UNITED NATIONS, Dec. 11 (Xinhua) -- Countries should implement the core tasks in social development in a comprehensive and balanced manner based on their national conditions, said a Chinese envoy here Friday.

On top-level design, China's 13th Five-Year Plan for 2016-2020 clearly lists innovation as the number one driving force for growth. China will encourage entrepreneurship and innovation, including scientific, cultural and business innovation.
China aims to cut carbon dioxide emissions per unit of GDP by 60 to 65 percent from 2005 levels by 2030. It has pledged a 20-billion-yuan (3-billion-U.S. dollars) fund to help other developing countries combat climate change.
