SAN DIEGO (CNS) - Virulent Newcastle disease was detected this weekend at a property in central San Diego County, a state veterinarian said Sunday. Friday's detection was identified when a private veterinarian submitted dead birds to the California Animal Health and Food Safety Laboratory System, according to state veterinarian Dr. Annette Jones. Response team members from the California Department of Food and Agriculture and the U.S. Department of Agriculture are working through the Labor Day weekend on control measures, including restriction of bird movement, mandatory euthanasia of infected and exposed birds, and surveillance testing near the property where infection was detected. "We are moving quickly to investigate the origin of disease as well as any movement of birds or equipment that could carry infection," Jones said in a statement. Detections of virulent Newcastle disease have decreased greatly over the last few months, she said. "Our priority remains to stop the spread of the virus and eradicate the disease," Jones said."We have made significant progress toward this goal by identifying and clearing remaining pockets of disease, but this case reminds all bird owners in Southern California to remain aware of VND signs, practice good biosecurity, stop illegal movement of birds from property to property, and report any sick birds immediately to the Sick Bird Hotline, 866-922-2473."Members of the 'home flock' community encourage keeping your birds where they are, wash your hands, change your clothes and shoes after contact with the birds to prevent the spread of the disease. The disease put California on a quarantine, keeping businesses from buying new chickens, leaving cages empty. The incident, according to CDFA, started May of 2018.Chickens and chicks were not at the San Diego County fair this year, according to Heather Thelen, Owner of Hawthorne Country Store, due to the outbreak.Symptoms owners should look out for:Sudden death and increased death loss in flock;Sneezing, gasping for air, nasal discharge, coughing;Greenish, watery diarrhea;Decreased activity, tremors, drooping wings, twisting of head and neck, circling, complete stiffness; andSwelling around the eyes and neck. The disease does not affect meat humans consume. People can catch the disease through touching a chicken's bodily fluids, and a person could come down with mild flu symptoms. 2406

SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. RELATED: New round of complaints on high water bills"We needed to change the culture and make sure that all these issues were addressed," said Johnnie Perkins, San Diego's deputy chief operating officer. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. The city auditor is currently monitoring the progress.RELATED: Audit shows City sent thousands of faulty water billsBut Rodney Fowler Sr., who heads the union that represents meter replacement workers, said the changes aren't addressing obvious issues: The department is understaffed, and the vehicle fleet is unreliable. "They're 10 years old," said Fowler Sr., president of AFSCME, AFL-CIO Local 127. "A private contractor would never use a service vehicle 10 years because it starts to cost them money."Perkins said the city could contract out for workers to address the backlog, and is currently assessing investments in new equipment.RELATED: City to begin building alternative to SDG&ECity Councilman Scott Sherman, who chairs the audit committee, said the issue is not as simple as staffing and equipment. "It needs to be a give and take," he said. "We need to do some of those things that the unions want to do, and they need to do some of the things that we want to do." 2107

SAN DIEGO (KGTV) -- A field trip to one of San Diego County’s beaches is making waves on social media after underprivileged children were taken to the beach in a San Diego County Sheriff’s Department bus. Pictures posted on social media show the kids being taken to Del Mar Beach in the bus Thursday. One parent told 10News she was upset when she found out how her child was taken to the beach.“It just doesn’t look right. It just puts us in an awkward point of view,” said Kimberly Steele. "I feel like they would not transport children from La Jolla on a bus like that."According to STAR/PAL, the nonprofit organization that put on the field trip, the trips are meant to foster a relationship between the community and law enforcement. The group is made up of civilian and law enforcement personnel including baseball, soccer, and surf programs. “The message has never been ‘you’re gonna be on a bus that’s used for anything negative,’” said Claire Leveau, Executive Director of the organization. SAN DIEGO (CNS) - Two pregnant women in San Diego County have been hospitalized due to flu complications, the county's Health and Human Services Agency announced Wednesday. A 40-year-old woman spent 16 days in the intensive care unit and a 30-year-old woman spent nine days in the ICU. Both women were unvaccinated, in their third trimesters and contracted influenza A. According to the Centers for Disease Control and Prevention, pregnant women have some of the highest risk of developing flu complications if they remain unvaccinated. “That is why they're one of the groups for which vaccination isextremely important," said Dr. Wilma Wooten, the county's public health officer. "Changes in the immune system, heart and lungs during pregnancy make pregnant women (and women up to two weeks after delivery) more susceptible to severe illness from the flu, which could require hospitalization." Officials from the CDC and the Health and Human Services Agency suggest that pregnant women receive the flu vaccine at any point in their pregnancy. However, the nasal spray flu vaccine is not recommended for pregnant women. Flu cases in the county ticked up during the week of Dec. 9-15, according to the county's weekly influenza report. Confirmed flu cases totaled 290 compared to 199 the previous week. The county's overall total of confirmed flu cases is at 940, well behind the 1,641 cases at this time last flu season. Everyone 6 months or older is recommended to get the flu vaccine each year. In addition to pregnant women, health officials strongly advise the vaccination for people with a heightened risk of serious flu complications, like people older than 65 and people with chronic conditions like asthma and diabetes. County residents can get vaccinated at doctors' offices, retail pharmacies, community clinics and the county's public health centers. Residents can also call 2-1-1 or visit the county's immunization program website, sdiz.com, for a list of county locations administering free vaccines. 2021
