BEIJING, Jan. 23 (Xinhua) -- Nearly 200,000 local residents and tourists visited parks in Beijing on Monday as a series of celebrations were hosted to mark the first day of the Chinese lunar New Year, the city's park administration said.Festive activities kicked off at Beijing's famous parks, including the Temple of Heaven, the Summer Palace, and the Beihai Park, on Monday to welcome the Year of the Dragon, said Chen Zhiqiang, spokesman for the Beijing Municipal Administration Center of Parks.At the Temple of Heaven, 320 costumed performers on Monday staged a show presenting the royal heaven worship ceremony in the Qing Dynasty (1644-1911).In the one-hour ceremony, thousands of visitors watched as the royal parade marched toward the altar where the "emperor" held a ritual to pray for peace and good harvest in the coming year.At the Summer Palace, the ancient royal garden, a traditional fair opened to public with old-fashioned shops and stands selling items and snacks popular in the old days.The Chinese New Year, which begins on Monday this year, is an important occasion for family dinners, fireworks, and a trip to temple fairs.To cope with the increase in visitors, authorities in Beijing said they have deployed seven police choppers and 910,000 order-maintaining personnel across the city to prevent the breakout of fires and stampedes.

PARIS, Oct. 15 (Xinhua) -- Faced with new problems such as sovereign debt and downward risks, all countries should work together to enhance coordination on macroeconomic policies to guard economic growth and financial stability with respective effort, Chinese delegates said Saturday here at the G20 Financial Ministers Meeting.The global economy is challenged by new difficulties which require all countries to join hands in fighting all sorts of protectionism either in trade or in investment, according to a statement issued by the Chinese delegation led by Chinese Financial Minister Xie Xuren and Central Bank Governor Zhou Xiaochuan.China suggested that leading developed countries should ensure economic recovery and financial stability in short term, while in the medium term enhance fiscal solidarity, accelerate structural reform and refrain the negative impact of macroeconomic policies.Meanwhile, China also stressed that the emerging countries should make their own contribution to tackle the problems. "The emerging markets should promptly take flexible and effective macroeconomic measures in order to control slowdown and tackle with impacts from inflation and capital flows," the statement said.Emerging economies "should also quicken their pace on structural reform in a bid to realize stable and faster growth," the statement added.During the two-day meeting, G20 financial leaders gathering in Paris welcomed the progress the Europe made on the eurozone debt issue on Saturday, but meanwhile expected the euro area to rely more on itself with bigger bailout fund to avoid contagion.

BEIJING, Jan. 6 (Xinhua) -- Surveillance data on the size and frequency of earthquakes in Antarctica collected by China's Great Wall Station show that the continent is not earthquake-free, a Chinese seismic expert said Thursday."China's newly-built seismic observatory in Great Wall Station has documented a hundred-odd earthquakes occurring in the region over the past year," said Chang Lijun, a member of China's 28th Antarctic expedition team.The discovery challenges the prevailing notion that the Antarctic has no earthquakes, as many earthquakes have gone undetected due to lack of seismological observation in the region.However, thanks to technological advances, scientists have discovered that the continent is still subject to some minor tremors.Chang, also an associate researcher at China Earthquake Administration's Geophysics Institute, said last year's earthquakes ranged in magnitude from 0.5 to 4, scales which are usually undetectable to common people.The tectonic movements of Antarctica, which sits on two plates that pulled away from each other in the northern Ross Sea between 28 and 40 million years ago, but later converged, fascinate geologists worldwide.At the end of 2010, Chinese scientists set up a new broadband seismic observatory in Great Wall Station, greatly increasing China's ability to measure tremors and tectonic movements on the continent.

