SAN DIEGO (KGTV) -- A massive water main break in North Park Tuesday morning flooded streets as the neighborhood continues to cope with issues related to the breaks. According to the city, a 30-inch cast iron water main transmission line broke around 6 a.m. on Ray Street at Capps Street. Currently, the City of San Diego is in the process of replacing all cast iron pipes. After that process is complete, the city says it will assess concrete mains. Crews hope to have all cast iron pipes removed by 2023. SAN DIEGO (KGTV) - A man arrested Tuesday after leading authorities on a pursuit through the East County Tuesday is being charged with two separate stabbings that occurred hours earlier.San Diego County Sheriff's (SDSO) deputies arrested Patrick Douglas, 51, near Highway 94 and Freezer Blvd. following a vehicle pursuit with deputies earlier Tuesday.Douglas was charged with two counts of attempted murder in connection with two stabbings the same day in El Cajon and La Mesa.Deputies said the La Mesa stabbing occurred at the 7-Eleven at 4610 Avocado Blvd. A female delivery driver for Frito Lays, identified as 35-year-old Dina Hammond, staggered into the store with multiple stab wounds to her upper torso after having just made a delivery. 757

SAN DIEGO (KGTV) -- A red flag warning has been issued for a large swath of San Diego County amid windy, dry conditions. The warning lasts through 6 p.m., Sunday, according to the National Weather Service. Winds will pick up throughout the day Sunday along coastal mountain slopes and through valley corridors below passes and canyons. Strong winds are also expected over the Inland Empire below the Cajon Pass. SAN DIEGO (KGTV) - A new program is helping San Diegans get back into the classroom without the fear of crippling student loans. Offered through the San Diego Workforce Partnership and UC San Diego Extension, the program costs nothing upfront.It's called an Income Share Agreement (ISA); tuition is covered, and students agree to pay a small proportion of their income for a set period of time after graduating.The programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.Adam Taylor is part of the first cohort of students. The Marine Corps veteran is still working to pay back student loans from several years ago but wanted to further his education to increase his salary."It seemed like a little more security in taking a chance and investing in yourself, as opposed to the school loans where they really don't care if you get a job or not," said Taylor, who's studying digital marketing. The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.The program succeeds if students succeed. Those who get a job and pay back into the program will support future students. SAN DIEGO (KGTV) - A man was arrested Monday morning on suspicion of breaking into a Pacific Beach home and sexually assaulting a sleeping woman earlier in the month, San Diego Police said.Jeffrey Hanze, also known as Jeffrey Hanre, was taken into custody in Los Angeles County by sheriff’s deputies at 3:45 a.m. No details about the arrest were released.Hanze entered a home in Pacific Beach through an open window about 2 a.m. the morning of October 1, San Diego Police said. RELATED: Police release photo of Pacific Beach sexual assault suspectInvestigators said Hanze sexually assaulted the woman who was sleeping, but left when she woke up.Hanze was considered armed and dangerous at the time of his arrest.10News checked Hanze's criminal background and found he has at least two felonies out of San Diego. He was also charged with several sex crimes in Arizona in 2011, including public sexual indecency, indecent exposure to a person 15 years old or more, and disorderly conduct.
