IMPERIAL BEACH, Calif. (KGTV)— The San Diego Sheriff’s Department is looking for a mother of two accused of stealing thousands of dollars from her children’s school. Last week, the department’s financial crimes division issued a public warrant for 30-year-old Kaitlyn Faith Birchman for felony embezzlement.Birchman was the President of the Imperial Beach Charter School’s PTA, until she was voted off the board in March. Months before, board members said they began noticing a lack of funds.“There were thousands of dollars that hadn’t been paid,” current PTA treasurer Elizabeth McKay said. McKay told 10News, she began connecting the dots last year when vendors from previous years continued to bill the PTA saying they hadn’t gotten paid. That’s when McKay, a former Coronado Police Department Sergeant began investigating. When she contacted the bank, they told her their account no longer existed. "We were very lucky that the bank was willing to work with us to put together a paper trail,” McKay said. “The checks she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial beach or had anything to do with a PTA event."In March, the board confronted Birchman. They had a Sheriff’s Deputy come to the board meeting to explain exactly what “embezzlement” meant."She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay."At the end of the meeting, Birchman was removed from the Board.Now the Sheriff’s department is looking for the woman they said stole directly from kids, forcing the PTA to cancel students field trips and special events. “I want her to think about her own kids. She needs to at this point, make things right by taking responsibility of her actions,” McKay said. “That's the best lesson that she can teach her own children. And to make herself a better person from here."Birchman’s children no longer attend Imperial Beach Charter school. McKay said with the generous support of the community and a large donation from General Mills Box Tops, this school year, the PTA is financially stable again. In a state that has had instances of young black men being shot by police while handling a BB gun, one officer in Ohio was thankful he did not pull the trigger on an 11-year-old he spotted carrying a BB gun. According to the Columbus Division of Police, Officer Peter Casuccio was dispatched to a scene on Saturday to a gun run. When he arrived, Casuccio found an 11-year-old carrying a BB gun as he was walking with a 13-year-old companion. At the scene, Casuccio expressed his frustration that he nearly shot the unidentified 11-year-old. The exchange was captured on Casuccio's police-issued body camera. "This is getting kids killed all over the country," Casuccio said.Casuccio explained to the boy that police got a call of a boy matching the 11-year-old's description holding a gun. "I didn't show anybody it,' I was just holding it like this," the boy said."You can't do that," the officer responded. "That thing looks real.""Do you think I want to shoot an 11-year-old? Do you think I want to shoot a 13-year-old? Do I honestly look like the kind of dude who wants to shoot anybody?" Casuccio said. "But do I look like the type of dude who would shoot somebody?"The boys respond, "Yes, sir." Casuccio then explains the incident to the 11-year-old's mother. "I pulled up and I’m not gonna lie, I drew down on them. He freaks out and he starts to pull the gun out of his waistband," the officer told the mother. "He could have shot you for that, you know that?” the mother could be heard saying. "He dropped it real fast, and I didn't know it was a BB gun until hit the sidewalk," Casuccio said.In recent years, Ohio has had several notable instances of police shooting young black men carrying BB guns as officers believed the weapons were real. Some of those incidents have led to protests in those respective communities. On Aug. 5, 2014, 22-year-old John Crawford III was fatally wounded after he was seen inside a Walmart in Beavercreek, Ohio carrying a BB gun. Officers Sean Williams and David Darkow were not criminally charged in connection to Crawford's death. Three months later in Cleveland, 12-year-old Tamir Rice was seen in a park "pointing a pistol" at people in the park. In the call to police, the witness did state that the weapon was "probably fake." Moments later, Officer Timothy Loehmann fatally wounded Rice. Loehmann was not criminally charged in Rice's death, but was later fired in 2017 after Cleveland Police discovered that he had lied on his job application. The City of Cleveland paid the Rice family a million settlement. In 2016 in Columbus, the same department Casuccio works for, Tyre King, 13, was shot and killed in the back by Officer Bryan Mason after police said King brandished an air gun. Mason was reportedly investigating a robbery at the time of the incident. A grand jury declined to charge Mason criminally for the shooting. There is a pending lawsuit by King's family against the City of Columbus.  3153

But if you look hard enough - something else is trying to take over.Limebike is a tech company that deals in two wheels.It's been a busy week for Colin McMahon, a manager at Limebike."On Friday we started rolling them out through all the weekend and now we are up to 200 bikes through operations," McMahon said.Limebike's mobile app is launching in Imperial Beach, its eighth city."A lot of curiosity so almost every time we brought a bike out of the truck people were asking what is this bike how does it work," McMahon said.Riders download the app, enter their credit card number and scan the back of the bike they want to ride.Even 4th grader, Jacquin Hallaway, can figure it out."I think it's fun that you can like rent a bike," Hallaway said.Unfortunately, not everyone has been behaving with the bikes.Someone in Seattle stuck one on a power pole but don't count out San Diego's shenanigans."There was one that was thrown off the pier. Fortunately, it was in shallow water so we were able to retrieve it," McMahon said.Limebike says roughly 10 bikes are out of commission and each one costs several hundred dollars.If the bike weighing 50 pounds doesn't stop you from walking off with it, the alarm that triggers after 20-30 feet will.Joseph Patterson, a Limebike retriever, said the app has become the talk of the town."I come out and I make sure all the Limebikes get back we don't have them blocking the sidewalk," Patterson said. "It's caught a lot of traction lately, everyone is starting to like them it's the talk of the town here."Limebike says they're doing their best to make sure they're not in the way but it's also how they build the brand."It's part of the allure, you see the bikes on the street," McMahon said. 1840
