses that CISA issued, the association said.     Luo said the annual talks were ongoing and CISA would keep working to push them forward.     "We are working for a reasonable result and hope to reach a win-win situation," Luo said.     "For small steel companies, a unified price system is definitely good news," said Fan Haibo, a steel analyst from Xinda Securities. "Large steel mills and trading companies have made huge profits by selling iron ore to small steel factories who do not hold import license."     "But how to define which firms have 'agent license' seems essential. Giving them the privilege is akin to guaranteeing a business always makes a profit," he said.

BEIJING, Oct. 11 (Xinhua) -- If education is the cornerstone for the nation's development, teachers are the cornerstone for education, said Chinese Premier Wen Jiabao in a speech during a visit to a high school in Beijing on Sept. 4 this year. Xinhua News Agency published the 8,000-character speech, entitled "Teachers are Fundamental to the Great Cause of Education", on Sunday.     Wen listened five classes and had lunch with students at the No. 35 Middle School, and attended a workshop with teachers of the school.     It was a way to show his tribute to teachers ahead of the Teachers Day, which falls on Sept. 10 every year, and also a way to find out the actual situation of teaching, said the outspoken premier who then gave his own comments on what he saw in class. It trained the skills of their logic thinking and summarizing ability, said the premier. He also praised the teacher for her effort in teaching his students about patriotism.     The third class was about the method of research, which is unfamiliar with the premier. "After the class, I realized that the class was designed to help students broaden their view," he said. The teacher first let the students enjoy "We Are the World", one of the best-know works of Michael Jackson. The premier said , "I felt as if it was an artistic training class."     The class's topic of love guided the erudite leader to talk about aesthetics and the best-known Chinese aesthetician Zhu Guangqian. At the class, the premier made an improvisation on the issue of love. He also told the students about some Chinese scientists who were well-learned on other subjects such as arts, music and literature .     In a discussion with teachers, Wen said China failed to foster enough outstanding talents to meet the needs of the nation. Although the country has fostered a large number of professionals, the number of Chinese scientists who have gained an international reputation is too small, he said.     Wen quoted Czech educator John Amos Comenius (1592-1670) as saying, "Teacher is the most splendid profession under the Sun."     According to the premier, China had about 16 million teachers, including 12 million elementary and middle school teachers.     Wen called for bold reforms in the educational sector. China needs a large number of educators with a penetrating judgement on running schools, said the State leader. The student told him that many students had turned to suicide at a very young age, asking the premier to have a dialog with students on line on Sept. 1, the day for a new academic year.     The number of suicidal students has been very small, but "it must draw great attention," Wen said.     He urged governments at all levels to support the educational sector and make concerted efforts to improve the working and living conditions of teachers.
