SAN DIEGO (KGTV) - San Diego Police released Thursday the name of a man who was shot and died after reportedly breaking in to a San Carlos home. Hollis Forman, 38, entered the home in the 6300 block of Lake Shore Drive July 16 and began fighting with the 54-year-old homeowner, police said. The homeowner’s wife called 911 as her husband confronted the man. Police said the homeowner’s 20-year-old son grabbed a gun and shot Forman, who ran out the back door and fell into the pool. SAN DIEGO (KGTV) — San Diego Unified School District is warning parents and staff of a breach involving the personal data of students and staff.District official said in a release the breach dating back to January 2018 may have impacted the personal data of as many as 500,000 students enrolled in the district between the 2008-2009 and 2018-2019 school years.The data is believe to have been accessed by a phishing email effort, according to the district. Those staff members and parents affected have been alerted by SDUSD.Officials said investigators began looking into reports of phishing emails in October 2018. At that time, roughly 50 staff members whose accounts were compromised had security on their accounts reset immediately, according to the district. An investigation determined that unauthorized access was gained to the district’s network services, including their student database. The student database contains personal identifying information, potential health information, scheduling, and grade information.The district says it has since taken steps to prevent unauthorized access from reoccurring and to "eliminate" any continuing threat.SDUSD told 10News the breach wasn't announced until now because officials wanted to verify all their information and not compromise the investigation.“Data security has become an increasing concern for public agencies, corporations and private citizens nationwide,” Toren Allen, executive director of San Diego Unified’s Integrated Technology Department, said. “We are constantly reviewing our practices and systems in an effort to find efficiencies and to identify potential vulnerabilities.”The district recommends that anyone whose data may have been accessed to remain vigilant of their credit cards and account and contact a credit reporting agency to notify them of the breach of information. SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. City resources are being wasted to collect and store inappropriately parked devices, and we don’t even know if the fines cover our costs," Bry said, adding a "scooter graveyard" now poses an environmental hazard.Just this last week, scooter companies were left scrambling to recover more than 2,500 dockless scooters and bicycles seized during Comic-Con weekend. Those scooters and bikes were stored at the city’s operation yard in Balboa Park. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. SAN DIEGO (KGTV) — Several women appeared in San Diego County Court to recall the interactions they had with Juan Carlos Cordero, the man they claim raped them. San Diego Police arrested 35-year-old Cordero in March for multiple felony sex crimes beginning in 2015. Police said he would approach intoxicated women at bars or online, take them back to his home, and rape them. One by one, the women came into the courtroom Wednesday, to answer questions at the preliminary hearing. The accusers said admittedly, some of the details of what happened are foggy."I'm not sure," one woman replied. "I honestly don't remember, but I was embarrassed that I didn't remember," said another. "I felt like ... I was drugged," another woman said. One woman said she met Cordero after posting on a singles advertisement on Craigslist. She was hoping for a pleasant interaction but said it turned horrific. She said she did everything Cordero told her to do, fearing for her life."He threatened me with spanks with the belt, a weapon," she said. Another woman said she met Cordero on a dating site when she was 18. She admitted lying to her father about Cordero, saying he was a person she knew. But after drinking a few beers in San Diego County, she said Cordero drove her to his home in Newport Beach. "I don't remember very much until I woke up to him yelling at me that I was being too loud, and that I was like every other girl and that I was going to wake up his neighbors," she recalled.After that interaction, she demanded Cordero drive her back to San Diego. In fear that her parents would scold her, she said she did not tell them what had happened, until a few hours later. On the drive home, she remembered that Cordero punched her face repeatedly."I grabbed the steering wheel and yanked it on the freeway," she said. "He [Cordero] got off at the next exit, and I ran into the Denny's."She then had her father pick her up at the restaurant in San Clemente. The following day, she said she went into a hospital to take a drug and rape kit.Another accuser said last fall, she and Cordero went on what started as a nice first date. But she ended up unconscious and woke up in pain."I noticed welts on the back of my butt, I guess," she said. Tearing up, she said she was too embarrassed to report the incident because the two continued to date. After they broke up, she said she read an article about Cordero and his alleged victims. That is when she decided to go to the police and tell her own story."He choked me until the point where I couldn't breathe," she said. "And I asked him to stop." "And what did he say?" prosecutor Martin Doyle said. "That he could end me right then and no one would know," she replied.
