SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy. Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. The Gaslamp Promenade project could allow certain hours for vehicle traffic, such as 3 a.m. - 11 a.m. The projected cost is currently million. The association says they have a plan to use grant money and fundraise to make the project happen. “I think this is something that will take us to the next step and for many years in the future to help drive tourism, drive economic impact to businesses and the city. I think this is a future vision that everyone can be excited about,” said Michael Trimble of the Gaslamp Quarter Association. SAN DIEGO (KGTV) - The County of San Diego released a 200-page report on Thursday that examines its handling of the recent Hepatitis A outbreak that infected almost 600 people and caused 20 deaths. The report details the county’s successes and what recommendations it has for the future. County officials have been criticized by some people who believe there was not enough action taken at the time.“The county seems to be more interested in its [own image] rather than solving problems,” prominent homeless advocate Michael McConnell told 10News by phone Thursday. He said that from what he knows, there’s little new information in the audit.RELATED: Health officials reminding San Diegans about hepatitis A shotMcConnell added it appears there’s little insight into what could’ve been done before the health concern became a full-blown epidemic.“It certainly appears there were many flaws in the reaction,” McConnell said.McConnell wrote a letter Thursday to state Assemblymember Todd Gloria, outlining a “disturbing timeline,” claiming county officials knew about the outbreak last March but didn't meet until May 4, "despite three deaths and 80 documented cases.”RELATED: Hepatitis A emergency officially ends in San Diego County A state of emergency was declared in September and it was lifted in January.Gloria recently asked for a state audit on the outbreak. In the county’s defense, the report says it acted at the start of the outbreak by providing vaccinations, promoting sanitation and educating community medical providers.RELATED: Audit questioning San Diego's response to hepatitis A outbreak requestedThe report does, however, acknowledge the needs for better coordination among leadership, more training and improving the county’s immunization registry system, among other recommendations.McConnell says, “I think for the most part [the county’s saying], ‘We did a great job. Here are [sic] some minor things we can change. Let this go away.'"Assemblymember Gloria's request for an audit will be heard next week by the Joint Legislative Audit Committee. The full report can be found here. 2135

SAN DIEGO (KGTV) — The man accused of fatally stabbing a motorist seven times in the South Bay during a road rage dispute was convicted of second-degree murder Friday.Jurors found Rickey Vernon Smith, 60, guilty after only one day of deliberations in the Nov. 27, 2018, slaying of 36-year-old Horace Williams Jr.Smith is set to be sentenced on Dec. 11.RELATED: Local man brings families light in times of needThe road rage confrontation between Smith and Williams came to a head near Chula Vista Golf Course, after the two argued along several roadways last November. Williams reportedly threw a soda cup at Smith's vehicle before Smith struck Williams' minivan.Prosecutors say Smith then got out of his truck after cutting Williams off, walked over to his driver's side window, punched Williams in the face and walked away, until walking back and stabbing Williams several times with a knife.Witnesses said Williams got out of his van and collapsed in the roadway, bleeding heavily. The father of five was pronounced dead at Scripps Mercy Hospital in San Diego.RELATED: Father of five killed in Chula Vista road rage stabbingSmith's attorney argued Williams was the aggressor in the case. During a 911 call after the stabbing, Smith told a dispatcher Williams had cut him off and threw a drink at his truck. He added that he followed Williams and later punched and stabbed him out of self-defense after Williams punched him.Smith claimed Williams had lunged at something near the center console of his van and Smith produced his knife "as a last resort," defense attorney Brian Watkins said in court.Prosecutors argued against those claims, citing physical evidence that Smith had forcefully stabbed Williams and was not harmed in the altercation.City News Service contributed to this report. 1801

SAN DIEGO (KGTV) - The former head of the Poway Unified School District appeared in court Monday for a preliminary hearing on five felony charges.Officials charged John Collins with misappropriating and misuse of public money. The complaint accuses Collins of misappropriation of public money dealing with vacation time and sick leave. Poway Unified fired Collins in 2017 after a scathing audit had alleged he received more than 0,000 in overpayments and unauthorized payments. The audit also claims there were an additional ,000 in other transactions that violated district policy and some questionable purchases for airline tickets, dinners and hotel fees.Collins attorney did not respond to 10News request for a comment, but in the past, Collins denied engaging in conduct that was dishonest. If convicted on all charges, Collins could face more than seven years behind bars. 894
