BALTIMORE - A woman and man are dead and at least seven other people are seriously hurt after a gas explosion caused three homes to collapse Monday morning in Northwest Baltimore.As rescue crews and K-9's continued combing through the rubble overnight, a man's body was discovered just before 1 a.m. Tuesday. He is the second reported death related to the incident.A family member on Tuesday afternoon confirmed to WMAR-2 News, that the man found was 20-year-old Morgan State student Joseph Graham.Authorities haven't officially released the names of any of the victims.The explosion happened just before 10 a.m. near the Plaza in the area of Labyrinth and Reisterstown Roads, prompting a three-alarm response from 200 rescue crews from multiple cities and surrounding county agencies.About 200 people were impacted, including 30 who needed temporary housing.The American Red Cross is helping them with food, shelter, transportation, and medical services, while the city works to make sure the homes still standing are structurally sound.PHOTO GALLERY: DEADLY EXPLOSION TURNS NW BALTIMORE HOMES INTO RUBBLEBGE was able to turn gas off in the area by 9 p.m. Monday.Meanwhile, some electric lines were damaged causing power outages, but they've since been repaired with all power having been restored in the neighborhood.Investigators are looking into whether any customer-owned home utility appliances potentially contributed to the explosion.So far BGE says they've been unable to find any leaks or problems with gas mains and meters in the area.Prior to the explosion, BGE said they received no reports of gas odors or leaks at any of the homes in the last five years.The area’s gas infrastructure was installed in the early 1960s and was last inspected in July of 2019.Maryland's Vital Records building was forced to close for the rest of the day, following the explosion.WMAR-2 News spoke with two witnesses who explained what they heard and saw, and how they rushed to help. AURORA, Colo. — The dog that was used by an Aurora, Colo. couple for sex acts was deemed not safe for adoption and was euthanized Tuesday.Jenee Shipman, manager at the Aurora Animal Shelter, wrote in a letter to the 18th Judicial District Attorney's Office that the dog, which was a male Akita mix named Bubba, was not a safe candidate for adoption or transfer based on its history and behavior in the kennel.“The dog has exhibited unpredictable behavior, and shows signs of aggression towards veterinary services staff, volunteers, community service workers and staff members that the dog is not especially familiar with (staff who clean, feed, provide enrichment and treats daily),” the letter reads.Michael Bryant, the senior public information officer with the city of Aurora, confirmed that the dog had been humanely euthanized Tuesday after the couple’s sentencing.Court documents say that the animal's abuse occurred between July 1, 2016 and March 27, 2017. In March, Janette Solano, 49, and Frederick Manzanares, 51, were charged with animal cruelty and accused of having sex with their dog in a backyard motorhome.Solano, the ex-girlfriend of Manzanares, pleaded guilty to cruelty and animal neglect on July 30, according to court documents. Per her plea agreement, her three subsequent charges to cruelty and neglect of animals were dismissed by the district attorney. Manzanares, 51, pleaded guilty to two counts of animal cruelty. According to court documents, he was sentenced on Tuesday to 180 days in jail and 24 months of probation. 1576

BALDWIN, La. — New details are emerging as law enforcement investigates the death of a 15-year-old boy who died under suspicious circumstances in Louisiana.KATC obtained police reports from Oct. 30 when the teen, Quawan “Bobby” Charles, was reported missing from his home in Baldwin and was found dead four days later near Loreauville.Records show that Charles’ mother contacted the St. Mary Parish Sheriff’s Office around 8:10 p.m. on Oct. 30 to report that her son was missing. The mother stated that her son did not come home and had on a West St. Mary High School jacket.SMPSO then dispatched an officer with the Baldwin Police Department to the 600 block of MLK Street in Baldwin.At 8:45 p.m., BPD spoke with Charles’ father and mother who said that he was last seen at around 4 p.m. Police then entered Charles’ name into the National Crime Information Center, which is a nationwide database used by law enforcement to locate missing persons, as a missing juvenile.According to a police report from BPD, Charles’ mother said that she was not present at the time that he went missing because he was staying with his father because the two did not live together. Charles had only recently been allowed to stay with his father for the two weeks prior to his disappearance.Charles’ father told police that he went to the store around 4 p.m., but after returning a few minutes later, he attempted to knock on the door to Charles’ room several times without a response.The father told police that he then used a tool to gain entry into the room and discovered the teen was missing.Both parents told police that Charles had not been a problem at home but had been placed on a curfew by the 16th Judicial District Court because of disciplinary problems at school.The parents told police that Charles did not have any friends and had never left home before without them knowing about it.The police state in the report that there was a football game taking place at West St. Mary High School in Baldwin as well as an event called Boo on the Bayou in Franklin. Charles’ father told police he would begin searching those areas. However, he later contacted SMPSO and said he was not able to locate Charles’ at either location.This is when police entered Charles’ name into the NCIC database as a missing juvenile while being on the lookout for him.Charles’ mother then told police that she would be heading back to her home in Youngsville to check and see if he had returned there.Charles was found dead four days later on Nov. 4 in a rural area off Ed Broussard Road near Loreauville. Since then, some family members are claiming Charles was murdered, and believe police ignored their initial cries for help.The family tells KATC they were told by investigators that Bobby drowned, but that they don't believe that. They cite a graphic photo of his body circulating online.Family members also say Charles left his home with a 17-year-old friend and the teen's mother without permission.Several dozen people, including Bobby's family, people from the community, and an organization called Stand Black, gathered on the courthouse steps Wednesday evening. They're demanding a thorough investigation of the case.The Iberia Parish Sheriff's Office is handling the investigation. Deputies have not said if Charles was killed. IPSO says it's being investigated under suspicious circumstances. ASHEVILLE, North Carolina (WLOS) —Police have identified their suspect after a standoff put multiple establishments near the well-known Biltmore Estate on lockdown Wednesday morning.Asheville Police say they entered a foot pursuit with Gary Adrian Church, 42, of Ronda, N.C., at approximately 9:34 a.m. local time. Church had open warrants for several robberies in Asheville, as well as Burke and Iredell Counties.The suspect fled on foot and into the woods behind the DoubleTree Hotel and TGIFriday’s in Biltmore Village.As a safety precaution, several businesses in the area, including MAHEC, DoubleTree Hotel, TGIFriday’s and the Hampton Inn were all placed on lockdown.The Asheville Police Department’s Crisis Negotiation Team responded to the area and stayed in constant communication with Church. After approximately 3 hours, the suspect was taken into custody with no further incident.No injuries were sustained by officers or the suspect.Police say rumors of an active shooter that had been circulating on social media were incorrect. 1055
