CHULA VISTA, Calif. (KGTV) - Chula Vista’s Police Chief and a city councilman hosted a public safety meeting in a community where most would think safety isn’t an issue.  Chief Roxana Kennedy and Councilman John McCann met with several residents Wednesday night at the Montevalle Community Center.“I feel the balance is like this:  Housing, people, lights, traffic, less parking and police protection and presence are here,” said Chula Vista resident Dianne Farsetta while holding one hand up and one hand down. “It is a little scary.  We want to be in a safe environment.”Community groups on Facebook and Nextdoor appear to post more instances of crimes throughout the communities of Eastlake and Otay Ranch. Farsetta said the city is growing faster than its police force.However, Councilman McCann says the crime in his district is still less than half the crime level in other Chula Vista districts.  Additionally, McCann said Chula Vista is still one of the safest cities of its size in the country.  Nevertheless, McCann and Chief Kennedy listened to the community Wednesday night.“We want to make sure that we’re working with our police and our community to continue to make it as safe as it is,” he said.Farsetta and several others want to see more police on the streets and a police substation on the city’s eastern side.  Headquarters is on the western side of the city.McCann said the city’s immediate need is more officers on patrol.  He added he wants a substation but that the estimated million price tag is too much for Chula Vista. 1598

CHULA VISTA, Calif. (KGTV) -- The Sweetwater Union High School District’s reopening plan for the 2020-21 was approved by its board Monday, with the school year set to begin Aug. 3 via distance learning.The district first announced its reopening plan during a meeting on July 23.From Aug. 3-Oct. 2, all classes will be virtual -- based on public health orders issued by the state.To start the year, while distance learning, students will be on a daily block schedule. Students will have three classes a day with 30-45 minutes of face time with their teacher and 45-60 minutes of class spent as independent study.Devices for distance learning will be available for all students. The district’s plan indicated a July 29-31 window for device distribution.Attendance will be monitored and grades “will be based on mastery and course completion requirements.”During the school year, the district plans to evaluate the possibility of a return to in-class instruction on three dates:-- Sept. 21: District will assess whether distance learning will continue after fall break.-- Nov. 30: District will assess whether distance learning will continue into second semester or potentially bring 10% of students back to schools.-- March 1: District will assess whether distance learning will continue through the end of the school year.If in-class instruction is allowed, all schools will have safety protocols in place that will be monitored.The reopening plan notes all afterschool programs will be virtual.All fall sports are postponed until at least mid-December, based on CIF guidelines.Click here to view a draft of the Sweetwater Union High School District's full reopening plan 1678

(KGTV) - The boy who was caught on camera refilling an empty candy bowl on Halloween has been identified.His name is Ty’evon Walker, an 11-year-old from Paradise Hills.10News first aired the surveillance video the day after Halloween, but Walker, who was dressed as Harry Potter, was unidentified at the time.He and his two friends approached the home on Baywood Circle in Chula Vista only to find the bowl of candy outside had been emptied.Surveillance video showed a group of greedy children had come by earlier and emptied the entire thing.RELATED: Chula Vista couple brought to tears by Halloween HeroWalker was being supervised by his friend’s mom, who dumped some candy from her purse into the bin.Walker and his friends left, but came back a few minutes later. That’s when Walker was seen walking back to the bowl and dumping a bag of candy inside.“I felt bad,” he said. “[We] put it all in there and walked off and we were like ya, today we did a good deed.” 993

CHULA VISTA, Calif. (KGTV) - The City of Chula Vista is launching a new pedestrian safety initiative after seeing a sharp increase in fatal crashes last year.According to the Chula Vista Police Department, nine pedestrians were killed in 2017 on city streets. That’s up 125% from 2016.In the first three months of 2018 there have already been three fatal pedestrian crashes, a 200% increase from the same period last year. Police say it's the first time in four years they’ve had more than one pedestrian killed within the first quarter of the year.The map below shows those killed in auto-pedestrian crashes between January of 2017 to March of 2018. In an effort to combat the trend and educate the public, the city unveiled a new campaign on Thursday called “Stay Safe Chula Vista.”To kick off the program they have named April as “Pedestrian Safety Awareness Month.” The Chula Vista Police Department along with the Fire Department and Department of Traffic Engineering will be working together on enforcement and education.CVPD will have increased patrols targeting both drivers and pedestrians who violate traffic laws. Along with the ticket, violators may also relieve pamphlets with information on the “Stay Safe Chula Vista” campaign. Of the nine fatal collisions in 2017, CVPD said pedestrians were found to be at fault in seven of them.The announcement came a little over a month after a 90-year-old man was killed while crossing the street.RELATED: 90-year-old dies hit, killed by two cars in Chula Vista Police say the man was crossing East H Street when he wasn’t supposed to when he was struck and killed.Similarly, in January of 2018, a 94-year-old man was hit and killed on the 1500 block of Third Avenue. (KGTV) -- Police in Chula Vista say an 8-year-old boy who went missing from Heritage Elementary School was found safe Wednesday afternoon. Police have yet to say where exactly the boy was found or when he went missing. A San Diego Police Department Helicopter could be seen in the Otay Ranch area searching for the young boy. 368
