WASHINGTON, April 13 (Xinhua) -- Chinese President Hu Jintao on Tuesday called for concerted action by all countries to enhance nuclear security while stressing the need to properly address the challenge."The potential threat of nuclear terrorism cannot be neglected and the risk of nuclear material diversion and illicit trafficking is on the rise," Hu said in a speech delivered at the Nuclear Security Summit here.In the speech, Hu put forward five proposals on ways to strengthen nuclear security.First, the Chinese president said, all countries need to honor their commitments and responsibilities by adopting effective measures to secure nuclear materials and facilities.Chinese President Hu Jintao attends the first plenary session of the Nuclear Security Summit at the Washington Convention Center in Washington, April 13, 2010.Second, Hu said, they should consolidate the existing international legal framework on nuclear security, which consists of the Convention on the Physical Protection of Nuclear Material and International Convention for the Suppression of Acts of Nuclear Terrorism.Hu's third proposal is to strengthen international cooperation by sharing experience, exchanging information and cooperating on law enforcement.Fourth, he said, there is a need to help developing countries enhance their nuclear security capacity. SHANGHAI, May 11 (Xinhua) -- Chinese officials and experts Tuesday suggested the nation's steel producers set up plants abroad to avoid a rising number of international trade barriers.Opening steel mills in regions with abundant raw materials and strong market demand abroad would be easier than exporting steel products, as it would bring tax revenues and employment to the areas, Jia Yinsong, an official with the Ministry of Industry and Information Technology, said at an international trade fair for the steel tube industry in Shanghai.China's steel pipe exporters had been frequent victims of protectionism, said Wang Zhenfu, vice director with the Fair Trade Bureau of Import and Export of the Ministry of Commerce (MOC).Data from the WTO showed China's steel producers were named in 29 trade disputes since 2007, involving products valued at 6 billion U.S. dollars.The most serious, in which the United States imposed in April anti-dumping duties ranging from 30 to 99 percent on Chinese steel pipes imports used in oil and gas wells, had curbed steel tube exports to the U.S. by more than 80 percent, said Wang.According to the U.S. Department of Commerce, 37 Chinese firms received a final dumping rate of 29.94 percent, and all other Chinese exporters were subject to a final dumping rate of 99.14 percent.Wang warned of a risk of losing the U.S. market as the U.S. government was mulling further anti-dumping investigations against Chinese steel pipe exports.Jia said Chinese enterprises should be aware of the significance of transforming from production exports to capacity exports.At present, domestic steel enterprises were mainly focused on acquiring mineral resources abroad, but that would become more difficult given global commodity price hikes fueled by a booming market, said Jia.The costs of energy, raw materials, shipping and rising trade protectionism and pressure for China to appreciate its currency would pose challenges for Chinese exporters, according to a survey conducted by the Ministry of Commerce last month.Jia said a few of Chinese steel firms, such as Wuhan Iron and Steel Group, had invested in capacity exports. Wuhan Iron and Steel, China's third-biggest steelmaker, announced on April 19 it would team up with Brazil's LLX Logistica S.A. to build a steel plant with an annual capacity of 5 million tonnes in Brazil's Acu Super Port Industrial District.Besides focusing on the U.S. market, Chinese steel firms should step up efforts to tap into emerging markets such as South America and the Middle East, said Wang.Chi Jingdong, vice secretary general of China Iron and Steel Association, encouraged domestic steelmakers to learn from Japanese counterparts, who followed automobile manufacturers abroad, providing with matching steel products from their overseas mills.

UNITED NATIONS, April 21 (Xinhua) -- China's national flag on Wednesday was flying at half-mast at its permanent mission to the United Nations to mourn Yushu earthquake victims.In a solemn ceremony at the mission's residence in New York, the entire mission staff and some staff members of Xinhua News Agency observed a minute of silence to mourn the victims of the 7. 1-magnitude earthquake in northwest China's Qinghai Province.Chinese Ambassador Li Baodong told reporters that after the earthquake, the international community has extended sympathies and condolences to the Chinese government and people, and expressed support for and spoken highly of the government's swift and effective earthquake relief efforts.In their letters to Chinese President Hu Jintao, UN Secretary- General Ban Ki-moon and UN General Assembly President Ali Abdussalam Treki highly commended the Chinese government for its timely and effective measures in the earthquake relief process, Li said.The UN leaders also expressed deep admiration for Hu and Premier Wen Jiabao's decision to shorten overseas itinerary or postpone planned visits to join the people in the quake zone, Li said.The representatives of many other countries' missions to the UN, as well as the heads of some international organizations, also expressed their sympathies and support for China, he noted.The Chinese staff working at the United Nations also made sympathy calls and offered donations to support disaster relief effort, the Chinese ambassador added.

BEIJING, April 23 (Xinhua) -- The Chinese government is "trying its best" to look for families for orphans in the Qinghai quake zone while trying to give them special care, according to the Ministry of Civil Affairs."Among all people in the quake-hit areas, children whose parents were killed during the quake are in the most difficult situation and need special care," said an unnamed official with the ministry Friday.Government organizations and social groups would work together to care for the orphans.The ministry said it would seek adoptions for all orphans in the quake zone as soon as possible, and would "fully respect" the children's preferences and the traditions and habits of ethnic children.Six children were reportedly injured in the quake when a four-story orphan school collapsed. A total of 220 students are living in tents.The total number of orphans in the quake zone is not available.According to the ministry, social welfare organizations in Xining, capital of northwest China's Qinghai Province, have set aside more than 300 beds for orphans and children whose parents or other family members have not been contactable since a 7.1-magnitude quake hit Yushu, Qinghai, on April 14.The ministry also planned to mobilize help from other regions if Qinghai had difficulty settling the orphans.Previous reports said SOS Children's Villages in Chengdu, Urumqi, Beijing and Tianjin would contact with the civil affairs department in Yushu and prepare for the arrival of orphans.The central government and Qinghai authorities would jointly provide each orphan with a monthly financial support of 1,000 yuan (146 U.S. dollars) for three months from April.In addition, figures from the ministry show that a total of 56,000 tents had reached the quake zone as of Friday evening, along with 117,000 coats and 208,000 quilts among other daily necessities and relief materials.The quake in Tibetan Autonomous Prefecture of Yushu has left 2,187 people dead and 80 missing. Among the 12,135 injured, 1,434 were in serious condition.
