SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability. SAN DIEGO (KGTV) — San Diego Police are asking the public for help identifying the person they believe stabbed a man to death in Pacific Beach last week.Police say the suspect was engaged in a fight with a 55-year-old man outside the 7-Eleven store at 4340 Mission Boulevard, when he stabbed the victim several times. The victim was taken to a nearby hospital where he was pronounced dead. The suspect fled the scene.Surveillance footage of the suspect was released this week. The suspect is described as a 20- to 30-year-old black male, about 5'8" to 5'10" tall, and was wearing a black shirt, blue jeans, and a black hat at the time of the stabbing. SAN DIEGO (KGTV) - San Diego County Vector Control officials reported new signs Friday of the potentially dangerous disease tularemia on a trail in Sorrento Valley.Several batches of ticks trapped along Lopez Canyon Trail tested positive for the disease, also known as rabbit fever.The first group of ticks with the disease appeared last week, officials said.County officials posted warning signs for hikers. Vector Control will also expand tick trapping in the area.The best way for people to protect themselves from tick bites include insect repellent for humans and pets, and long-sleeved shirts and pants.Tularemia can be treated with antibiotics but it can be fatal. 679

SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563
