DES MOINES, Iowa (AP) — Iowa Gov. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. DAYTONA BEACH, Fla. — A 95-year-old grandmother in Florida was arrested Saturday after police said she slapped her granddaughter in the face with her slipper before calling 911 to get her out of the house.According to the Daytona Beach News-Journal, Hattie Reynolds told police her granddaughter, Janeen Williams, 46, would not get out of bed, and that she was "tired of her staying in bed all day soaking up the air conditioning."When officers arrived at the home, Williams told police she did not want to press charges, but because of "strict domestic violence laws" Reynolds was arrested.According to a Florida statute, police officers have the ability to determine if an arrest is needed in a domestic violence instance once probable cause is established."If your wife reported that you threatened to hit her, you would be arrested because that is a domestic violence assault," police Chief Craig Capri told the News-Journal. "I just feel bad for her but the officers did their job as required by the law."Reynolds was booked in the Volusia County Jail and released the next day on her own recognizance.  1126

DETROIT — The Detroit Free Press/Chemical Bank Marathon is the only International Marathon in the United States.Crossing the U.S.-Canadian border is the highlight for many runners, but this year two marathoners crossed another major threshold during the 26.2-mile run.Whitney Black and Steven Phillips started the Detroit Free Press/Chemical Bank marathon engaged, and sealed the deal halfway to the finish line.What’s even more mind blowing than a mid-marathon wedding is that no one thought Black would ever be able to walk down the aisle, let alone run. She was seriously injured in an accident more than 10 years ago and then hit by a car while running 18 months ago."Twenty-one surgeries in total, (Black) was told she may never walk again," says McCann Black, Whitney's brother. "I’m just so proud of her, watching her set these goals and then blow through them has helped our family a great deal."Today, 13.1 miles into her very first full marathon, Black married her “sole mate,” Phillips. Phillips, by the way, has had quite a journey of his own, losing around 100 pounds.Friends and family waited near the 13.1 mile marker with balloons, a veil, rings and an officiant until Black and Phillips ran up to the makeshift altar."I promise to trust you even when we deviate from our grocery list," Black vowed."I will choose you every day, not because I have to, but because I want to," Phillips said.Their vows were short and sweet. The ceremony lasted about five or six minutes. DEL MAR (CNS) - Star jockey Flavien Prat tested positive for COVID-19 Sunday following a trip to Kentucky for a riding assignment, and will quarantine at his home for at least 10 days, Del Mar Thoroughbred Club officials confirmed.Prat was tested at Scripps Clinic in La Jolla around noon and received a report of a positive test approximately 90 minutes later. He had been named to ride eight horses at Del Mar Sunday but was removed from all those mounts.Del Mar requires all riders traveling from other jurisdictions to be tested prior to being able to ride at the track.Del Mar will test all jockeys and jockeys' room personnel before its next day of racing, Friday.Jockey Victor Espinoza had tested positive for COVID-19 Friday. He is also isolating at home. He was scheduled to ride on Del Mar's opening day Friday but was removed from his mounts.Prat is the fourth thoroughbred jockey to have ridden at Los Alamitos Race Course on July 4 to have tested positive for the coronavirus, following Luis Saez, Martin Garcia and Espinoza.Eduard Kennis Rojas Fernandez, a quarter-horse jockey who rides at Los Alamitos, has also tested positive.
