XI'AN, Aug. 3 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local authorities to keep flood casualties and losses to minimum and to launch reconstruction work in a timely and orderly way.Hui was speaking during an inspection of flood-affected areas in Weinan and Shangluo cities in north China's Shaanxi Province from Aug. 2 to 3.He visited affected residents, as well as soldiers who were fighting the floods, saying the flood work had entered a crucial stage.Since mid July, many areas in Shaanxi Province have seen continuous rain, leading to frequent natural disasters, such as floods, mountain torrents and mud-rock flows.Continuous rainstorms caused mud-rock flows in Zhulinguan Village of Danfeng County, Shangluo city, on July 23 and 24. Hui visited the village and urged officials to address food, drinking water, clothing and housing issues.He also called for the repair of roads and resumption of water and electricity supplies as soon as possible.Homes, schools and hospitals should be reconstruction priorities, he said.Meteorologists forecast higher than average rainfall this month along the province's Hanjiang and Weihe rivers. Hui ordered local governments to intensify flood warnings, improve response plans, reinforce reservoirs and river embankments and replenish emergency materials, so as to be well prepared for more rain and floods. 

SALZBURG, Austria, July 26 (Xinhua) -- Austrian President Heinz Fischer and Chancellor Werner Faymann on Monday met respectively with visiting Chinese Foreign Minister Yang Jiechi in Salzburg in the northern part of the country.Fischer recalled with pleasure his January visit to China, and asked Yang to convey his greetings to Chinese President Hu Jintao.In the 40 years since Austria and China established diplomatic ties, bilateral relations have witnessed continuous development, with frequent exchange of high-level visits, fruitful outcome in trade and other areas, as well as close consultations on international affairs, said Fischer during the meeting.He added that Austria would like to further strengthen its friendly relations with China.Yang conveyed President Hu's greetings to Fischer. BEIJING, Aug.6 (Xinhua)-- China's Ministry of Finance announced Friday it will float a batch of 273-day book-entry treasury bonds worth 10 billion yuan (1.48 billion U.S. dollars) next week.A statement on the ministry's website said the bonds will be sold at 98.62 yuan per bill, with an annual yield of 1.88 percent.The bill will be sold to the public from Aug. 9 to 11, and become tradable in the exchange markets since Aug. 13, according to the statement.The interest is to be calculated on August 9.This is the 10th batch of its kind launched by the ministry this year.

PARIS, July 9 (Xinhua) -- China Changan Auto Group Corporation (CCAG) and French leading carmaker PSA Peugeot Citroen signed a contract Friday here on the creation of an equally owned joint venture in China.The contract was signed by Xu Bin, president of China South Industries Group Corporation, Changan's main shareholder, and Philippe Varin, chairman of the French part's Managing Board, at a ceremony attended by Wu Bangguo, chairman of the Standing Committee of the National People's Congress, Bernard Accoyer, president of the National Assembly of France.Their initial cooperation will focus on introducing the Citroen DS line in China and launching a dedicated new brand for the venture, the two companies said in a joint statement.The contract also allows for the joint venture to market, at a later date, further vehicles under the partners' other brands, Peugeot and Changan, they said.Based in Shenzhen, southeast of China, the joint venture will have initial annual production capacity of 200,000 vehicles and engines, which will meet the highest environmental standards. The contract also outlined two production lines, a specific range of vehicles by each side and a research and development center.The new joint venture will be capitalized at RMB 4 billion yuan (590 million U.S. dollars), to be shared equally by the two partners, and backed by an initial investment of RMB 8.4 billion yuan (1.24 billion dollars).The first vehicle is scheduled to be launched in second-half 2012, provided the joint venture is finally approved by the relevant authorities, the statement concluded.

XI'AN, July 3 (Xinhua) -- Three workers were killed Saturday after a towering crane collapsed at a school building construction site in northwest China's Shaanxi Province, according to local authorities.The accident happened around 1 p.m. when five people were working on the crane at the Shangluo Vocational and Technical College in Shangluo City, said a spokesman with the provincial emergency response office.The operator of the crane and two workers died after falling about 30 meters, while two other workers survived the accident by climbed down from the tower, said the spokesman.Another worker who suffered minor injuries was receiving treatment at hospital, he said.The cause of the accident is under investigation.
