The accident happened about 2:30 p.m. at Woodland Parkway and Rock Springs Road. "Witnesses observed two 12 year old male Woodland Parkway Middle School students run westbound into a marked crosswalk against a solid red signal light and red crosswalk signal," deputies said.The 38-year-old male driver of a white Nissan could not avoid hitting the first boy, while the second narrowly avoided being struck, according to deputies. (KGTV) — CAL FIRE San Diego firefighters quickly knocked down a brush fire in San Marcos on Thursday, amid Santa Ana winds and dangerous fire weather conditions throughout the county.The 3-acre fire, dubbed the Sycamore Fire, ignited near Sycamore Dr. and Cox Rd. just before 12:30 p.m., according to CAL FIRE. Fire crews reported the fire began in heavy fuel and had a moderate rate of spread, but were able to halt its spread within about 30 minutes.Firefighters will remain on the scene for several hours to mop-up and further contain the fire.Thursday, dry Santa Ana winds created high fire danger throughout the county. A Red Flag Warning was in effect Thursday through 10 p.m. on Saturday for the county's valleys, foothills, and mountains. The combination of near-record low fuel moisture, strong winds, and low humidity dropping between 6 and 12% will create critical fire conditions.A High Wind Warning will be in effect for the same areas until 6 p.m. on Thursday. Northeasterly wind gusts of 30 to 60 mph are expected with isolated higher gusts in the wind-prone areas. SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198

  

SANTEE, Calif. (KGTV) — Flames sparked in heavy brush in a Santee riverbed on Thursday, spreading dangerously close to several homes.The three- to four-acre brush fire was reported off Mission Gorge Rd. and Fanita Dr. just after 12 p.m. Sky10 video showed flames in the brush behind homes along Willowgrove Ave.At least one helicopter responded to the fire and quickly began making water drops, pulling water from the San Diego River nearby. Several firefighters were also on the ground spraying the flames from behind homes.One firefighter has been injured, though the severity of their injuries was unclear.San Diego Sheriff's Department said seven or eight homes need to be temporarily evacuated, but should be able to return home since the fire has been contained.SDSO closed Carlton Hills Blvd. between Mission Gorge Rd. and Carlton Oaks Dr. while crews fought the blaze.Crews are expected to be in the area into the night to mop up the area. 955

(KGTV) — Hundreds gathered in Santee on Saturday to call for justice for women of color.A flyer for the march advertised "promoting black and brown unity" and justice for Breonna Taylor and Vanessa Guillén.Breonna Taylor was an EMT who was shot and killed during a no-knock warrant against her boyfriend at her home in March. No drugs were found in her apartment.Vanessa Guillén was a 20-year-old Army specialist who disappeared in April from Fort Hood in Texas. Remains believed to be hers were found near the Army post in July, sparking protests over the military's handling of sexual harassment allegations.A section of Mission Gorge Rd. was blocked off by police for the planned protest. Counter-demonstrators also assembled in the area.One of the demonstration's organizers told ABC 10News that they hope their calls for racial justice are heard by Santee's City Council leaders."Santee has its things, it's known as being racist, and I'm here to change that. That's the goal," said Alana, one of the organizers with East County BIPOC, who adds that she is born and raised in Santee. "We tried to work with City Council and we tried to be a part of a diversity committee, and it was kind of just brushed under the rug. Nothing ever happened."The group is also calling for City Council to create a diversity committee led by people of color, for Santee Mayor John Minto to denounce the Defend East County Facebook group, and to meet with San Diego Sheriff's Department Captain Christina Bavencoff.One demonstrator told ABC 10News, "our message is that minorities can be safe here. I grew up here and there is racism but there's also perks to living in Santee. The community, when they accept you, can be good. But also for minorities, to feel comfortable and to expand all of our minds and to open up about Black Lives Matter as well."In regards to counter-protesters, the demonstrator added, "We're not here for them.
