SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative. SAN DIEGO (KGTV) — Students at an East San Diego school will meet Thursday to decide how to honor two classmates murdered in Tijuana this month.Christopher Alexis Gomez, a 17-year-old senior at O'Farrell Charter School in Encanto, and 18-year-old Juan Suarez-Ojeda, who graduated from the same school last year, were found shot to death in Tijuana on Nov. 25. Gomez's cousin, Katheryn Garcia, told 10News Wednesday that the two teens were likely tortured in different locations before being killed execution-style and left in front of the Lomas Verdes housing complex.Another teen believed to be Ojeda's friend was also killed.Students at O'Farrell Charter are set to meet with school officials Thursday to decide how to honor their two classmates. SAN DIEGO (KGTV) - Students are furious about a new dress code rule for girls at one of San Diego’s most prestigious private high schools. Cathedral Catholic High School in Carmel Valley announced Friday girls would no longer be allowed to wear skirts. That led to a backlash among students, who signed a petition to reverse the change. “I think that the ban is very sexist,” said student Lana Owad. In a letter sent to parents and students, CCHS said the dress code exists to foster a faith-based environment where students are focused on learning and not outward appearances. CCHS has issued thousands of hours of detention related to the lengths of girls’ skirts. The school dress code posted online indicates girls were allowed to wear skirts or skorts that were not excessively tight or form fitting and were no shorter than 3 inches from the top of the kneecap while standing upright.“We’ve had them tailored in the past because of the restriction on it. We spent money on buying different skirts because they ban other styles for us to wear,” said student Riley Staal. Mimi Cleary said the change was prompted by adults, not students. “No one wants the skirts going, like, literally, no one wants the skirts gone. I think only the principal and teachers want the skirts gone,” said Cleary. Under the new dress code, girls can wear pants, Bermuda shorts, or capri pants. The school said girls aren't the only ones having dress code problems: the administration will also be holding boys more accountable about their facial hair next year. SAN DIEGO (KGTV) -- San Diego Unified School District officials confirmed to 10News Thursday that a teacher has been placed on leave while investigators look into accusations that he exposed a sixth-grade class to pornography.Officials said they were first notified Monday after a parent reported the alleged incident happened during a physical education class at Horace Mann Middle School, located at 4345 54th Street in San Diego."San Diego Unified is investigating the incident that allegedly occurred at Mann Middle School. The employee has been placed on leave pending the investigation,” district officials said.The district said it has spoken with at least 10 students regarding the report. There were at least 24 students in the class.District officials and district police are investigating."It's reprehensible," Craig Tinson, whose 12-year-old grandson attends the school, said. "Becuase the students are very impressionable. They're looking for adults to be the leader and unfortunately, it was compromised on this occasion."A parent of one of the students told 10News that her son was in the class when the teacher allegedly showed the students an adult video of a man and woman engaged in sexual activities.
