RAMONA, Calif. (KGTV) - Piles of chicken carcasses, swarms of flies, and a horrendous stench are what neighbors around a Ramona egg ranch say they're struggling with daily. However, the County of San Diego told Team 10 that the ranch has fixed the problems. Yet neighbors say that's not true and if anything, it's gotten worse. The family that owns the ranch claims it's always working to ensure it's in full-compliance with the County's requirements. "We're actually getting whole limbs, chicken legs, skulls, and wings with the feathers still on them," says neighbor Sue Elliot. She describes for 10News all the waste that birds and other predators have swooped up from the huge Demler Brothers Egg Ranch and dropped around nearby homes. "You can smell it for a couple of miles down that way and down that way," adds neighbor Tony Lee. He explains that the stench comes from mounds of chicken manure on the ranch. Elliot adds, "They cover the tops of all of [the mounds] with shredded chickens and it's just red. It's just a sea of red." Neighbors sent 10News pictures that they say were taken last October, before the County did an inspection in November, after getting a complaint about dead chickens and manure. The photos show what neighbors say is raw, red meat, dumped on pile after pile, accessible to a bird or insect. "You've got to think, what disease is it carrying," Elliot asks. "It just depends on what kind of bacteria is cooking in that pile ya know? We don't know," says Lee. The ranch declined an on-camera interview but sent us this statement: “We are a small, family-owned, multi-generational farm that has always worked closely with San Diego County to ensure we are in full-compliance with all county regulations and requirements. We began our farm in 1974 when the area was very rural with more farms than homes. As is the case throughout California, as rural areas become more urbanized, new residents move to the area and demand changes to the way farmers and farms operate regardless of the impact those changes have on the farm or the rural lifestyle which drew the homeowners here in the first place. We are proud of our farm, and we will strive to be good neighbors as we continue our right to farm.” The County tells 10News that it issued a written notice after finding piles of composting ground chicken carcasses were not covered up enough to prevent flies and birds from getting in and flies were breeding. The ranch was also issued a violation notice and a warning letter related to its use of pesticides. The County now says the issues appear to have been resolved and the ranch told the County its taking new steps to minimize odors. Neighbors don't buy it. "I feel like I'm just about getting the run around," says Lee.In 2013, neighbors were concerned after a video surfaced that showed a worker at the ranch chasing hens, swinging at them with a stick. When hens stop producing as many eggs, they are routinely euthanized. In the case of Demler Brothers Egg Ranch, the hens were gassed with carbon dioxide, which is an accepted method. However, not all of the hens died.So, the worker's apparent solution was to use a stick. The ranch said it was outraged to discover its hens were mistreated by an employee of a third-party company. The ranch says that individual was terminated by the vendor.568Neighbors say that now the ranch has been disposing of waste irresponsibly, harming the environment. Property manager Brandon Scholten is seeing big price drops in some of his listings since COVID-19 hit.“We’re at ,040 but we started at above ,300,” Scholten said about a two-bed, two-bath townhouse in downtown Denver.Scholten, the owner of Keyrenter Property Management Denver, says some of his downtown rental properties are staying on the market 20% longer and that prices have dropped nearly 20% compared to the same time last year. And he believes the plummet is linked to the pandemic.“Especially with so many remote work options now,” Scholten said. “I think all of it is just going to push that pressure outward and you’ll see prices fall in the urban corridor.”What’s Scholten is seeing in downtown Denver is happening to other major metropolitan areas across the country.“The pandemic has shifted the demand for rentals away from these really expensive areas,” said Crystal Chen, a marketing manager with Zumper an apartment rental tracker.Zumper’s recent national rent report found one-bedroom rent prices in San Francisco fell nearly 12% year-over-year, the largest drop that city’s ever seen.Other major cities that saw decline in rent prices are New York, Boston and San Jose. Cities that reported some of the largest rent increases include Lexington, Akron and Anchorage.“It makes sense,” Chen said of the prices changes for rent. “Why would people want to pay a big city price tag if they can’t use the amenities and they’re stuck at home?”With more companies embracing working from home and more people looking to social distance, Chen says more renters are now leaving expensive big cities for cheaper surrounding areas.“Which we like to call the 'Brooklyn effect' since the important factors now are space and affordability,” she said.Space and affordability: two things New York City is not known for.“I’ll be honest, a lot of people are leaving,” said Lauren Feldesman, a real estate agent with Compass. “The number of lease break calls I get a week is astronomical.”Feldesman says she is seeing a huge surplus of downtown apartment rental inventory since coronavirus concerns swept the country.“It’s a tough situation,” she said. "People lost their jobs, they’re furloughed or they have their own businesses and their business is really shut down or has taken a huge hit.”While vacancy rates are going up in major metropolitan cities across the country, some downtown renters are seeing some financial relief.“People are now negotiating down 10, 15, even up to 20% of their rent because there is so many more vacancies now as than there was before,” Chen said.Without a vaccine, however, Chen predicts rental prices in downtown areas will continue this downward trend as the rental demand shifts from cities to the suburbs. 2757

RAMONA, Calif. (KGTV) - Residents in Ramona are worried that SANDAG's new transportation plan could put their lives at risk in the event of a wildfire.The proposed 2021 Regional Plan, which hasn't been approved and won't be voted on until November, would move tax money away from freeways like State Route 67, and put more emphasis on transit.People in Ramona say that worries them, because the 67 was jammed the last few times fires forced an evacuation."It took a couple hours to get down to Scripps Poway Parkway," says Ramona resident Paul Pakus, who had to evacuate during 2007's Witch Fire.In 2004, voters approved a measure on the ballot for a 40 year, half-cent sales tax to fund transportation projects, commonly called the "TransNet Tax." Part of the bill specifically mentioned State Route 67, as well as a handful of other freeways.When SANDAG unveiled their new transportation plan last month, they said Transnet tax money would now go to pay for transit projects instead of freeways. That means a proposed expansion of the 67 could be shelved if the plan is approved by the SANDAG Board."It's a bait-and-switch," says County Supervisor Jim Desmond, who sits on the Board. "People in Ramona are very sensitive to this. They want to make sure they're safe in a fire and they want to make sure that the infrastructure is in place to do that."SANDAG says the TransNet Tax ballot proposition included language that allows SANDAG to change where the tax money goes as priorities change over time.Executive Director Hasan Ikhrata says, even after just 11 years of the tax, it's clear San Diego needs to invest more in mass transit and less in roads. He says that's a necessity if the area wants to hit state and federal mandates for greenhouse gas emission."People need to give us a chance and time to put this forth. And once we do, I think they will be more pleased with what we're telling them," says Ikhrata.He also assured 10News that SR-67 would still be a priority."Safety will be addressed, period," he told 10News in an exclusive interview. "The 67 safety issue will take top priority."Ikrata added that the plan is still a work in progress and SANDAG wants feedback from the public. They have a "Vision Lab" at their downtown offices that people can visit to give feedback.They also plan to form an advisory council, made up of at least 10 industry experts and leaders, to help finalize the 2021 Regional Plan.
