TOKYO, May 1 (Xinhua) -- Japanese Prime Minister Yasuo Fukuda met on Thursday with 10 representatives of Chinese students studying in Japan, delivering friendly messages before the upcoming visit of Chinese President Hu Jintao to Japan.     "We warmly welcome President Hu to Japan," said Fukuda in the talks with the Chinese students at his residence.     He said that despite some problems in bilateral ties, he hoped that the Chinese students will, under whatever circumstances, recognize the importance of Japan-China relations and strive for their development.     China is a major power in the world, and the performance of a major power has direct bearing on world stability, said the Japanese prime minister, adding that Japan hopes to foster a relationship with China that helps make joint efforts for world stability. DUSHANBE, Aug. 28 (Xinhua) -- Chinese President Hu Jintao and his Kyrgyz counterpart Kurmanbek Bakiyev on Thursday agreed to promote cooperation of the two countries in various fields.     During a meeting with Bakiyev here, Hu said "The consensus reached between us during my visit to Kyrgyzstan last year to fully deepen the mutually beneficial cooperation in all areas has been orderly put into practice, and bilateral ties have made new progress."     China attaches great importance to its ties with Kyrgyzstan and regards Kyrgyzstan as an important partner in Central Asia, he added.     Hu urged the two sides to well implement bilateral cooperative programs in the building of roads and railways, and to promote business at land ports to deepen bilateral trade and economic cooperation. The SCO, founded in 2001, groups China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.     After paying a state visit to Tajikistan and attending the SCO summit, Hu would fly to Turkmenistan on Thursday night. He has already visited the Republic of Korea, the first-leg of his three-nation tour in Asia.

TIANJIN, Sept. 28 (Xinhua) -- Chinese Premier Wen Jiabao has urged Tianjin Municipality in north China to step up opening and reform of its Binhai New Area.     Wen made the remark during his inspection tour in the coastal municipality on the sidelines of the 2008 Summer Davos Forum which was held here on Saturday and Sunday. In all, it is 2,270 square km and has a population of 1.4 million.     Lying between China's capital and the Bohai Gulf, the area has been decided by the State Council, or the Cabinet, to be one of the key economic powers in the country.     Taking an intercity high-speed railway shuttle from Beijing, the Premier asked the administrators of the shuttle line to provide a safe, fast and convenient service for people living in the two cities.     After arriving at the Binhai New Area, Premier Wen inspected some industry zones near the port. He was accompanied by Tianjin's Communist Party chief Zhang Gaoli.     Wen attended an opening ceremony for an assembly factory of the Airbus A320 model in the area.     "The Binhai New Area should take the advantages of various economic policies given by the central government and constantly improve its abilities of innovation and international competition," said the premier.     During his visit to the city, Wen also went to local households to convey his greetings of the National Day, which falls on Oct. 1.     When visiting a supermarket in the old community of Tianjin, Premier Wen asked the supermarket to ensure the quality of the products on sale.     He also went to a children's hospital where many parents sent their babies to have medical examinations in lieu of the toxic milk scandal.     The premier urged doctors in the hospital to carefully examine every child and to set parent's hearts to rest.

MIANYANG, Sichuan, 23 (Xinhua) -- Premier Wen Jiabao continued his second trip around the quake disaster zone on Friday, visiting surviving students in Mianyang, one of the worst-hit cities in the May 12 quake.     In a tent school, where more than 500 students from the destroyed Beichuan Middle School were studying, Wen encouraged them to study harder following the calamity.     "Let us not forget the earthquake," he told the students in a tender voice. "Then you will know what life is all about -- it is bumpy, as the roads are."     "Today, people save us and take good care of us. In the future, we will help them in return," the premier added.     "Trials and tribulations serve only to revitalize the nation," he wrote on the blackboard to encourage them. BEIJING, Oct. 4 (Xinhua) -- China's State Council, or the Cabinet, has decided to further extend a program that involves special funds for infrastructure and other projects in three particularly arid and poor areas in the country's remote northwest.     While extending the program from 2009 to 2015, the government also decided to raise the annual total funding from 200 million yuan (29.2 million U.S. dollars) to 300 million yuan, Xinhua learnt Saturday. A dedicated agricultural development subsidy fund was set up to help the three regions build infrastructure and develop agricultural production.     The statement said it was the third time the government had extended the program, which would expire at the end of this year.     Over the past 25 years, poverty-relief efforts had achieved remarkable results. Life in the three areas were significantly improved, a government statement said.     Through 2007, those living under absolute poverty in the counties stood at nearly 1.35 million, in comparison to 7.84 million in 1982. Poverty incidence were down from 62 percent in 1982 to 8.3 percent last year.     In Dingxi and Hexi, the annual net income of local farmers jumped to 2,141 yuan per capita through 2007 from 96.3 yuan per capita in 1982. In Xihaigu, farmers' annual net income jumped to 2,214 yuan per capita in 2007 from 126.6 yuan per capita in 1982.     Poverty-relief programs implemented in the three areas had not only helped push forward anti-poverty efforts in Gansu and Ningxia,but had also been forerunners of the country's development-oriented poverty alleviation drive.     Despite notable achievements, the three areas were still at an early stage of economic development and local farmers income levels were far below the national average, according to the statement.     It was still an arduous task for the country to fundamentally change the three regions poor conditions, so the Cabinet decided to extend the program again and step up supporting efforts, it added.
