DESCHUTES COUNTY, Ore. -- A missing Oregon baby was found naked and lying in the dirt by a detective last week near Bend, according to authorities.On May 10, deputies say a man, identified as Brandon Blouin, came out of the woods asking for law enforcement after losing his 1-year-old son.Blouin told deputies that he and the baby's 18-year-old mother, along with the child, were staying in the forest when the woman walked away and didn’t return.Blouin went looking for the woman. He told deputies he set the 1-year-old down and left him.Deputies say Blouin is believed to have been under the influence of a controlled substance when he decided to walk away.The child was found by the detective about one mile away from the vehicle the family had been staying in. The baby was found lying naked in the dirt, according to deputies. Blouin was arrested on several charges. 889

DEL MAR (KGTV) - One person died after being struck by an Amtrak train Sunday morning, according to the San Diego Sheriff's Department.Deputies said that a woman walked through the signal guards at 15th Street and Coast Boulevard in Del Mar around 10 a.m. She was struck by the train, which was traveling at 48 miles per hour, and she was pronounced dead at the scene, deputies said. The woman has not been identified. The Sheriff's Department is asking anyone with information about this to call 858-565-5200. 538

(KGTV) - The COVID-19 pandemic-related shutdowns are impacting cities across San Diego, and the seaside village of Del Mar is no different.Alex and William Rhett opened a childrens' book store in Del Mar a year ago."The pandemic killed us as a business, but the community brought us back, and here we are," said Alex.The couple just opened Sandcastle Tales at its new location in the Del Mar Plaza."We feel overwhelmed, excited, happy what else very, very thankful," said Alex.The bookstore and the just-opened School of Rock are part of an effort to attract younger crowds to the plaza, located at 1555 Camino Del Mar"You just can't apply the same old formula that you had before, so you have to get a new mix of tenants, a new synergistic group of people that bring a variety of age groups to the plaza," said Patty Brutten.Patty and Marc Brutten spent roughly forty-million dollars buying the plaza in 2017."The successes have been very few and far between. It's been a long hard road," said Patty.Competition from One Paseo, Flower Hill Promenade, and online retail has made it tough to attract new tenants."I don't think anyone else would have stuck with it like we do just because we live here, we're community members," said Patty.Since the pandemic hit, some businesses have closed their doors. Lorna Jane, an athletic apparel recently closed. Prep Kitchen is closed just up the street, and a newly opened barbershop is no longer operating. But two new restaurants are moving into the plaza. "We really hope everyone can really rediscover the plaza," said Patty.City leaders say retail and restaurants are struggling, but the most significant hit came when the San Diego County Fair was canceled, and the horse races went on without spectators. "Biggest loss is sales tax from the fairgrounds, and that's close to a million dollars," said Del Mar City Councilman Dave Druker. The city has benefited though from an increase in people at the beach."The beaches have been extremely busy. Damaging winds are agitating wildfires in Southern California on Thursday, forcing firefighters to stifle the flames.The largest of the fires was the Bond Fire, which claimed 7,200 acres of Orange County vegetation by early Thursday afternoon. The inferno was 0% contained as of Thursday afternoon, and doubled in size in just a matter of a few hours.Much of Southern California was placed under a red flag warning, high wind warning, and fire weather watch. Gusts are expected to reach 65 mph throughout the region, with some areas topping 80 mph gusts.The National Weather Service warned any fire that develops on Thursday could spread rapidly. There is also concern of down trees and power lines, which could add to the wildfire threat.Orange County Fire Authority issued mandatory evacuation orders for seven areas, and an additional seven areas were placed under voluntary evacuation orders due to the Bond Fire.Fire officials in Orange County said they were called to a structure fire in Silverado Canyon late last night that had spread into the brush."We had erratic, strong Santa Ana winds that quickly pushed the flames from the house into the vegetation," said Orange County Fire Authority Chief Brian Fennessy. "The fire grew rapidly." Fennessy said the Bond Fire has drawn a "robust response" from multiple agencies. Five-hundred firefighters are working to stop the Bond Fire, Fennessy said.
