BEIJING, June 11 (Xinhua) -- China has vowed to continue to develop its human rights dialogue with Norway after the two nations concluded their 13th annual Roundtable on Human Rights and the Rule of Law here Friday.Chinese Assistant Foreign Minister Liu Zhenmin briefed Norwegian representatives on Chinese achievements in improving people's livelihoods, reinforcing democracy, and constructing legal systems.The human rights roundtable between China and Norway is a model for countries with different social systems and from different civilizations to conduct equal and friendly dialogue, Liu said.China hopes to strengthen dialogue and exchange with other countries on human rights issues on the basis of equality and mutual respect to increase understanding, expand agreement and jointly promote the healthy development of human rights internationally.Norwegian Secretary of State for Foreign Affairs Gry Larsen spoke highly of China's remarkable achievements with human rights, saying the two nations have conducted stable and effective cooperation in the field of human rights.The Norway-China roundtable has served as a helpful platform for the two nations to discuss human rights issues and is conducive to the growth of bilateral ties, he said.Larsen said Norway will work with China to further promote the roundtable.During the two-day roundtable, nearly 70 officials and scholars from the two sides exchanged views on the rights of workers, prisoners and minorities.Liu and Larsen also discussed human rights, covering such topics as freedom of speech, the rights of minorities and the role of non-governmental organizations.China and Norway started discussing human rights issues in an informal setting in 1993. In 1997 the first formal Roundtable on Human Rights and the Rule of Law was held.

BEIJING, Aug. 6 (Xinhua)-- China on Friday urged the Republic of Korea (ROK) and the United States to treat its concern and position seriously on the ROK-U.S. military drills in the Yellow Sea.Foreign Ministry spokeswoman Jiang Yu made the remarks after the Pentagon said Thursday, according to media reports, that the U.S. aircraft carrier USS George Washington would take part in a series of ROK-U.S. joint naval exercises in the Yellow Sea in the coming months."We have repeatedly expressed our clear and firm stance on the ROK-U.S. military drills to the relevant parties," Jiang said in a news release.

BEIJING, June 23 (Xinhua) -- Chinese banks should set up an independent risk management system in line with its strategic expansion plan as part of efforts to ward off financial risks, China's banking regulator said Wednesday.The breakout of the global financial crisis highlighted the necessity of increasing management of differentiated sovereign risks, the China Banking Regulatory Commission said in a guideline published on its website.Just as Chinese banks were expanding throughout the world, the overseas risks they were facing were on the rise, the guideline noted.Sovereign risks refer to ones that banks are exposed to when overseas borrowers or debtors are unable to repay debt because of their countries' economic, political and social changes.Chinese lenders were required to differentiate risks according to the countries involved and make policies on the minimum potential loan loss provisions ranging from 0.5 percent to 50 percent, according to the guideline.The banks must meet the requirements under the guideline by June 1, 2011.

NONG'AN, Jilin, Aug. 4 (Xinhua) -- With the approach of a new round of torrential rains, the country roads in flood-ravaged Nong'an County in northeast China were packed with villagers fleeing their homes Wednesday.Traveling aboard tractors, trucks, mini-buses, and motorcycles, and carrying belongings such as quilts and chicken, thousands of people set off on a journey of exodus.Up to 27,000 villagers living downstream from the Songhua River in Jilin Province need to be evacuated as downpours are expected to batter Nong'an from Wednesday evening until Friday, said Wang Wei, deputy Communist Party chief of the county."Fresh downpours may lead to the breach of riverbanks and two reservoirs upstream would have to open sluices to discharge water, which would threaten the lives of residents downstream," Wang said."The mass evacuation began in the early morning today. By now, 18,000 people have moved to safety. There are still 9,000 young villagers who were asked to stay and help fortify the riverbanks," he said in the late evening.Torrential rains pounded the county one week ago, swelling the Songhua River and inundating almost 50,000 hectares of cropland, or about half of the total farming area."I really don't want to leave my home. But the village officials told me: so long as you are still alive, you will have your home again," said Yu Shutao from Liansankeng Village."I will bring my family to go to my elder brother's home in the town.
