SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. He is hoping that the ban gets reversed.The prohibition excludes motorized devices for people with disabilities. 2188

SAN DIEGO (KGTV) — Seven people were hospitalized Tuesday after two multi-vehicle crashes on Interstate 5 in the Torrey Pines area.The crashes were reported on southbound I-5 near State route 56 just before 1 p.m. Two car crashes — one four-car crash and one three-car crash — occurred in the area, forcing a complete shut down of I-5 for about an hour, according to California Highway Patrol officer Jim Bettencourt.At one point, the CHP's incident log listed as many as a dozen vehicles possibly involved in the crash. The two crashes caused a traffic backup extending to Loma Santa Fe Dr. in Solana Beach.Seven people were taken to Scripps La Jolla Hospital with moderate injuries, according to San Diego Fire-Rescue spokesperson Mónica Mu?oz.The cause of the crashes was not immediately known. 805

SAN DIEGO (KGTV) — San Diego Police say no foul play was involved with human remains discovered in a fire pit last month.The remains were discovered by a man on Oct. 29, 2020, just after 10:30 a.m. in the fire pit located on the east end of Fiesta Island, according to police. SAN DIEGO (KGTV) — San Diego Zoo and Safari Park hope to reopen "in the coming weeks" now that California has released guidance for zoos to open their gates starting Friday.Last week, the state released guidance for county's approved for accelerated reopenings to open businesses like zoos, family entertainment centers, gyms, bars and wineries, and more starting June 12.(The state's criteria for sectors can be found here.)In a statement to 10News, the zoo said staff are reviewing the state's guidance to plan how to best reopen amid the coronavirus pandemic:"We are delighted to receive word from the Governor letting us know that the San Diego Zoo and the San Diego Zoo Safari Park will be able to open this month. We can’t wait to invite our community back to the zoo and park in the coming weeks. We have just received information from the State regarding the requirements and guidelines for us to re-open and are reviewing this document so we can determine next steps to open safely and responsibly for our community. SAN DIEGO (KGTV) - Sirhan Sirhan, who was convicted for assassinating Robert F. Kennedy in 1968, was stabbed Friday in a South San Diego County prison. A statement from the state Department of Corrections and Rehabilitation said the stabbing occurred Friday afternoon at the Richard J. Donovan Correctional Facility near San Diego."Officers responded quickly, and found an inmate with stab wound injuries. He was transported to an outside hospital for medical care, and is currently in stable condition," the statement said.The statement did not name Sirhan, but TMZ first reported that Sirhan was stabbed and taken to a hospital outside the prison for care. The Associated Press, citing a government source, confirmed that Sirhan was the victim.Cal Fire confirmed to 10News a person stabbed Friday afternoon at the prison was taken to Scripps Mercy Hospital."The suspect in the attack has been identified, and has placed in the prison’s Administrative Segregation Unit, pending an investigation," a California Department of Corrections and Rehabilitation official said in a statement.Sirhan was convicted in the shooting death of Kennedy during a presidential campaign rally in Los Angeles. He was immediately tackled by witnesses. Sirhan was convicted of first-degree murder in 1969 and initially sentenced to death. The sentenced was commuted to life in prison in 1972 when the California Supreme Court found that the death penalty constituted cruel and unusual punishment under the state constitution, according to the CDCR.Sirhan has had 15 parole hearings and subsequent denials since he was incarcerated. He has claimed he does not remember shooting Kennedy, the Associated Press reported in 2016.At least five inmates were injured during a riot at Donovan prison one week ago. The fight broke out in the prison yard among inmates, some of whom used handmade weapons. The five injured men were taken to local hospitals for treatment.The CDCR reported 4,093 prisoners living at Donovan prison as of Aug. 28. The facility was designed to house 2,992 inmates, putting it at 136.8 percent of its capacity, according to the report. 2142
