SAN DIEGO (KGTV) -- Forbes has released its list of America’s best employers of 2018 and two San Diego employers made the list.Both Qualcomm and the County of San Diego made the list coming in at 111 and 268.According to Forbes, Qualcomm employs more than 30,000 people and the County of San Diego employs over 20,000 people.Qualcomm made headlines recently after news that President Trump blocked Broadcom’s 7 billion bid to buy the company citing national security concerns. SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) - Flooding from a fire service line threatened Wednesday to buckle a portion of a North Park street, blocks from the sites of several significant pipe breaks.The rupture was reported about 4:30 a.m. at the intersection of Polk Avenue and Kansas Street. The road buckled about 12 inches and water spilled onto half the roadway.Within an hour, the water department reached the scene to evaluate the situation. A city spokesperson tells 10News the break was on a fire service line, the pipe connecting a fire hydrant to a water main. They also said no one is without water, and that the break would be repaired the same day. SAN DIEGO (KGTV) - Frank Zamarron, 26, credits his Apple Watch for saving his life.“No warning signs, no pain no nothing,” Zamarron.  “All to know is that my Apple Watch started going off.”It was a Monday night in March, and his watch was alerting him something was wrong.“My heart-rate is elevated, and I'm just sitting at home watching TV relaxing from a long day at work,” he said. “After the fourth alert, I was like okay, something is not right. Time for me to a go to the hospital.”It was a decision that saved his life. It turns out, Zamarron contracted cellulitis, a skin infection, on his right leg. Soon after doctors started treating him, his leg began to blister.“Apparently your body is reacting to the infection trying to fight it off, doing everything it can, raising your heart rate,” Zamarron said. “They said it could have been fatal in a certain situation. Depending on how I treated it. Typically you would take pain pills or something and call it a day.”Zamarron spent seven days in the hospital.Doctors told him his weight might have contributed to the infection. Zamarron is now focused on staying active and getting healthier. 1223
