BEIJING, Nov. 17 (Xinhua) -- China and the United States issued a joint statement in Beijing Tuesday, promising that the two countries would "take concrete steps" to advance "sustained and reliable" military-to-military relations in the future.     "The two sides will actively implement various exchange and cooperation programs agreed between the two militaries, including by increasing the level and frequency of exchanges," according to the joint statement issued after Chinese President Hu Jintao met with visiting U.S. President Barack Obama.     The two sides commended the outcomes of the visit to the U.S. by General Xu Caihou, vice chairman of the Chinese Central Military Commission, in October this year.     Preparations would be made for the visit to the U.S. by General Chen Bingde, chief of the General Staff of China's People's Liberation Army, and the visits to China by Robert Gates, the U.S. Secretary of Defense, and Admiral Michael Mullen, chairman of the U.S. Joint Chiefs of Staff, the statement showed.     The goal of these efforts, according to the statement, is to improve the Chinese and U.S. militaries' capabilities for practical cooperation and foster greater understanding of each other's intentions and of the international security environment.     Obama is in Beijing for a four-day state visit to China that started in Shanghai Sunday night.

BEIJING, Dec. 2 (Xinhua) -- Heavy fog faded in most Chinese provinces after a cold front from Siberia moving south cleared up the sky on Wednesday. As a result, road, river and air traffic was finally restored after days of disruption in many parts of China.     Traffic on the Beijing-Hangzhou Grand Canal resumed at noon after 11 hours of closure, said an official from Yangzhou City of east China's Jiangsu Province Wednesday.     Nearly 100 vessels stranded in Yangzhou have entered the Yangtze River. Highrise buildings are seen shrouded by heavy fog at the financial district of Shanghai, east China, Dec. 2, 2009    But sea areas off Shanghai were still shrouded by heavy fog. In the first three quarters of this year, Shanghai Maritime Safety Administration reported 32 accidents in its administrative area, in which 13 vessels were wrecked and 20 people went missing. Direct economic loss was estimated at 39 million yuan (about five million U.S. dollars).     The administration reminded passing vessels to be ready for emergencies because of the bad weather.     Visibility in east China's Shandong Province rose to more than 1,000 meters. Delayed flights and closed highways had been resumed, said the provincial meteorological bureau.     However, the heavy fog staggered in east China's Anhui Province, north China's Shanxi Province and northwest China's Shaanxi Province on Wednesday.     Visibility was 200 to 50 meters in most parts of Anhui, where police had to reinforce traffic control on highways.     Two of the three flights canceled on Tuesday in Hefei City tookoff Wednesday, though some other flights were delayed.     Visibility in Shanxi was 100 to 20 meters on Wednesday. Flights at the Airport of Yuncheng in Shanxi were postponed.

CHRISTCHURCH, New Zealand, Nov. 1 (Xinhua) -- Chinese Vice Premier Li Keqiang on Sunday visited Canterbury University to open the second Confucius Institute in New Zealand.     Li said during the opening ceremony that cultural and educational cooperation are important parts of relations between China and New Zealand.     China has become the largest source of overseas students and the fastest growing source of international tourists to New Zealand, while people in New Zealand are taking a strong interest in studying the Chinese language and getting acquainted with Chinese culture, he said.     The new Confucius Institute, jointly founded by Canterbury University and China's Huazhong Science and Technology University, represents another achievement of the exchanges and cooperation between the two nations, Li said.     He said he hoped the institute would become a link between the two countries in cultural and educational exchanges. PARIS, Nov. 24 (Xinhua) -- The preparation for the 2010 Shanghai Expo has proceeded into exhibits arrangements and service operation as site constructions are mostly completed, China's representatives of Executive Committee of the Shanghai Expo announced here Tuesday in its last report of progress in the 146thGeneral Assembly of the Bureau of International Exhibition (BIE).     With less than six months ahead of the 2010 Shanghai Expo, all preparation on construction and operation are underway smoothly as scheduled, said Yang Xiong, the deputy director of the executive committee for Shanghai Expo and vice mayor of Shanghai.     Transportation infrastructures inside and outside the Expo site will basically finished by the year end and put into use by the end of next March. Supporting public utilities such as medical treatment, drinking water and communication are also steadily in progress, the report said.     Five permanent structures, namely China Pavilion, Performance Center, Expo Center Theme Pavilion and Expo Boulevard will be completed by the year ends. Twenty-six out of the 42 self-built pavilions of foreign participants have completed their structure and 37 out of 42 rented pavilions were accomplished. All the 11 joint pavilions have been completed by now.     By Dec. 1, over 3,400 rooms in apartments in the Expo Village and service apartments in the surrounding areas will be put into service, and the number will reach 6,700 at the end of the year and 7,100 by the end of next March, the report said.     "As major parts of the construction work has finished, we have shifted our focus to operation, such as service, exhibits arrangement and further design and organization of events and forums," Yang told Xinhua.     During the grand cultural events, about 20,000 sessions of various performances will be staged. Despite the tight fiscal condition, China beefed up the income and welfare enjoyed by the retirees and low-income residents, and unveiled the significant health-care reform in 2008, Wen told Xinhua in an exclusive interview.     "We will overcome every difficulty to well implement the health-care reform which has close bearing on people's health," he said.
