SAN DIEGO (KGTV) -- Frustrated business owners in the Midway District say an old strip club was a better neighbor than the current property owner, which happens to be a church. The Rock Church bought the strip club, formerly known as The Body Shop, in August of 2018. Now, businesses say nothing has changed except there’s now more trash and drugs. Neighbors say they want the church to clean it up. Noor Shamoon comes to work at Navis Pack and Shop to a very unwelcome sight. “Food, trash feces on wall, on our vehicles.”He says it’s a foul odor and claims people who hang out in the area vandalized the businesses work truck. Employees at the Midas muffler business across the street also say trash and loitering have become huge problems. “We're trying to run a business and it's hard when you have that across the street,” said Gary Stricker. People who work in the area say prostitution is rampant as are drugs. One man reportedly overdosed recently. “I think he maybe shot up some kind of drug or something. We were concerned about him so we called an ambulance,” Stricker said. When The Rock Church dropped the banner over the “nude girls” sign at the former strip club, they promised to clean up the neighborhood. Since the church purchased the property for .3 million, they haven’t touched it. "I hope they do something about that to clean the place up you know,” Stricker said. SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. Hernandez tells 10News she's not looking for a new place to live, but if she were ever forced to make a change, she feels more secure knowing it easier to find somewhere to live."It will help people put roots down into a place," Hernandez said. 3792

SAN DIEGO (KGTV) - Following a four-month-long sting known as "Operation Red Beard," dozens of people have been arrested for selling drugs in East Village.Thirty-two arrests have been made so far. The District Attorney’s office announced the arrests were made in multiple locations within a one-mile radius. The largest bust locations were on K Street and 17th Street, each with at least nine arrests. The D.A.’s office and the San Diego Police Department joined forces in April to launch Operation Red Beard after residents complained of the among of drugs being sold in the area. SAN DIEGO (KGTV) - Each year around this time, we marvel as gray whales make their way from Alaska down to Baja, Mexico, to give birth. However, this year's migration started late. "This year, with the migration being so late, a lot of the moms aren't actually making it to the lagoon before they give birth. So we're seeing a lot of these pregnant females giving birth on the migration this year," said Captain Domenic Biagini, founder of Gone Whale Watching San Diego.While the migration is late, Biagini says the whales look much healthier than last year, when many died. "Likely these whales spent a little longer feeding this year to make up for what they didn't get last year, and with less sea ice than normal, they're able to actually go further north looking for food, which then also makes the migration longer," said Captain Dom. Biagini says the calves aren't strong enough to dive, so he's already seen close calls with private boaters speeding by. "The problem is a lot of these grays, especially the moms with babies, are intentionally trying to keep a low profile and people aren't realizing that they're there as they're flying through thee areas. So it's really crucial to be conscious of your speed and surroundings during gray whale season," said Biagini.He says while the newborns are more vulnerable, the moms do a good job keeping a low-profile.They should arrive at their destination in a week or two. 1433

  

SAN DIEGO (KGTV) - Dog owners who live in Normal Heights are worried about the future of the off-leash dog park at Ward Canyon.Earlier this month, signs appeared saying the large-dog area would be closed through the end of March 2020. People who use the park say it's because a few neighbors complained about the noise to the local Advisory Committee.Because the large-dog area is closed, all sizes of dogs have been sharing the small-dog area next to it."It's really crowded," says dog owner Christina Ardon. "When people get off work, everyone's over here. It's a little bit of a madhouse.""It's intimidating to smaller dogs," says Jason Douglas-Hiley. "They won't come into the park because they're afraid of the large dogs harassing the smaller dogs."Meanwhile, the City of San Diego has plans to renovate the entire park. Renderings show the area where the large-dog park currently sits would be turned into a community garden. The small-dog park would be expanded.But, City Councilmember Chris Ward's office says there is no funding for that project, and no timetable for when it could be added to the budget.People who use the park say they're afraid it will disappear while the project sits in limbo."To have to wait 2-5 years for them to construct a new park is a lifetime for a dog," says Douglas-Hiley.Park supporters have started a petition, asking the city to safeguard the small-dog area and also fence off a different portion of Ward Canyon for large dogs to use. They're also encouraging people to go to the Adams Recreation Advisory Group meeting on October 22 to voice their concerns.The meeting is at 6 pm, at the Adams Recreation Center (3491 Adams Avenue). 1685
