BEIJING, Dec. 13 (Xinhua) -- China's top legislature said Monday in a statement that it will continue discussing a draft amendment to the Criminal Law, which proposes tougher punishments for those involved in organized crime and drink-driving.Members of the National People's Congress (NPC) Standing Committee will discuss the draft amendment at an upcoming bi-monthly session scheduled for Dec. 20-25, according to a statement issued after a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by chairman Wu Bangguo.The legislature conducted the first reading of the draft amendment in August.Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 54th chairpersons' meeting of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, capital of China, Dec. 13, 2010. RIYADH, Dec. 26 (Xinhua) -- A Chinese culture show was put up in the Saudi capital Riyadh as both countries mark the 20th anniversary of diplomatic ties.The three-day event, sponsored by the kingdom's Culture and Information Ministry in tandem with the Chinese Culture Ministry, is being organized at Riyadh's huge King Fahd Culture Center.Saudi Culture Minister Abdulaziz Khouja said the show reflected friendly relationship between the two counties, hailing deeply- rooted ties binding his country and China.A 30-strong Chinese delegation, which included artists and musicians, has arrived in Riyadh to take part in the event.Chinese Commerce Minister Chen Deming paid a landmark visit to Saudi Arabia in early 2010, during which he said both countries are going to boost the two-way trade volume to 60 billion U.S. dollars by 2015.

BEIJING, Nov. 19 (Xinhua) -- The Chinese government will increase grain supplies to meet people's needs and stabilize market prices, the nation's grain authorities said Friday.The government will also sell a set amount of cooking vegetable oil and soybeans from its reserves beginning next week, in addition to the weekly policy-oriented sales of wheat, rice and corn that has already begun, the State Administration of Grain said in a statement posted on its website Friday.The authority will also send groups of staff to major grain production regions to inspect and guide purchases of autumn grain and regulate business practices, according to the statement.The move was in line with the government's efforts to protect farmers' interests and maintain moderate prices in the grain market, the statement said.China's State Council, or the Cabinet, said Wednesday that it would impose temporary price controls on important daily necessities and production materials when necessary, and urged local authorities to offer temporary subsidies to needy families.It also ordered efforts be implemented to ensure market supplies and strengthen market supervision.These steps were introduced after China's consumer price index (CPI), a major gauge of inflation, rose to a 25-month high of 4.4 percent in October. The increase was mainly pushed up by the 10.1 percent surge in food prices, which accounts for one-third of the basket of goods used to calculate the country's CPI.

BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.