  

BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties.The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Local government of Deqing County has invested 20 million yuan (3.14 million U.S. dollars) to order 79 school buses, which are specially designed for children with smaller seats and seat belts as well as bright yellow color to have better warning function. Among the 79 buses, 14 ones have truck-style front ends, and this appearance like a long nose can effectively reduce the impact force and better protect children's safety. Drivers of such kind of school buses are required not to exceed 60 kilometers per hour. Nearly 6,000 children from 25 primary schools have benefited from the operation of this kind of school bus in Deqing County.China issued a set of technical standards for school buses for primary school students last year, and the drafting of another standard for buses for the kindergartners is also underway.According to the draft, the government will adopt a license system for school bus operation.Vehicles that are up to school bus standards and with a unified appearance will be first in line to obtain approval from education authorities, and the draft also requires buses to register at the traffic administrative agencies before they can be used as school buses.Instead of compulsory annual safety checks, the draft would require school bus owners to renew their safety qualifications every six months.Drivers should also check the safety condition of the buses before each commute, the draft said.The draft asks schools and the school bus service providers to intensify safety management and maintenance and assign special staff on buses to look after students on board.

  

BEIJING, Sept. 30 (Xinhuanet) -- China's space dream took a step closer to reality as the Tiangong-1 module blasted off into the night sky on Thursday from the Gobi Desert.The Long March II-F T1 rocket, under the unmanned module, Tiangong-1, lifted off from the Jiuquan Satellite Launch Center at 9:16 pm as planned.Ten minutes later Tiangong-1 separated from the rocket on its way to orbit, 350 kilometers above Earth. The module deployed its two solar panels, which provide power, at 9:28 pm.At 9:39 pm, Chang Wanquan, chief commander of the manned space program, declared the launch a success as cheers and applause echoed around the command and control center in Beijing.President Hu Jintao and other members of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee went to the center to witness the launch.Premier Wen Jiabao watched at the Jiuquan Satellite Launch Center as the Long March rocket, carrying the space lab, blazed into the night sky.The launch paves the way for China's first rendezvous and docking mission. An unmanned Shenzhou VIII spaceship will be launched in November to dock with Tiangong-1.Two more missions are scheduled for next year and astronauts will board Tiangong-1, which can also function as a space lab.If the mission succeeds, China will become the third country to master spacecraft rendezvous and docking technology following the then Soviet Union and the United States, experts said.Wu Ping, the space program's spokeswoman, said that the ability to rendezvous and dock is vital for building a space station, which China has scheduled for around 2020."A space station cannot be launched in one shot. The modules must be launched separately and then assembled in space," she said.China has invested 35 billion yuan (.47 billion) in total on its manned space program since 1992, when it was approved, she told China Daily.The first phase, from 1992 to 2005, accounted for 20 billion yuan. During this period, China launched six Shenzhou spaceships to set up a system transporting astronauts between Earth and space.In the second phase, from 2005, 15 billion yuan has been spent on projects, including Shenzhou VII and the first rendezvous and docking mission, she explained.Zhou Jianping, chief designer of China's manned space program, said that the space lab and future space station provide a rare platform for conducting experiments that could lead to breakthroughs in the study of materials and biological pharmacy."Experiments made in the microgravity of space can lead to unexpected results," he said.For example, gas and liquid are unable to mix on Earth, but in space they mix naturally, he said."The primary purpose of China's manned space station is to peacefully explore space, and through it, serve mankind," he said.Some have questioned the participation of the military in the program. However, the military has experience in coordinating large-scale requirements that are vital for the program and their involvement reflects international norms, Ministry of National Defense spokesman Geng Yansheng said on Wednesday.He reiterated that China is firmly opposed to the weaponization of space and the program is peaceful.China is now in the second phase of its manned space program. The goal of the program, which has three steps, is to build a 60-ton space station around 2020.The second phase focuses on mastering four key technologies for assembling a space station.The first of these, extravehicular activity, was completed successfully in 2008 after Shenzhou VII was launched.Rendezvous and docking is what is being experimented with. The third technology involves cargo spaceships ferrying supplies to a space lab. The fourth tackles problems concerning the prolonged sustaining of life on a space lab, especially recycling air and water.Besides the manned space program, China launched two lunar orbiters in 2007 and 2010. It plans an unmanned lunar landing around 2013, and returning moon samples in 2017.
