OTAY MESA, (KGTV) -- Construction for President Trump's border wall is set to begin the end of the month, but law enforcement is already prepping for protests.There are not too many visitors at the end of the only road that goes into the border project. Agents on ATVs and the occasional semi truck are about all you'll see.But by the looks of everything being put up, it's clear those in charge know something may be coming and they want to keep it out.People familiar with the border project say the fence was put up in the last few days.The San Diego Sheriff’s Department says they are not involved with the construction in any way but that, “the department is currently evaluating the need and possible location of a 'free speech' area where citizens can peacefully express their viewpoints.”Meanwhile, local activists like Border Angels' Enrique Morones told 10News they are not aware of any mass protest that could take place, but they are worried about possible out of town groups coming in and causing a problem. In the same week as the one-year anniversary of the Standing Rock protests over the Dakota Pipeline, law enforcement is guarding this patch near the border as it could become ground zero for the immigration debate. 1248

(KGTV) - Lifeguards saw a lot more people up and down San Diego's beaches, and with that, a lot more rule breakers."It’s definitely the start of summer, we’ve been pretty busy this weekend," Del Mar Lifeguard Chief Jon Edelbrock said.In Oceanside 10News saw a couple families staked out under umbrellas brought from home, just feet away a man was buried in the sand. All of which is not yet allowed under county orders.Right now you are allowed to exercise on the beach, walk or jog. In the water people can swim, surf, boat and fish. You cannot have gatherings, play sports or sit on the beach.Edelbrock said most of the crowd is following the rules, "probably 80% are coming down with good intentions."That other 20% then has to be contacted by police or lifeguards trying to enforce orders to stop the spread of the coronavirus."Their [lifeguards'] primary function is to facilitate safety out in the ocean to watch the water, watch over our kids and make rescues and do first aide and that kind of thing. Daily we’re making 1,000 extra contacts for people not considering the current rule set," Edelbrock said today's water conditions weren't great, making it more important to keep an eye seaward.In Pacific Beach a neighbor snapped a photo of a woman holding her dog, standing on the closed boardwalk while an officer was writing something. The neighbor said it was a ticket.Friday law enforcement said they would be out Memorial Day weekned enforcing the eased restrictions."It’s doing a disservice for those trying to do the right thing," Edelbrock said it also negatively affects those working to enforce the rules and puts them at risk.Chris Vanos, chief steward of Teamsters 911, said he's seen fights break out when lifeguards encourage people to follow the rules. (AP) — Authorities arrested a man suspected of shooting the security guard of a news crew that was robbed while covering the Oakland teachers strike, according to a statement by the CBS affiliate.KPIX said a reporter and a photographer were gathering interviews Sunday about the strike at the Oakland Library when a car pulled up and the driver pulled a gun, demanding their camera. The crew surrendered the equipment and began walking away.The suspect then shot the guard, Matt Meredith, in the leg, the news station said. KPIX reporter Joe Vazquez said on Twitter that the guard, a retired Berkeley police officer, exchanged gunfire.An Alameda County Sheriff spokesman says a 21-year-old man with several gunshot wounds walked into a nearby hospital after the incident. Oakland police arrested the man on suspicion of shooting the news crew's guard.The guard's condition wasn't immediately known.Assaults on routine assignments became so common in recent years that some television stations have hired armed guards to ride with news crews.No other information — including what time the robbery took place — was immediately released.It's not the first time the station has been the target of theft.
