SAN DIEGO (KGTV) — Border water officials said Tuesday nearly 14.5 million gallons of sewage flowed into the U.S. from Tijuana after a body became trapped in a sewage system.The International Boundary Water Commission (USIBWC) said transboundary flows between about 9 p.m. on Saturday, Oct. 12, and 8 p.m. on Monday, Oct. 14, brought 14,497,873 gallons of treated and untreated wastewater from Tijuana into the Tijuana River Valley.Mexico's International Boundary Water Commission (CILA) informed their U.S. counterparts Sunday that a cleanup crew at a pump station discovered a body trapped inside one of the sewage intake screens, causing a backup and sewage to overflow.RELATED: San Diego leaders present plan to solve Mexican sewage problem"Police got involved and cordoned off the area preventing any activity in the crime area while the investigation continued. A body was trapped inside the intake screens. This caused trash to build up and plug the structure and overflow into the U.S.," the USIBWC's Dawi Dakhil said in an email.It wasn't immediately clear how the person became trapped in the system.The scene was cleared Monday and Mexico water officials rebuilt a temporary berm, or raised bank, to stop the overflow.The CILA pump station was operational as sewage flowed across the border, according to USIBWC.Last month, San Diego officials introduced a 4-million plan to the White House to address the flow of sewage from Mexico into the U.S. The centerpiece was a treatment facility that could process 163 million gallons of runoff per day, with the aim of reducing border sewage flow days from 138 to 12.Officials were reportedly looking into various sources to fund the project, which would likely require help from Congressional leaders.Days after the plan was presented, a broken water line in Tijuana sent a mix of potable water and untreated sewage across the border into the U.S. 1913

SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. Police say the responded to a crash on Broadway and North Avenue. Although the Altima wasn't involved in that crash, officers reported that they saw people getting into the vehicle who may have been involved in the crash.When officers tried to pull the Altima over, the driver sped away. SAN DIEGO (KGTV) — Coaster service through San Diego County will be unavailable for two weekends this month.To give crews time to complete infrastructure improvements along the rail corridor, North County Transit District announced Coaster service from Oct. 19-20 and 26-27 would be shut down.On Fridays before the closures, southbound Amtrak R2R trains A792 and A796 will make their trips to Santa Fe Depot, but Amtrak train A590 will stop at Oceanside Transit Center.During the service shut down, Amtrak Pacific Surfliner and Metrolink will not provide service to Oceanside Transit Center. Trips on connecting buses will need an Amtrak reservation. Amtrak bus services will also need an Amtrak reservation. Rail 2 Rail passes are not eligible.Bus service connecting Coaster stations will not be available, but some passengers may have BREEZE Route 101 or MTS connections available.While no passenger rail service will operate on the corridor during these times, other vehicles and equipment will be in use. SAN DIEGO (KGTV) - Campaign ads against San Diego District Attorney Summer Stephan over a backlog of rape kits to be tested were recently pulled from television.More than a hundred people stood on the steps of San Diego's Hall of Justice, showing support for Stephan, as she blasted her opponent's television campaign ads. The ads were paid for by the Justice and Public Safety PAC, funded by billionaire financier George Soros."We need your help to get the word out, San Diego is not for sale!"
