SAN DIEGO, Calif. (KGTV) -- Homeless people in San Diego woke up Tuesday morning to find San Diego Police officers going street by street, offering resources.  Police officers lined the streets of the East Village. They were going street by street approaching the homeless in their tents. At one point there were at least eight patrol cars on one block.  SDPD says their efforts are a part of their ongoing outreach to let the homeless know about the resources available to them in hopes of ending the cycle of homelessness.  Most of the homeless received warnings about their property blocking the street or other violations. A few were detained for previous violations. One person was arrested for an outstanding felony warrant. Two people were transported to county mental health. Officers were also letting people know about the new bathrooms installed by the city in hopes of stopping the spread of Hepatitis A.  965

SAN FRANCISCO (AP) — California fire authorities say Pacific Gas & Electric Co. power lines sparked the deadliest and most destructive wildfire in state history.Cal Fire said Wednesday the lines in the Pulga area ignited the Nov. 8 fire that killed 85 people in Paradise.The investigation also identified a second nearby ignition site involving vegetation and electrical distribution lines, also owned and operated by the San Francisco-based utility.The second fire was quickly consumed by the initial fire.Lynsey Paulo, a spokeswoman for PG&E, did not immediately comment.The fire in Butte County destroyed nearly 15,000 homes.The nation's largest utility filed for Chapter 11 bankruptcy in January as it faced tens of billions of dollars in potential liability costs related to wildfires in 2017 and 2018. 823

(KGTV) - It started when Amber Gilles posted a photo of San Diego Starbucks barista Lenin Gutierrez with the caption “Meet lenen from Starbucks who refused to serve me cause I’m not wearing a mask. Next time I will wait for cops and bring a medical exemption.”A stranger in Orange County, Matt Cowan, said he wanted to donate a few dollars to the barista in tip money, so he started a GoFundMe. As the photo on Facebook filled with hundreds of thousands of interactions and comments from people supporting the barista, the tip money eventually hit more than 0,000 to be donated to the barista. And I do have asthma as well, and I do get mask-acne. So there’s several things going on and not only that but it doesn’t even work.”She provided ABC 10News with two documents to prove her medical exemption. One is a pelvic exam from 2015 with results that say “probable exophytic fibroid arising from the anterior wall of the uterus measuring 2.9 cm size.” and “simple 2.5 cm left ovarian cyst.” A second piece of paper is a handwritten note with letterhead from a San Diego chiropractor who she asked not be named. The hand written note reads “Amber has underlying breath conditions that prevent her from wearing a mask or any type of facial covering whatsoever. Please contact me if have any questions.”When that chiropractor who wrote the note was called, he said he could not discuss her situation. When Gilles was asked why a chiropractor gave her a breathing-related medical exemption, she responded “because they are dedicated to providing non-invasive personalized care and treatment. They are real doctors.”When asked if she has an apology or message to the public, Gilles said “No absolutely not. I feel like I need the apology. San Diego, Calif. (KGTV) - California is the biggest prizes in the 2020 primary and the remaining Democratic presidential candidates are making a final push to turn out voters in San Diego. Much of their final efforts is focused on getting supporters in the South Bay."We're putting people out in their own neighborhoods, talking to neighbors they already know, making sure they're filling out their absentee ballots," said Joe Biden campaign staffer Jack Hurley.Biden opened an office in the Eastlake neighborhood of Chula Vista shortly after the Iowa Caucus. While Biden does not have as big a staff or infrastructure as other campaigns, they have seen a boost in volunteers since Biden won the South Carolina primary. "I want to see change and I wanted Joe Biden to be that change, and that means I needed to get to work," said Russell, who walked in to the Biden office Monday to volunteer.Bernie Sanders has a large organization in San Diego, based out of its headquarters in Barrio Logan. Monday, teams worked in shifts to train volunteers to canvass the South Bay, focused particularly on San Ysidro. "Our goal is turning out voters that a lot of them haven't actually voted before. So we're mainly focused on turnout at this point in time," one staffmember told the volunteers."It was tough in the beginning," said Sanders volunteer France Hanna about his first efforts at doorknocking. "But I realize as I share my personal Bernie story with all the doors that I knock on that I have a lot of commonalities with people."The Sanders campaign is particularly working to utilize a relatively new law in California that allows ballot delivery, meaning that campaign volunteers can pick up voters' ballots and deliver them to be counted. Because Sanders emphasizes turnout out non-traditional voters, especially young voters and people of color, ballot delivery could provide a boon, making it easier people who perhaps may not have gone to the polls to cast a ballot.The Mike Bloomberg campaign is also working to reach LatinX voters in the South Bay. "One of the main things we understand about the South Bay is that there is the most potential to turn out voters," said staffer Jesus Cardenas. Bloomberg has teams of volunteers knocking on doors and making calls. "It's going to be a little bit crazy, but it's going to be fun," Cardenas said.
