SAN DIEGO (KGTV) — City Councilman Scott Sherman is throwing his hat in San Diego's race for the next mayor.Sherman (District 7) pulled candidate intention papers this week, signaling his impending run in 2020, according to documents.Sherman becomes one of the only GOP candidates in the race to replace Mayor Kevin Faulconer, who's also a Republican. SAN DIEGO (KGTV) -- As COVID-19 cases continue to surge across California, many San Diego County businesses are struggling with the latest restrictions. Richard Bailey, mayor of Coronado, is now asking California Gov. Gavin Newsom to reconsider the latest stay-at-home order.Bailey called the order inconsistent, arbitrary, and ineffective."Shutting down businesses that are not contributing to the spread of COVID will not reduce the number of cases, will not reduce the number of hospitalizations, but it will put tens of thousands of people out of work," said Bailey.Restaurants can no longer offer outdoor dining and playgrounds are closed. Personal care services, hair salons, and barbershops are just some businesses that have to shut down for three weeks. Bailey said while COVID-19 cases and hospitalizations rising should be taken seriously, some of these closures don't make sense."We should all have a really firm understanding of what our risk level is based on our own demographics and our own underlying conditions. There's no data to support that outdoor dining is a significant risk for transmission," Bailey said.In the letter sent to Newsom on Monday, Bailey asked for a reconsideration of the latest health order based on data specific to San Diego County and a new public health strategy."We should treat citizens like adults and put in place recommendations that really emphasize all the best practices that will slow the spread," he said.Dr. Mark Ghaly, the state's Health and Human Services Secretary, explained Tuesday that only 10 percent of ICU capacity is currently available in the Southern California region, which San Diego County falls into."The transmission is now so widespread across our state that most all nonessential activities create a serious risk for transmission," said Ghaly.He said part of the regional stay-at-home order is based on our experiences with flattening the curve earlier this year and the success of other countries that implemented similar shutdowns."Belgium, when they imposed a nationwide closure, the positivity rate in just three weeks fell from 21 percent to 8 percent," said Ghaly.Bailey said there should be a better plan to slow the spread without causing significant harm to small businesses along the way."They're picking winners and losers, and unfortunately big businesses are the winners, and small businesses that can barely afford it are becoming the losers," said Bailey.In the meantime, Bailey is encouraging business owners to follow the state orders, so places like salons and restaurants don't lose state licensing."We're really just trying to help businesses be compliant to the state order," he said.Newsom has yet to respond to Bailey's letter. 2733

SAN DIEGO (KGTV) - Construction is underway on upgrades to Pacific Beach Middle School. The campus will get a new 2-story building, featuring 26 state-of-the-art classrooms, as part of a "Whole School Modernization" project.Other aspects of the project include renovations to the existing cafeteria and library media enter, as well as a new HVAC system for the auditoriums and science classrooms."We'll have classrooms that represent 21st-century learning spaces," says SDUSD Facilities Communication Supervisor Samer Naji. "You're talking about flexible furniture so that the students and teachers can be creative with the way they use their spaces. You're talking about state of the art technology, voice amplification systems, smart boards that the teachers and students can all use."The administration offices will also be moved to a different part of campus, creating a more easily identifiable entryway for visitors."Right now it's a large priority for the campus that we have a secure entry," says Naji. "This ensures that, during the day when kids are in class, there's only one way in and one way out of campus."Security has been at the forefront of many SDUSD projects in the wake of school shootings across the country. District officials say they want to make sure all campuses only have a single entry for visitors. The new layout at PB Middle School will accomplish that goal.The building opened in 1931. Over the years, upgrades and expansions brought it to its current 13.8-acre footprint.Money for the project is coming from voter-approved Propositions S & Z. As part of the renovation, the current two-story library & classroom building will be torn down. Demolition begins in July. The work will be done in two phases, so the school can keep enough classrooms on site to accommodate students.Unfortunately, some of the murals on the current building will be lost in the demolition. The school's principal says they want to work with students and community members to design new murals for the new building.In 2017, SDUSD completed work on a new joint-use athletic field at the Middle School. SAN DIEGO (KGTV) - Cara Knott's family has written a letter to Gov. Gavin Newsom asking that Craig Peyer remain behind bars.In December 1986, Peyer -- then a California Highway Patrol officer -- pulled over Knott on Interstate 15 in the Rancho Penasquitos area. Peyer beat Knott, strangled her, and threw her body over a bridge.Peyer was eventually convicted of killing the 20-year-old San Diego State student in 1988.Peyer's next parole hearing isn't until 2027, but in their letter to the governor, Knott's family says they've learned inmates are being released from Peyer's prison because of COVID-19.“This is precisely NOT a person who deserves to be released early from prison for humanitarian reasons. Officer Peyer showed NO Mercy when he murdered my sister," Knott's sister wrote in her letter to the governor.ABC 10News reached out to California Department of Corrections and Rehabilitation for clarification.
