Metrics are weighted based on what more than 30,000 participants indicated as the most important aspects of livelihood. Healthcare and education were the heaviest scores, followed by economy, opportunity, and infrastructure.Overall, the Golden State came in at 32, though scored last in quality of life and near last in opportunity and fiscal stability."In addition to a healthy environment, a person's quality of life is largely a result of their interactions with those around them," U.S. News wrote. The state ranked 44 for natural environment and 47 for social environment.Natural environment measured drinking water quality, pollution and industrial toxins, and air quality. While drinking water quality was ranked 13, pollution health risks and urban air quality were among the worst states.Social environment looked at community engagement, social support, and voter participation. The modified license will be required for travel in some states and access to secure federal facilities after October 1, 2020.A spokesperson for the DMV said the agency is monitoring wait times at all 172 field offices across the state."Generally speaking, the busiest offices tend to be the ones located in major metropolitan areas," spokesperson Jaime Garza said to KABC. "Offices in the rural areas tend to be less crowded."RELATED: California DMV now taking applications for REAL IDTo improve the wait times in San Diego, the DMV recently extended hours at several local offices and added Saturday hours. There are also self-service kiosks to speed up the process.A recent check of wait times at the Hillcrest DMV showed customers with appointments waiting 15 minutes for services. Those without appointments had a wait of two hours and 20 minutes. San Ysidro, Poway, San Marcos and Chula Vista had the longest wait times. A 39-year-old mother was indicted in New Bedford, Massachusets on Thursday after authorities found 19 dead animals in her 13-year-old son's bedroom, the Standard-Times reported. According to the Standard-Times, police and animal control visited the home when it picked up a stray dog that was believed to belong to Amanda Vicente. When authorities arrived, they found 19 dead animals along with 17 living animals in 27 cages. Police told the Standard-Times that they found piles of feces in the kitchen and the house was in disarray.Authorities found dead lizards, hamsters, cockatiels and finches in the boy's room. The surviving animals were reportedly malnourished. Those animals have been taken to veterinary care. The child has been placed in the custody of relatives.Vicente was allowed to place bond, and will face a judge in December on child abuse and animal cruelty charges. 947
