LOS ANGELES (CNS) - The Automobile Club of Southern California says it's expecting this year's Thanksgiving holiday to be the busiest in Southern California since 2005, with 4.2 million residents expected to get away for the long weekend.That's a 5.1 percent increase over last year, the AAA says. The vast majority of Southern California travelers -- 3.6 million or 86 percent of all travelers -- will drive to their destinations, a 5.1 percent increase over last year. Meanwhile, Twitter and Facebook have announced that they're limiting the spread of the post while they work to validate the report's authenticity. Even if authentic, the report would appear to still violate Twitter's anti-hacking guidelines."The policy, established in 2018, prohibits the use of our service to distribute content obtained without authorization. We don’t want to incentivize hacking by allowing Twitter to be used as distribution for possibly illegally obtained materials," Twitter said in a statement. LOS ANGELES (AP) — A study of a disastrous wildfire that raged through Los Angeles and Ventura counties last year found the inferno presented unprecedented challenges to emergency agencies, according to a draft of a consultant's report released Wednesday.The review by Citygates Associates LLC for Los Angeles County mixed praise with 86 recommendations for improvements in response, communication, evacuation and repopulation, and transition to recovery.The so-called Woolsey Fire broke out Nov. 8, 2018, in Ventura County during a spate of emergencies including a fire that destroyed the Northern California town of Paradise and killed dozens, a mass shooting and a nearby wildfire an hour earlier.The report called the scenario "a perfect storm of factors that, when aligned, drove an event never experienced in the Los Angeles region."Fanned by strong Santa Ana winds, the fire raced into western Los Angeles County, burning simultaneously through three of four historic fire corridors in the Santa Monica Mountains and through part of the city of Malibu until it reached the Pacific Ocean the next day.The fire scorched 151.5 square miles (392 square kilometers) and destroyed 1,643 structures, mostly homes. Another 364 structures were damaged. Three people were killed and about 250,000 people were evacuated.Among key findings, the report found that fire services' mutual aid resources were exhausted by the fire's first evening and fire commanders strategically shifted all resources to prioritize life safety as the blaze rapidly grew in 50 mph (80 kph) gusts.The report called for rethinking how to prepare, fight and recover from wildfires across jurisdictional boundaries. It also focused on issues involving public notifications and communication.The report said the "expectation of round-the-clock electrical power and internet connectivity became a myth.""Throughout California, no single public communication system exists that successfully crosses social, economic, age, and generational abilities to receive emergency information," it said.The report was initiated by LA County Supervisor Sheila Kuehl."This draft report makes clear that many County departments did an outstanding job to save lives, but there are steps that the County, city governments, community and homeowners groups, and individual residents must take in order to improve our emergency response," she said in a statement. 2419

  

LOS ANGELES (CNS) - The Los Angeles City Council voted Tuesday to ban the use of exotic animals for entertainment purposes, effectively putting an end to traditional circuses and similar ventures within the city."The issue of wild, exotic animals being abused came to my doorstep four years ago, when a baby giraffe and elephant were being marched up the Hollywood Hills for a house party," said Councilman David Ryu. "It is time that the city of Los Angeles makes absolutely clear that this abuse of animals is shameful, and we will not stand for it."The ban, which was passed on a 14-0 vote, also prohibits people from riding wild and exotic animals or using them in other entertainment purposes, whether a fee is charged or not.The ban does not apply to typically domesticated animals such as horses.Wildlife conservationists who obtain applicable permits and the Los Angeles Zoo, which exhibit animals for educational purposes but do not require them to perform tricks, are exempt from the ban.It's the strongest city ordinance in the nation that protects wild and exotic animals, according to Ryu.According to the councilman, exotic animals such as elephants, giraffes and lions have been brought to lavish house parties in the Hollywood Hills for years.Rachel Matthews, deputy director of captive animal law enforcement for the People for the Ethical Treatment of Animals, said the organization strongly supported the ban."Using petrified penguins, bewildered big cats and other wild animals as party props sentences sensitive animals to miserable, deprived lives in chains, cages and trailers, and can endanger partygoers when the animals get spooked," she said. "PETA supported this progressive ban every step of the way, and we look forward to seeing the lights go out on the days of dragging bears, giraffes, elephants and lions to house parties." 1865
