CHULA VISTA (KGTV) -- In an email sent late Friday night to the Chula Vista Elementary School District families, Superintendent Francisco Escobedo announced his plan to start reopening his South Bay campuses by late October.Escobedo's proposal calls for phased expansion to "live in-person instruction" starting with preschool through second grade, and Special Day Class students (Mild/Moderate and Moderate/Severe special education students). The first phase is slated to start Oct. 26, and will open classrooms on a modified day schedule Monday through Thursday. His letter did not include a date for students in grades three through six.Escobedo said the district will follow a hybrid instruction model allowing families the option to continue distance learning.In his letter, he acknowledges the South Bay's high rate of COVID-19 cases in certain zip codes but says campuses are the safest places for students citing "extensive protocols and requirements necessary for in-person instruction to take place.""I have heard from many of you about the enormous challenge, frustrations even, of balancing work and life without the safety and security provided by our local schools," said Escobedo."In fact, several public school districts in San Diego County have already opened their campuses to at least small groups of students, including special education students, English learners, and others who need additional help or receive specialized instruction."Coincidentally, four students have tested positive for COVID-19 in the Del Mar Union School District and had to return to online distance learning for two weeks after students tested positive for COVID-19 last week. Participants include special education students, English learners, and children of essential workers. The program is operated in partnership with the YMCA of San Diego County. Already, more than 1,100 students are participating in DLSP at 41 of our 46 schools. In a traditional school year, this program might otherwise be considered a before- or after-school program. Now, during this pandemic year, DLSP operates during the school day to provide care and support with distance learning for our students who most need the program.With the success experienced with DLSP, the Chula Vista Elementary School District is proposing an expansion to live in-person instruction when supported by local data. Ideally, we would start offering in-person instruction at the beginning of the second quarter of our academic year, which is Monday, October 26. We propose a phased expansion, starting with students in Preschool through Grade 2, as well as Special Day Class students (Mild/Moderate and Moderate/Severe special education students). I have heard from many of you about the enormous challenge, frustrations even, of balancing work and life without the safety and security provided by our local schools. Given the extensive protocols and requirements necessary for in-person instruction to take place, there is little doubt that schools are one of the safest places for students. In fact, several public school districts in San Diego County have already opened their campuses to at least small groups of students, including special education students, English learners, and others who need additional help or receive specialized instruction. More school districts will be opening in the weeks ahead in our region and across the country.Because COVID-19 transmission rates have been higher in certain of our local zip codes than the rest of San Diego County, our District is taking a measured and cautious approach toward a return to on-site classes. With our proposed expansion to in-person instruction, students would attend school four days a week (M-Th), possibly on a modified day schedule. Our goal is 16 students per cohort for most classes, but no more than 18, in Transitional Kindergarten-Grade 2 in order to maintain social distancing. Preschool students would remain at no more than 14 students in a classroom with no more than two adults present. Students would have Fridays reserved for distance learning from home. (CNS) - Authorities publicly identified a 30-year-old Whittier man who was fatally shot by officers after allegedly leading law enforcement on a chase from Orange to San Diego County.The shooting, which happened around 1 a.m. Sunday on southbound Interstate 805 north of Orange Avenue in Chula Vista, involved officers from both the California Highway Patrol and San Diego Police Department, Sheriff's Lt. Thomas Seiver said.Christopher Ulmer of Whittier in Los Angeles County suffered "multiple" gunshot wounds and was taken to a hospital, where he later died, Seiver said.The sheriff's homicide unit is investigating the shooting "due to the multiple jurisdictions involved" in the incident, the lieutenant said.The chase began just before midnight Sunday when Santa Ana police attempted a stop because of a traffic violation, according to CHP spokesman Salvador Castro.The driver headed south on Interstate 5, then got on southbound I-805 and eventually stopped his silver sedan on the freeway near Orange Avenue.A news video Sunday appeared to depict at least 10 gunshots during the standoff. CHP and San Diego police vehicles could be seen stopped behind the car with some officers drawing their guns. After the shooting, the news video shows a police dog bite down on Ulmer or his clothing before officers turn him over and start first aid.Authorities have not disclosed if Ulmer was armed during the confrontation. (KGTV) - Chula Vista neighbors are dealing with the aftermath of a San Diego Gas and Electric equipment malfunction that triggered a power outage and caused their homes to smoke.Residents on Country Club Circle told 10News about the outage Saturday night. Electricity was restored and everything seemed fine, they said, but they woke up to sparked outlets, smoke and fire Sunday morning.“Every single room sounded like someone came in with gunshots,” said Mona Hernandez. “My girls got up screaming ‘fire’ in one of the rooms and I thought they were on fire. I feared they were actually on fire until I got to see them.”SDG&E said the equipment failure involved a transformer and affected more than 400 homes in the area.One woman said she was concerned about her air conditioning and heating working for her son.“He’s disabled. We need the heater to use. He's going to have open brain surgery next week. You people from SDG&E should have been out here.”She also said her smart television was destroyed by the outage and feels she deserves more than what SDG&E is offering to replace it.“ for a Toshiba smart TV is not very nice.”SDG&E said it has representatives assisting customers with claims. CHULA VISTA, Calif. (KGTV) -- A man was hospitalized after police said he was stabbed while attempting to sell his car in Chula Vista.The incident happened at an apartment complex parking lot in the 3000 block of Moss Street at around 10 p.m. Monday, according to Chula Vista police.The victim told police he was trying to sell his 2000 Volvo when a potential buyer attacked him during the transaction and then sped off in his car.Police said the victim was stabbed at least once in his neck, and he was taken to UC San Diego Medical Center for treatment. His condition is unknown as of Tuesday morning.Police are now searching for the car and at least one male suspect. A detailed descriptions of the assailant was not immediately available. 750
