(AP) — A fire at an oil storage facility in the San Francisco Bay Area prompted a hazardous materials emergency Tuesday afternoon that led authorities to order about 12,000 people in two communities to stay inside with all windows and doors closed.Thick plumes of black smoke and flames filled the skyline around the NuStar Energy LP facility in Crockett, California, about 30 miles (50 kilometers) northeast of San Francisco."This is a very dynamic, rapidly evolving situation," said Capt. George Laing of the Contra Costa Fire Department. "We've got two tanks that are releasing chemicals that are still burning."The Contra Costa Health Department posted on Twitter that there was a "hazardous materials emergency" in the towns of Crockett, home to about 3,100 people, and Rodeo, population 8,700. (KGTV) - A woman in City Heights said she discovered a power cord connected to her building’s utility box, leading into nearby Swan Canyon.After pulling it up, she said it was connected to a power strip and phone charger. She suspects it was being used by homeless people who live in the canyon.The woman did not want to be identified, saying the transients in the area have been aggressive at defending their campsites. She’s worried about the safety of her and her young children, who often like to walk on the trails.She believes the cord wasn’t there for more than a day, though she claims neighbors have also sighted people using the outlet to charge phones.She said she’s worried less about her electricity bill than the potential for the haphazard wiring to spark fires in the dry open space.Her husband, who works for the property manager, put a new lock on the utility closet though she suspects it won’t last long. Companies can stop collecting employees’ payroll taxes starting Tuesday, September 1, after an executive order in early August gave workers a tax holiday.The deferral of payroll taxes applies to employees making less than 4,000 a year. Employees are taxed 6.2 percent that goes toward the Social Security Trust Fund and another 1.45 percent for Medicare.It’s a deferral because the payroll taxes are still due to the IRS by April 30, 2021, which they made clear in new guidance released last week with the US Treasury Department.What this means to employees: It depends on your employer. Starting September 1, employers can stop withholding taxes, but many business leaders have said they will not since the taxes will eventually be due. The decision is up to each company and is not required.If a company stops withholding payroll taxes, employees will have more money in their paychecks through the end of the year. Then on January 1, companies will need to withhold more from paychecks to collect all that is owed in April 2021.For employees making ,000 a year, the elimination of Social Security taxes would result in an extra per paycheck every two weeks. Assuming the employee has eight paychecks left in 2020, that would result in 2 in taxes deferred in 2020, which would be repaid in 2021. For employees making ,000 per year, those figures would be doubled.If an employee leaves their job before all of the appropriate taxes are collected, the guidance only states that companies can "make arrangements to otherwise collect the total applicable taxes from the employee."President Trump has stated he would “terminate” the tax if he was elected in November. COLUMBUS, Ohio — Slavery is still technically legal in Ohio, under one condition. After an effort by the Ohio Legislative Black Caucus to strip the language of slavery from the constitution in 2016, one state lawmaker is renewing the effort this year.While the Ohio Constitution of 1851 banned slavery in the state, it left open one exception. The constitution states: "There shall be no slavery in this state; nor involuntary servitude, unless for the punishment of crime."State Senator Cecil Thomas, a Democrat representing Cincinnati, is renewing the effort to remove the final six words — unless for the punishment of crime — from the constitution."What legitimate reason would you have that exception for unless you planned to use it for Ohio's future history?" Thomas asked the Statehouse News Bureau. To remove the language from the state constitution, Thomas' resolution must be passed by three-fifths of the state's House and Senate. Then, a statewide proposal to remove the reference to slavery would be put on the ballot.While the state Senate is planning to meet monthly, the House isn't scheduled to return to session until September. Thomas said the change should happen sooner rather than later.Thomas' proposal renews a 2016 effort by then-OLBC President, State Rep. Alicia Reece, to remove the language from the state constitution."No slavery, no exceptions," Reece said in a news release from 2016. "Over 150 years after our nation abolished slavery, there can be no acceptable circumstance for slavery in our state, and our constitution must reflect that. In 2016, this General Assembly should give Ohioans the opportunity to take slavery out of our state's guiding document."Reece's resolution was first introduced on May 25, 2016."Any form of slavery, regardless of the circumstance, is immoral and abhorrent and should not be condoned by the state constitution," said State Rep. CINCINNATI, Ohio — An Ohio man who falsely claimed in 2019 to be a long-missing boy received a mandatory two-year federal prison sentence on Tuesday after pleading guilty to aggravated identity theft.U.S. District Court Judge Michael Barrett gave Brian Rini, 25, credit for time served in jail, where Rini has been detained for nearly 21 months. That means Rini will be released from prison in about three and a half months.In April 2019, Rini told federal agents he was Timmothy Pitzen, an Aurora, Illinois, boy who disappeared at age 6 in 2011.Rini claimed he was also a sex trafficking victim who escaped from his captors.His lies prompted a massive federal, state and local investigation and raised the hopes of the Pitzen family, only to see them crushed again when the FBI soon exposed Rini's lie."I just want to say I'm sorry for what I've done and that I wish that I could just take it back," Rini said during a video hearing in Cincinnati. "I'm sorry for the family."Rini has twice before made bogus claims about being a juvenile sex trafficking victim and only admitted to the hoax this time after being confronted with the results of a DNA test, according to the FBI."He can't keep doing this. This is no way to live his own life and he really needs to think of the people that he hurts when he does this," said Assistant United States Attorney Kyle Healey, who prosecuted the case.Healey said Rini's lies prompted a major criminal investigation that pulled important law enforcement resources away from other cases, and caused "an enormous amount of unnecessary pain to the victim's family.""He needs to understand that when he tells lies like this it does cause damage.
