"Stressed out now and just didn't need it."In February, Madden was served with a lawsuit from a debt collection company.During an interview with 10 News that month Madden said he needed to borrow money a few years ago to keep his car. He turned to a lender that could get him money quickly."I figured it was going to be a high-interest rate, like 22% or something," he said. "I started making the payments on it, and then I found out more about it."Madden admits he didn't do a great job getting all the details when he took the money, saying the interest rate wasn't clear. When he finally did look at the fine print, he saw the interest rate was 135%. Court documents show a ,000 loan turned into ,000 owed."They were threatening to take any assets that I have, garnish my wages," Madden said.Madden said he stopped paying. He's being sued by a debt buyer under what's known as a rule 3.740 collections case.According to the 2020 California Rules of Court, "Collections case" means an action for recovery of money owed in a sum stated to be certain that is not more than ,000, exclusive of interest and attorney fees, arising from a transaction in which property, services, or money was acquired on credit."Team 10 discovered a 157% increase in the number of rule 3.740 collections lawsuits filed in San Diego County court from 2015 to 2019. 1927

Ron DeSantis unveiled a bill Monday aimed at shutting down protests on roadways and increasing penalties for those that threaten the safety of law enforcement officers.Speaking at the Polk County Sheriff's Office on Monday, DeSantis unveiled the Combating Violence, Disorder, and Looting and Law Enforcement Protection Act, which needs to be voted on by the state Legislature."Recently in our country we have seen attacks on law enforcement," DeSantis said. "We've seen disorder and tumult in many cities across the country."Calling it the "boldest and most comprehensive piece of legislation" of its kind in the country, DeSantis said, if approved, the bill would make it a third-degree felony for those that take part in a violent or disorderly assembly.In addition, protesters could be charged with a felony if they "incapacitate" roadways. But for people who are deaf or hard of hearing, communication has been even tougher. “First thing I did was start carrying a pad with paper and pen and I'd have to ask people to write things down. I can’t understand, when I walk into a store sometimes, what people are saying," said Michael Conley.Born deaf, Conley relies on reading lips to communicate and says others in the deaf community rely on facial expressions, both of which are often hidden behind a mask now in public. Conley says while many people are understanding, others get frustrated when he can't understand them. Conley decided not to go to his aunt's funeral due to the communication challenges he would face while at the airport, renting a car, and at the funeral itself. “As a deaf person, I think I’ve been isolated a lot anyway, and this just adds to it," said Conley.And after losing his job, Conley faced other communication challenges at home.“So many of us working from home, we’ve lost our jobs or something has happened where we have to make phone calls we didn’t have to before," he said.But the tech world is helping improve accessibility, with companies like Zoom and Google enabling live captioning for video calls, transcribing conversations within seconds.Conley’s also relied on an app that provides real-time captioning for phone calls. Called InnoCaption, calls are captioned by either a stenographer or automated speech recognition software.“It really changes everything," said Conley. "Before, I used to dread making phone calls. Now, it’s not a problem; it’s freed me completely.”Funded by the Federal Communications Commission, the app is available at no cost for the deaf and hard of hearing."It’s very intuitive," said Conley. WEST PALM BEACH, Fla. -- Two specially modified shotguns and ammunition were stolen from Palm Beach Zoo in the hours between late Wednesday and early Thursday.Head of Communications & Public Relations for Palm Beach Zoo, Naki Carter, says someone broke into the zoo and pried open a gun safe that stored the weapons.The shotguns were used by the zoo's "critical response team" in cases of emergency.The zoo is offering a ,000 reward for the return of the weapons.When asked if this was thought to be an "inside job", Carter had no comment.If the perpetrator(s) is caught with the weapons, which require a federal permit, they could face 10 years in prison and a fine.Carter says Palm Beach Zoo has increased security measures since the theft, but will not go into detail as to what those measures entail. 828
