SAN DIEGO (KGTV) -- Effective August 31, some businesses throughout San Diego County are allowed to reopen under newly-issued state guidance.Beginning Monday, places of worship, restaurants, museums, gyms, and hair and nail salons, are among entities that can begin operating indoors.Organizations that plan to reopen under the new guidance are advised to update their safe reopening plan. "We knew we were a safe industry."RELATED: New guidance offers some hope for San Diego museumsLam and other salon owners have limited hours of operation and spent many days working outside in the heat to be in compliance with the state and county public health orders."We had a lot of heat rash when we working outside," said Elise Ha, the owner of Master Hair & Nails in Ramona. She and other stylists worked during San Diego County's recent heatwave where temperatures soared over 100 degrees. "Sweating all day long," said Ha. But The San Diego Foundation has millions in scholarship money to award to local students pursuing a variety of secondary education options. Students like Jawid Habib, who received money through several years of college and law school. As the son of Afghan immigrants, Habib says his accomplishments meant a great deal, "I'll never forget the moment that I got my college acceptance letter at UCSD and I handed it to my mom and I'll never forget the tears in her eyes and I'll never forget the tears in my father's eyes when they saw that acceptance letter."As happy as that moment was, the reality of paying for school was still a challenge, until he found the Foundation. "It gave me peace of mind, that's one of the biggest things it gave me peace of mind because I was more focused on success rather than focused on how to afford my education," Habib said.Danielle Valenciano is the director of community scholarships at the foundation and tells 10News that last year the non-profit gave out more than .6 million to nearly 900 students. "If we're able to help offset hunger or homelessness or their books or a bus pass so they can get to school every day, we're doing our job as a community to help these students succeed," Valenciano said. The application process for next year is already underway, and there's money for all kinds of education, including community college, career and technical schools and teaching credential programs. Valenciano also says some of their donors are looking for so-called diamonds in the rough, "Students who may not have the best high school grades but there's something there and they have aspirations and they have a goal, these donors want to help these students."And hopefully give them an opportunity to achieve their goals, like Habib who is now a practicing attorney. 1921

SAN DIEGO (KGTV) — Empty school busses belonging to the San Diego Unified School District are being driven around even though most students continue virtual learning.While this happens, San Diego Unified sits in Phase One of its reopening plan — meaning many students are still at home. Erin Coller's 5-year-old is in the school district. Right now he's learning from home but Coller says she seen busses in the neighborhood."Every time I see one of those busses I just think who is riding them - where could they possibly be going," says Coller. "It stopped at our house around the time that it used to come to our house and I was loading the kids in the car and I was like are you and angel can you just take them and drive them around please, what are you doing and he was just driving the route."At the end of October, Team 10 followed school busses on several days to see where they're going and what they're doing. After leaving the bus yard in Kearny Mesa, one bus headed north to the Scripps Ranch area. The bus made several stops like it was following a planned route, but no students ever got on or off. About 90 minutes and 31 miles later, the bus was back at the yard.Another bus left the yard later that same afternoon and headed to a school in the Poway area. It picked up one student and then headed south to drop them off.The next week, another bus bus went from the yard to Interstate 805 south. It continued on to State Route 54 east to then over to SR-125 north. The bus then completed the circle on SR-52 west. About 40 miles and 53 minutes later, the bus was back in the yard. It never stopped.Standing outside the school lot, bus movement is constant. SDUSD says for good reason."Just starting them up and running them in the parking lot for 10 minutes is not sufficient. They need to put on several miles to make sure that that transmission is maintained that fluids are at the right levels that seals and gaskets are all working also to make sure that our batteries are all charged," says Marceline Marques, SDUSD's operations support officer.Marques oversees the district's transportation."During a regular school year, you would see busses operating empty. I think it just stands out right now because most of our students are participating in online learning," Marques said.Part of that time on the road is driver proficiency. Right now, along with honing their skills, drivers are doing everything from delivering textbooks, to educational supplies, and computers to students' homes.They are evaluating stops for safety and space with social distancing requirements and evaluating school drop-off areas for physical distancing needs and adjustments among other things. The list of driver responsibilities goes on."If it's diesel it needs to be run or it can have problems but as far as delivering supplies I'm shocked to hear that they are doing that because we have multiple students at our school who can not come pick up supplies," one parent told Team 10.The district says it pays .83 per gallon for renewable diesel. Busses average about seven miles per gallon. So that first 30-mile trip we watched cost a little less than in gas. The bus that didn't stop, about .50 for that trip."I think that the practice of running our buses far outweighs the cost of the fuel or the concern that folks have when they see it running without a passenger," Marques said.Right now, about 150 busses are transporting students. Others are being used to help in other ways and some like we saw are rotating through that maintenance schedule. The district says overall, it needs to be ready for the next phases in reopening. 3654

  

SAN DIEGO (KGTV) - Friends of the Marine hit and killed in the Midway area said Monday the driver who struck him and left is a coward.Victor Molinar, 18, of Chicago had just graduated from boot camp and was stationed at Camp Pendleton about to start combat training. Ricardo Camacho met him in basic training and got the terrible news over the weekend.“He was a good kid, always say making people laugh. He had a good head on his shoulders. From the start when I met him, I knew he’d be a good Marine," said Camacho.Molinar was out with his friends Saturday night visiting the local night spots on Midway Drive and somehow got separated from his friends. They went to look for him and found his body in the road.Police say the driver who hit Molinar fled the scene. No suspect has been identified.“He was willing to give up his life defending his country and do all the right things and for him to do that and not even stopping to see who it was? It just sucks," Camacho said.Camacho told 10News the Marines have a buddy system and doesn’t know why Molinar was by himself. Police are looking for the suspect, but have little to go on right now. Camacho, who is having a hard time coping with his loss, told 10News he knows one thing about the suspect. “He’s a coward. Bottom line. Karma plays a big part in things, and he’ll get his. If he ran then he won’t come forward they’ll just have to find him. If he didn't do it then. He won’t come forward. Just like cowards do, they run.”Molinar's sister said she is devastated by the loss of her brother. He also leaves behind a girlfriend in Chicago. 1606
