SACRAMENTO, Calif. (KGTV) — California has become the third state to declare a state of emergency due to the threat of the coronavirus.Gov. Gavin Newsom told reporters Wednesday that the state is declaring a statewide emergency in order to take advantage of additional government resources. The declaration comes after developments that a California patient died of coronavirus after reportedly being infected on a cruise from San Francisco to Mexico from Feb. 11 to Feb. 21.The victim was an elderly adult with underlying health issues and was in isolation at the time of death, Placer County health officials said. The cruise ship that the victim had been on earlier is currently being investigated by the Centers for Disease Control and Prevention. Another passenger who is infected is in stable condition at a Sonoma County hospital.The ship is currently at sea, but testing kits will be flown out to its crew for passengers to be tested before the ship docks in San Francisco."There’s a reason that we didn’t want the ship in the Port of San Francisco and in the state of California at this time," Newsom said. The CDC is working to identify other passengers from the ship's previous trip and where they got off the vessel. RIPON, Wisconsin — An assistant professor at a Wisconsin college is getting national attention for the research she just published about a dog's empathy for its owner.The idea came to Ripon College's Julia Meyers-Manor when her collie tried to save her mom from a pile of pillows when she was just playing with her children.In her study, Meyers-Manor observed whether dogs would open a door if their "trapped" owner was on the other side crying or humming, and if so, how much of an effort they would make to "rescue" the person. She also recorded the dogs' heart rate variability.Meyers-Manor said dogs can "feel" your emotions. One dog named Molly rammed through the door and leaped into her owner's arms."If we're distressed they become distressed," Meyers-Manor said.The animals, however, had a hard time deciphering whether the human was being truthful."In the crying condition the dogs basically ran in, and if they did, they did it within 20 seconds," said the assistant professor.About 50 percent of the dogs rammed through the door. All these things that are part of the individualistic tradition that sometimes overlap with liberal values, and sometimes just that western culture.”But things are shifting in the Grand Canyon State.“I don’t think we can count it as a red state anymore, it’s not a blue state for sure either,” Hoekstra said.A Democratic presidential candidate has not carried the state of Arizona since Bill Clinton did so 24 years ago in 1996. However, Tuesday night’s election results show Arizona’s Republican preference is shifting. There’s heavy support this election for both Democratic presidential candidate Joe Biden, and U.S. Senate Candidate Mark Kelly. Both gaining major support in areas like Phoenix and Tucson, two of Arizona’s most populous areas.Several factors may be contributing to the political shift. Over the years, Arizona has become a hot spot for transplants from across the country, especially California, a largely Democratic-leaning state. About 60,000 Californians moved to Arizona in 3017 alone, according to Census Bureau data. Then there’s also Arizona’s growing Hispanic population.“The increasing Latino Latina population in this state that happens to be Democratic leaning and identify as Democrats,” Hoekstra said. And then there’s the young people.“The universities are huge and growing and the students seem to be more active.”That’s a change from the new residents Arizona is often known for attracting. “It was a haven for retirees and snowbirds,” she said. “People who don't really want to pay taxes and moved here for those reasons.”State voter registration statistics show a record number of registered voters in Arizona as of November 2020, with just over 4.2 million. For comparison, the state’s population is closing in on 7.3 million people as of last year. Of the registered voters, 35.24% registered as Republican and 32.20% as Democrat. Getting those voters to turn out, is another battle.“Just the candidates themselves mobilize people one way or another, or demobilize some people maybe, too,” Hoekstra explained. Robots are the latest in technology working to reduce the risk of COVID-19 at airports.A robot, called the "Breezy One," just started working at the Albuquerque International Sunport. It operates autonomously and can decontaminate a 100,000 square foot space in about 90 minutes.“We're working closely with chemical manufacturers who have created very effective and very safe chemicals that have been rigorously tested,” said Kimberly Corbitt from Build with Robots.“It's providing even a protective layer throughout the day, which is pretty exciting when you think about the robot leaving behind a protective layer that really helps people stay safe in these environments,” said Melonee Wise with Fetch Robotics.The robot's creators say the disinfectant it uses is registered by the Environmental Protection Agency, and has been tested and approved by multiple government agencies.The City of Albuquerque’s Director of Aviation, Nyika Allen, hopes the robots eases some concerns about flying.“Here with robots, we actually have the whole facility mapped out and we can see what it’s done, what it hasn't done, how long it took the robot and so we're actually able to guarantee the customer and the passenger that these spaces that they're touching in the airport are getting disinfected on a nightly basis,” said Allen.Allen says the custodians have been part of the process of bringing on the robot, and that it's not replacing any of them. Instead, it's making their job safer and letting them focus on other tasks.The robot's creators are in talks now to place them inside a large factory in the U.S. that's currently disinfecting there by hand.The Pittsburgh International Airport is another airport that recently started using a robot to clean. It's also autonomous but utilizes UV lights retrofitted on the airport's existing floor scrubbers.And in Grand Rapids, an autonomous robot that sprays FDA approved disinfectant is joining the airport there.Something else we're seeing more of now with the mask requirements for air travelers are vending machines for personal protective equipment in the airport. The machines were recently added in the Denver and Las Vegas airports.The future of travel is also expected to be more touchless.
