The Chicago Police Department is under fire after a video surfaced showing department officers helping the Norfolk Southern Police in an operation that used "bait trucks," container trucks filled with goods left to attract potential thieves. The Facebook video, shot last week by community activist Charles McKenzie, shows a white unmarked truck parked in the largely black Englewood neighborhood."The police parked a truck with boxes of Nike shoes in front of kids ... and when people hop in the truck the police hopping out on them," McKenzie wrote on Facebook. The truck was part of a surveillance operation, nicknamed "Operation Trailer Trap" by police, used to target individuals who had been breaking into freight containers at Norfolk Southern rail yards, Norfolk Southern told CNN. The rail company has its own police force.A man was arrested on August 2 as part of the sting and charged with burglary. The Cook County State's Attorney's Office said the charges against the suspect were dropped on Thursday. The office did not provide additional details about why the suspect was no longer being charged. According to the Chicago Tribune, the suspect is deaf and communicates through sign language, and told police he had entered the trailer to take food.Norfolk Southern dismissed claims that youths were targeted in the operation, adding the suspect apprehended "cut open the safety seal with box cutters, broke into the back of the trailer and only then did they find retail shoes in unmarked brown boxes, previously secured and hidden inside.""Norfolk Southern has the responsibility to ensure the freight we are transporting is safely delivered and does not pose a risk to the communities in which we operate," Norfolk added in a statement. "This week's police operation was intended to directly combat such unacceptable thefts."Chicago Police Superintendent Eddie T. Johnson acknowledged in a news conference on Thursday the department assists local law enforcement agencies with this type of operation."At the end of the day, just because it's out there and it's not yours, that doesn't mean you're supposed to take it," Johnson said. "But as Chicago Police Department, we're going to take a hard look and see if there's something we can do better."At least one local official and the ACLU of Illinois criticized Chicago police for being involved in the operation, arguing the practice created unfair situations of entrapment.Karen Sheley, director of the Police Practices Project at ACLU of Illinois, said in a statement "these stunts won't help" better relationships between police and communities of color in Chicago."Police should focus on reform and improve outreach to communities that have been too often the target of police abuse," Sheley said.In a statement, longtime community activist Lori Lightfoot, who is also a current candidate for mayor, said the use of the "bait trucks" is "an appalling display of misplaced priorities," and made a reference to a string of shootings that left 12 people dead over the weekend."Video footage shows officers antagonizing Chicagoans they are sworn to serve and protect, and creating conflict when their responsibility is to promote public safety," Lightfoot added.Roderick T. Sawyer, alderman for Chicago's 6th Ward, said the operation "serves only to undermine already fragile efforts to build trust between law enforcement and the community."Sawyer called for the city council to hold a hearing on the matter. 3502

The death toll from a series of wildfires in western states rose sharply Thursday evening, and officials expect more casualties and damage in the coming days.A total of 17 people have been killed in wildfires in California, Oregon and Washington in recent days. More than 100 fires are currently burning throughout 13 western states. On Thursday evening, officials with the Butte County Sheriff's Office in California announced that seven more people had died in what is now known as the North Complex Fire, according to ABC News. That brings the death toll from that particular fire up to 10, with 16 people still missing.ABC News also reports that one other person died Thursday in the Slater Fire, which is currently burning in Siskiyou County, California.A total of four people have been killed in a series of wildfires in Oregon in recent days. One person died Thursday in the Almeda Fire in the southern part of the state, bringing the total death toll to two. Two others died in a wildfire near Salem on Wednesday. In Washington, a 1-year-old boy was killed by the Cold Springs Fire, which is currently burning in the northeast part of the state.USA Today reports that more than 500,000 people in Oregon have been forced to evacuate due to the wildfires — more than 10% of the state's population. Many of the fires burning in Oregon are currently 0% contained — further threatening forest, 900,000 acres of which have already been burned in the state. That's more than double what typically burns in an entire year.“We have never seen this amount of uncontained fire across the state,” Oregon Gov. Kate Brown said Thursday. The New York Times reports that officials in California, Oregon and Washington are struggling to find the manpower for fighting the fires, as nearby states deal with their own outbreaks of wildfires. On Thursday evening, President Donald Trump approved an emergency declaration for the wildfires in Oregon, which allows FEMA and the Department of Homeland Security to coordinate disaster relief efforts. 2038

The chairman of the House Judiciary Committee subpoenaed the Justice Department on Thursday seeking documents related to a trio of recent controversial decisions made by the FBI, including the decision in 2016 to not charge Hillary Clinton after the probe of her email server and the internal recommendation by an FBI office to fire former FBI Deputy Director Andrew McCabe, his office announced. The move by Virginia Republican Bob Goodlatte represents a ratcheting up of his investigation, led jointly with the House Oversight Committee, into the decisions made by the Justice Department and the FBI before the 2016 election -- an investigation that has stoked mistrust of the law enforcement agency and drawn the ire of Democrats on Capitol Hill.In a letter to Deputy Attorney General Rosenstein accompanying the subpoena, Goodlatte wrote, "given the Department's ongoing delays in producing these documents, I am left with no choice but to issue the enclosed subpoena to compel production of these documents."Goodlatte had in recent weeks voiced his frustration at the Justice Department's refusal to comply with his past requests for the documents and hinted at the weighty legal maneuver. The two committees had requested 1.2 million pages of documents from the Justice Department, Goodlatte's office said. There are approximately 30,000 documents thought to be responsive to the committee's request, and agency staff are reviewing the remaining items to ensure they do not contain sensitive information or conflict with ongoing law enforcement actions, according to Justice Department spokesman Ian Prior.Prior said 3,000 documents have been delivered to the House Judiciary Committee so far.The subpoena issued Thursday covers documents related to "charging decisions in the investigation surrounding former Secretary Clinton's private email server in 2016," as well potential abuses of the Foreign Intelligence Surveillance Act and "all documents and communications relied upon by FBI's Office of Professional Responsibility in reaching its decision to recommend the dismissal of former Deputy Director McCabe."In a statement, Prior said, "The Department of Justice and the FBI take the Committee's inquiry seriously and are committed to accommodating its oversight request in a manner consistent with the Department's law enforcement and national security responsibilities."More than two dozen FBI staff have been assisting the Justice Department in producing documents on a rolling basis to the committee's "broad request," Prior said. 2552

The daughter of a former Russian spy who was poisoned alongside her father in Britain last month has been discharged from the hospital, an official from the hospital said Tuesday.Yulia Skripal and her father Sergei Skripal were found slumped on a bench on March 4 in the English city of Salisbury after being exposed to a military-grade nerve agent, British authorities said. The UK government blamed Russia for the attack, but Moscow has denied any involvement.Yulia Skripal regained consciousness in late March and released a statement last week thanking those who treated her and father and those who had sent "messages of goodwill.""Yulia has asked for privacy from the media and I want to reiterate that request," Salisbury District Hospital medical director Christine Blanshard said Tuesday. "I also want to take this opportunity to wish Yulia well. This is not the end of her treatment, but marks a significant milestone."Blanshard added that Sergei Skripal's condition was still improving, albeit at a slower pace than Yulia."Her father has also made good progress," Blanshard said. "On Friday, I announced that he was no longer in a critical condition. Although he is recovering more slowly than Yulia, we hope that he too will be able to leave hospital in due course."London's Metropolitan Police refused to comment on whether Yulia Skripal was receiving police protection following her release from the hospital. In a tweet, the Russian embassy in the UK said: "We congratulate Yulia Skripal on her recovery. Yet we need urgent proof that what is being done to her is done on her own free will."  1618
